Digital Analytics Explained: What It Measures and Why It Matters

Digital analytics examines activity across websites, apps and other digital channels to help organizations understand behavior and make informed improvements.

Digital analytics is the analysis and reporting of electronic data to understand how people find and use digital experiences. It can cover websites, apps, social media, online panels and other digital channels—not just a dashboard or a particular analytics product. Organizations use it to assess whether a service, campaign or product is meeting its goals and to guide improvements.

What digital analytics means

Digital analytics turns observations about digital activity into information people can use to make decisions. The scope depends on the question: a team might examine website visits, app interactions, social-media activity or a combination of sources. ISO 19731:2017 addresses digital analytics and web analysis in market, opinion and social research, including website-usage measurement, metered panels, tag-based and hybrid measurement, and social-media analysis. ISO says the standard was reviewed and confirmed in 2022 and remains current. ISO 19731:2017

Web analytics is one part of the broader field, though the terms are sometimes used interchangeably. The distinction matters when a question spans more than a website—for example, when an organization wants to understand how online information, an app and a digital campaign contribute to a service or customer journey.

What digital analytics is used for

Organizations use analytics to understand what people do in a digital experience, where they encounter friction, and whether intended actions are happening. A public agency might study how people find and access online services. A product team might check whether users can complete a task. A marketer might trace how people move from discovering a store to making a purchase.

#1 Best Overall

Analytics can show patterns and help identify opportunities, but a pattern does not by itself explain why people behaved a certain way or prove that a change caused an outcome. Interpretation needs context, and claims about cause generally require an evaluation design suited to the question. Digital.gov’s Digital Analytics Program guide

How digital analytics works

A useful process begins with the decision an organization needs to make, not with a list of available metrics. Digital.gov recommends defining goals before collecting data and connecting goals to objectives, calls to action and key performance indicators (KPIs). A KPI is a measure selected to indicate progress toward an objective; it is only useful when it reflects a real goal.

  1. Set the goal. State what the site, app, service or campaign is meant to accomplish.
  2. Define objectives and actions. Identify the outcomes and user actions that would contribute to that goal.
  3. Choose KPIs and evidence. Select measures and data sources that can answer the question, rather than collecting everything by default.
  4. Implement and validate measurement. Configure collection, then check that the data captures the intended activity and is fit for use.
  5. Analyze in context and act. Interpret patterns alongside relevant circumstances, make a change where warranted, and evaluate what follows.

For example, a service team concerned about task completion should first define the task and what counts as completion. A page-view total alone may not answer whether users succeeded; an event or other measure tied to the defined action may be more informative. The appropriate measurement depends on the question and the quality of the data available.

What digital analytics can measure

Depending on the method and implementation, digital analytics can examine such activity as page impressions, navigation, time on a site, clicks or other actions, as well as app and social-media interactions. ISO also describes online metered panels, which measure a sample of participants, and hybrid approaches that combine panel data with tagging. Each approach has different coverage and implementation considerations. ISO’s overview of digital analytics methods

There is no universally best method. A selection should fit the population and question, desired coverage, data quality needs, privacy constraints, available resources and reporting requirements. When comparing options, consider how data is collected, whether channels can be integrated, what validation is possible, and the ongoing effort required.

How collection becomes a report: one platform example

Google Analytics illustrates one possible collection-to-reporting chain; its process is not a description of every analytics system. Google says its measurement code collects pseudonymous information about webpage interactions and may also collect information such as browser, device, operating system, language and traffic source. Data is packaged and sent for processing, then aggregated and organized into reports. Configuration can exclude internal or developer traffic. Google cautions that processed data is stored in a database and cannot be changed, so exclusions need careful consideration during setup. How Google Analytics collects data

When server-sent events are useful

Google’s Measurement Protocol lets an implementation send events directly to Google Analytics servers. Its documented uses include linking online and offline interactions, recording server-side activity, capturing events outside standard user interactions, and collecting from devices that do not automatically send data. Google describes it as a supplement to automatic collection, not a replacement; using it alone may lead to partial reporting. Google Analytics Measurement Protocol

Privacy and data-handling responsibilities

Digital analytics concerns people’s behavior, so organizations should be clear about what they collect and why, and should govern access and use. Google’s policy for Measurement Protocol, SDKs and User ID requires notice about the implementation and data collected, including whether it may be connected with other user data. It also requires consent or an opportunity to opt out. The policy prohibits sending data that allows Google to personally identify an individual or permanently identify a device, and restricts stitching authenticated and unauthenticated activity into one session unless users consent and applicable law permits it. Google’s User Consent Policy

A vendor’s policy does not determine an organization’s legal obligations. Those depend on the applicable location, audience, data and implementation. Analytics should not be called anonymous, privacy-safe or compliant without examining how the system is actually configured and used.

A public-sector example: the U.S. federal Digital Analytics Program

The U.S. General Services Administration provides the Digital Analytics Program (DAP) as a shared service for federal agencies. Digital.gov says the program helps agencies understand how the public finds, accesses and uses government services online, and that it uses Google Analytics 360 to measure traffic and engagement across federal websites and apps. Digital.gov’s DAP guide

The guide quotes a requirement for U.S. federal executive-branch agencies from OMB Memorandum M-23-22: “Agencies are required to participate in GSA’s government-wide Digital Analytics Program (DAP). Participation in DAP does not preclude agencies from using other web analytics services.” This is a federal policy requirement, not a general rule for businesses or other organizations.
