No. Adding an accessibility overlay to a WordPress site does not, by itself, make the site compliant with accessibility laws or prove that it meets WCAG. A widget may offer some user-facing adjustments or help with a specific known issue, but it does not reliably fix the underlying content, code, and interactions across a site. Treat it as a limited feature—not a compliance certificate.
What an accessibility overlay can—and cannot—do
An accessibility overlay is typically a layer added to a site that gives visitors controls or attempts automated changes. Those functions can be useful in a limited context, but they are not the same as reviewing and correcting the site itself. A visitor-facing toolbar cannot establish that every page, form, navigation path, document, or third-party component works for people with disabilities.
The WordPress Accessibility Team describes automation as particularly ineffective for issues such as meaningful image alternatives, keyboard accessibility, and forms. Its guidance treats overlay features as targeted stopgaps for known gaps, not as a compliance solution. That is WordPress project guidance rather than a regulation, but it reflects the practical distinction: a site owner still needs to identify and fix problems in the site.
In April 2025, the Federal Trade Commission announced a final order requiring accessiBe to pay $1 million. The FTC said the order bars the company from claiming that its automated products can make any website WCAG-compliant or ensure continuing compliance unless it has supporting evidence. This is a significant warning against accepting blanket “instant compliance” marketing without evidence. It is not a ban on accessibility widgets as a category, nor a finding that every widget has no use.

In its January 3, 2025 announcement of the proposed order, Samuel Levine, Director of the FTC’s Bureau of Consumer Protection, said: “Companies looking for help making their websites WCAG compliant must be able to trust that products do what they are advertised to do.” The FTC’s action concerned accessiBe and its claims; it should not be generalized into a ruling about every product or WordPress site.
Which accessibility rules apply to a WordPress site?
The answer depends on who operates the site and what services it provides. WCAG is a technical accessibility standard; legal obligations depend on the applicable law and the circumstances. Do not assume that one federal rule sets the same requirements and deadlines for every public agency and private business.

State and local public entities
The U.S. Department of Justice’s Title II rule covers web content and mobile apps that a state or local public entity provides or makes available, including through contractual, licensing, or other arrangements. The rule specifies WCAG 2.1 Level A and AA success criteria and conformance requirements, subject to its stated exceptions and defenses. The DOJ’s 2026 Interim Final Rule extended the compliance dates: April 26, 2027, for public entities with a total population of 50,000 or more; and April 26, 2028, for entities below 50,000 and special district governments. These dates are specific to the Title II rule and categories described by DOJ; they are not general deadlines for private WordPress businesses.
Using a vendor’s technology does not automatically put content outside the rule. DOJ says third-party content provided under an arrangement with a public entity can still be covered. Exceptions are limited and fact-specific, and an exception from a technical requirement does not necessarily remove separate duties to provide effective communication, reasonable modifications, and equal opportunity. Public entities should consult the current rule and DOJ materials for how the requirements apply to their services.

Private businesses and other Title III entities
Do not apply the Title II rule wholesale to a private business. DOJ’s general ADA web guidance explains that Title III applies to businesses open to the public and states DOJ’s long-held position that ADA requirements apply to online goods and services. That guidance predates, and expressly does not reflect, the later Title II rule; it also says DOJ had not set detailed web standards in that context. The exact legal analysis can depend on the business and circumstances, so this article is not individualized legal advice.
Can an accessibility plugin guarantee WCAG compliance?
No plugin or automated scan should be treated as a guarantee. Automated tools can surface potential issues and help teams track some fixes, but they cannot establish that every relevant page and user journey is accessible. A clean scan is not proof of legal compliance.

For example, the WordPress.org documentation for Equalize Digital Accessibility Checker describes scans and reports in the WordPress editor and on the front end. It says the plugin can fix common issues but cannot make a site fully accessible on its own, and calls for automated scans, manual review, and remediation. It is an example of diagnostic software—not an endorsement or compliance certification.

The comparison is not a choice between automation and manual work. Scans can help direct attention; people still need to verify the experience and repair the causes of barriers.

What to do instead of relying on an overlay
- Inventory key pages and journeys. Include navigation, forms, account access, checkout, and documents. Prioritize the paths visitors need to complete important tasks, not just the home page.
- Run an automated checker. Use the results to identify potential issues and organize follow-up. Treat reported items as findings to verify, not as a complete picture of accessibility.
- Test interactions manually. Check that people can operate the site by keyboard; that focus is visible and moves in a logical order; and that headings, labels, image alternatives, and forms make sense and work as intended.
- Fix issues where they originate. Review content, theme and templates, and plugins. Correcting the underlying page or component is more dependable than relying on a visitor-side layer to compensate for it.
- Retest after changes and updates. A theme, plugin, or content update can introduce new problems. Recheck affected pages and journeys after meaningful changes.
- Include feedback from people with disabilities where possible. This can reveal barriers that a scan or an internal review misses. The precise review plan depends on the site and the obligations that apply to it.
The WordPress project’s accessibility page also discusses ATAG 2.0, whose goal is for authoring tools to help users create accessible content and repair mistakes without requiring add-ons. The project states that WordPress is not currently conforming with ATAG 2.0. That is another reason to consider the content-authoring workflow as well as the visitor-facing experience: an overlay does not replace accessible content creation and repair.
When might an overlay still be useful?
An overlay may be considered as a narrow interface feature or temporary measure for a specific, understood gap. WordPress Accessibility Team guidance describes its own overlay features as targeted stopgaps and notes reporting and the ability to turn features off. That is not an assurance that a third-party overlay will fix the same issue, or that using one satisfies a legal duty.
