If TablePlus stopped connecting to a DigitalOcean managed database after your public IP changed, check the database’s trusted sources first. A direct connection can be refused when the client’s current public IP is not allowed. Update the trusted-source rule for that address, then confirm the database hostname and port in TablePlus. The title alone does not establish which change fixed the original incident, so the steps below address the most likely documented cause without assuming a specific setup.
Why a changing public IP can break a direct connection
DigitalOcean managed databases can restrict access to configured trusted sources. If you connect directly from a home or office network and its public IP changes, the new client address may no longer match the allowed entry. DigitalOcean says an untrusted client can encounter a hostname connection-refused error; its troubleshooting guidance also calls for checking the port. The client’s public IP and the database’s address are different things. The trusted-source rule concerns the address or resource connecting to the database. Separately, DigitalOcean recommends using the database hostname rather than a remembered database IP: the database IP can change while its hostname remains stable. DigitalOcean explains the hostname recommendation.
Check the trusted-source rule for a direct connection

In the DigitalOcean control panel, open the managed database’s trusted sources or network-access settings. Review the current allowed sources against the public IP from the network you are using now.

If you connect directly and your public IP has changed, add or update the rule for the current source address, then save the change. DigitalOcean describes trusted sources as a way to limit which external IP addresses or DigitalOcean resources can reach a managed database. Its PostgreSQL security guide also documents managing trusted-source rules through the CLI or API; those specific instructions are PostgreSQL-specific.

Retry the connection in TablePlus. Keep the rule limited to the source that needs access. Do not leave database access open to all IPv4 or IPv6 traffic as a general fix.
If your public IP changes often, a direct allowlist may need updating again. The alternative is to connect through a suitable SSH server, if you have one that is authorized to reach the database.

Verify the database endpoint and port in TablePlus
Open the saved connection in TablePlus and compare its host and port with the connection details for the managed database. Use the database hostname where possible, rather than an IP address saved from an earlier setup. This corrects the database endpoint; it does not replace allowing your client’s current source address.
DigitalOcean’s troubleshooting guidance identifies both trusted-source access and port configuration as checks for a refused connection. Check its connection-refused guidance, then make sure the connection in TablePlus uses the expected host and port for your database. Consider TablePlus SSH tunneling if you have an authorized server
An SSH tunnel routes the database connection through a server rather than connecting straight from the changing client network. This can help when that server is permitted to reach the database and your database access rules are configured accordingly. It is not a universal fix: it depends on the server’s network access, credentials, and the database’s trusted-source settings.

Enter the SSH server details and credentials for a server you are authorized to use and that can reach the database.

Test the connection. If it fails, verify that the SSH host can reach the database and that the database permits that source.
TablePlus documents built-in SSH connection settings in its connection guide. A tunnel is a documented option, not proof of what resolved the incident described in the title.

Trusted source: Confirm that the allowed entry matches the source actually used for this connection. A tunnel may present the server’s route to the database rather than the client’s direct route.

Host and port: Compare both values with the database’s current connection details. Prefer its hostname over a stored database IP.

Connection path: Determine whether TablePlus is connecting directly or over SSH, and verify that the selected path matches the trusted-source rule.

Database engine and settings: Check the guidance for your engine. DigitalOcean’s cited security guide is specifically for PostgreSQL, so do not assume its exact CLI or API steps apply unchanged to another engine.

Network route: If the settings appear correct, check that your client—or the SSH server, when tunneling—can reach the database endpoint and port.
The title does not specify the operating system, database engine, connection path, or exact fix. Without those details, it is not possible to say which particular change resolved the original connection failure.
