A digital “buy” button does not, by itself, promise an unrestricted copy or permanent access. What you receive depends on the transaction’s terms, the service and account behind it, technical controls such as digital rights management (DRM), and the seller’s rights to the content. Before paying, check what you can use, for how long, on which devices, and what recourse you have if access fails.
Does buying a digital item mean you own it?
Not necessarily. The U.S. Federal Trade Commission (FTC) puts it plainly: “When you click the “buy” button on a digital product, it really depends.” A transaction may provide a license to access or use content rather than an unrestricted, transferable copy. That does not automatically mean the purchase is worthless or that the seller can end access whenever it chooses; the specific terms and applicable consumer law matter.

It helps to separate three questions:
- What does the contract permit? The license or terms may specify how long you can access the item and whether you may copy, share, back it up, or use it on other devices.
- What do the technical controls allow? DRM and platform design can limit playback, copying, or transfer even when the wording of the offer is brief. The FTC, for example, notes that DRM can prevent content from playing on a different console brand.
- What does consumer law require? Rights and remedies depend on where you live and the details of the transaction. A U.S. FTC consumer explainer is guidance, not a ruling on every product or contract.
A license to use a work is also distinct from ownership of its copyright. A digital purchase does not generally make the buyer the copyright owner or grant permission to copy and distribute the work freely.

Access can depend on more than the file or title. The FTC warns that a digital item may be available only while your account is active or while the platform remains in business: “You may have access to it only while you have an active account with the platform or website that sold it, or only for as long as that platform or website stays in business.”

Other practical risks include a service interruption, an incompatible device, geographic licensing limits, or content being withdrawn. OECD reports have catalogued these as issue categories in digital-content markets, alongside privacy concerns and difficulty finding out who must resolve a problem. They are reasons to inspect a particular offer—not proof that any specific service has those problems today.
Ask whether access requires an account, a working network connection, a particular app or platform, or continued availability in your country. If a service changes or closes, the outcome will depend on the terms, technical arrangements, and any consumer protections that apply; it is not safe to assume either that access will continue or that you have no remedy.

What to check before you pay
OECD consumer guidance says people should understand conditions for copying and sharing content and the devices on which it can be used. Use the following checklist to compare offers:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Duration: Is access described as permanent, time-limited, or dependent on a subscription, active account, or service continuing?
- Account and network: Can you access the item offline, or must you sign in or connect to a service?
- Devices and DRM: Which devices and operating environments are supported? Are technical restrictions likely to limit playback or use elsewhere?
- Copying, backup, transfer, and sharing: Can you make a backup, move the item to another device, or share it with someone else? Check both the written terms and any technical restrictions.
- Geography and rights changes: Is access limited by country or region, and do the terms address what happens if availability changes?
- Privacy: What personal data does the service collect, and how does it use or share that data?
- Redress: If the item is faulty, disappears, or cannot be accessed, how do you contact the seller and what remedies are described?
- Total price: Judge the cost against the access and uses actually offered, not just the word “buy.”
Look for these details before checkout, including in linked license terms or help pages. If a point is important to you—such as using a book on a particular e-reader or keeping a film available offline—confirm it explicitly rather than inferring it from the listing.

What if you want something you can keep?
If lasting access matters, compare the digital offer with another service’s terms or a suitable tangible edition. The FTC suggests considering something tangible; OECD materials distinguish physical formats such as CDs from electronically supplied content. A DVD or Blu-ray may reduce dependence on a seller’s online account for playback, but physical format alone does not settle copyright permissions, copying rights, device compatibility, or every condition of access.
Choose based on the specific work and your intended use. Check whether the physical edition is available and playable on equipment you own, just as you would check supported devices and access terms for a digital version.

Consumer protections depend on where you live
For consumers in the European Union, the official Your Europe guidance describes rights to clear information about products, prices, seller status, and what to do when things go wrong. It also explains a minimum two-year legal guarantee for faulty new goods bought from a trader and a 14-day cancellation right for many online purchases, subject to exceptions. These protections have a defined EU scope; they should not be treated as universal rules or applied automatically to every digital transaction.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsElsewhere, the rules can differ by country, product, seller, and transaction. Check the consumer-protection authority or official guidance for your jurisdiction if you need to know what legal remedies apply to a particular purchase.
