The symbols—often bits—do not explain themselves: software needs encoding rules, a format, and context to interpret them.
What does digital data mean?
Digital data is a representation of information in a form that digital systems can handle. NIST’s glossary includes several context-specific definitions of “data,” including “Information in a specific representation, usually as a sequence of symbols that have meaning.” The glossary cautions that definitions should be understood in the context of their source documents. ISO describes data as a “reinterpretable representation of information in a formalized manner suitable for communication, interpretation, or processing.” In practical terms, data is the representation; information is what a person or system can interpret from it. A representation alone does not guarantee understanding. ISO/IEC TS 22424-1:2020, glossary entry “data”

What are the main features of digital data?
These are general properties of digital representation, not promises that every dataset is accurate, secure, lossless, or permanently readable.
- Discrete representation: A digital system represents values using defined symbols. Binary is common, but the abstract idea of digital data is not limited to one physical implementation.
- Machine processing: When data is formalized, software can operate on it according to defined rules; people can also interpret it when the necessary conventions are known.
- Dependence on encoding: Rules map symbols to characters, numbers, fields, or media content. Without those rules, a stored sequence may be ambiguous.
- Retrieval and transmission: Electronic data can be retrieved or transmitted, but retaining the symbols alone may not preserve their meaning if the format or context is lost.
- Different content types: Text, images, audio, video, measurements, and structured records can all be represented digitally, each with its own conventions and formats.
How does a computer know what a string of 0s and 1s means?
Software applies rules that specify how to interpret a sequence. Those rules may come from an encoding, a file format, a data structure, or descriptive information associated with the data. They establish, for example, where a value begins and ends and whether it represents text, a number, an image component, or something else.
Consider a bit string representing a measurement. It becomes interpretable as a temperature only when a description or convention identifies the quantity and unit—such as degrees Celsius—and explains how to read the bits. ISO uses this kind of example to show why representation information and context matter.

Structure can also be part of the format. In DICOM, a medical-imaging dataset is an instance of a real-world information object made up of data elements containing encoded attribute values. That standard is designed for its domain; it is an example of how defined structure supports interpretation, not a universal model for all data. DICOM PS3.5, Data Structures and Encoding
What does encoding do?
Encoding maps a signal or data into a code using an algorithm. The Federal Agencies Digitization Guidelines Initiative (FADGI) describes encoding as “The transformation of a signal or data into a code by means of a programmed algorithm.” Encoding can serve different purposes, including converting analog information to digital form, compressing or encrypting data, adding redundancy, or translating between codes. FADGI glossary: encoding
Encoding is not the same as meaning. A code provides a way to represent content; a compatible decoder and the right context are still needed to interpret it. Different encoding choices can also affect what is preserved during conversion or compression.

Examples of digital data
Text
A character encoding maps written characters to machine-readable values. Unicode supports consistent exchange of multilingual text, and UTF-8 is a byte-oriented Unicode encoding designed to work with ASCII-based systems. Unicode does not, by itself, define every file format or every type of data. The Unicode Standard, Version 18.0.0
Measurements
A stored number such as 23 is not self-explanatory. It needs context to indicate what was measured, the unit, and how the value should be interpreted. For a temperature observation, that context might specify degrees Celsius.
Images, audio, and video
Digital imaging and audio or video waveforms are represented as bitstreams under defined conventions. The representation and its format determine how software reconstructs or processes the content; the bits alone are not a visible image or audible sound.

Structured records
Records organize values into fields or elements, with rules that identify what each value represents. DICOM medical-imaging datasets are one domain-specific example of this approach.

Analog representations vary continuously over a range, while digital representations use discrete encoded symbols. Digitizing an analog signal means mapping it into digital code; the method and encoding choices shape the resulting representation.

Digital data still depends on how it was measured, converted, encoded, described, stored, and interpreted. The right representation depends on the task and the conversion method.
How are digital data measured and stored?
Digital storage is commonly described in bits and bytes and in larger units built from them. A bit is a binary digit; a byte is a group of bits. These units describe encoded storage, not a universal amount of meaning or content.
There is no fixed rule that every character takes one byte. The space used for text depends on the character encoding and the characters being represented. UTF-8, for example, uses a byte-oriented representation, but the number of bytes can vary by character.
Quick Recap
What digital data does not guarantee
- Accuracy: A digital value can faithfully preserve an incorrect measurement or entry.
- Meaning: Symbols need encoding rules and context before they can be interpreted.
- Security: Being digital does not itself protect information from unauthorized access.
- Lossless copying: A copy may preserve bytes while losing useful context, or conversion and compression may change content.
- Permanent readability: Reading data later can depend on retaining suitable formats, software, and descriptive information.
