Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteUse DigiLocker when the document appears in your account’s Issued Documents section and the receiving organization accepts that record for the specific transaction. Keep the paper original when instructions require it, the issuer has not published a digital record, or you need a physical backup. A file you upload to DigiLocker Drive is not the same as an issuer-issued document, even if it is a scan of an original.
What DigiLocker actually stores
DigiLocker combines two different functions:
- Issued Documents: records fetched from integrated government departments, agencies, universities, boards and other institutions. The issuer creates the record and an associated document URI (Uniform Resource Identifier).
- DigiLocker Drive: files that you upload yourself, such as scans, photographs or PDFs of paper documents.
The distinction determines how a document can be verified. An issuer record is retrieved from the issuer’s repository and can carry a digital signature or other verification features. An uploaded scan is supplied by you; storing it in DigiLocker does not make it issuer-authenticated. The official DigiLocker FAQ explains both categories and the role of the document URI.

Issued Documents
To obtain an issued record, browse the registered issuers in DigiLocker and request a document that the issuer has made available. When successful, it is listed under Issued Documents, rather than only in Drive. The URI identifies the issuer’s record and can resolve back to the document in that repository.

Drive is useful for keeping a backup copy of a passport, lease, insurance policy, old mark sheet or any other file. It is a convenient storage location, but the original issuer has not vouched for the file merely because it is stored there. If a form specifically asks for an “issued” or digitally verifiable document, a Drive upload may not satisfy that requirement.

What kinds of records may be available
DigiLocker’s ecosystem covers identity, education, health, transport, government services, skills, industry and culture. These categories show the scope of participating issuers; they do not mean that every person’s record from every organization is available. Availability depends on whether the relevant issuer has integrated with DigiLocker and published your record. The platform’s ecosystem overview describes these categories.
Transport and identity records
The FAQ uses driving licences and vehicle registration certificates as examples of issued documents. If your state transport authority has supplied the record, it can be retrieved into Issued Documents and presented from the app or an official PDF. A recipient can validate the MoRTH digital signature on the PDF or scan the document QR code with the DigiLocker app, as described in the official FAQ.
Academic awards through NAD
The National Academic Depository (NAD) can issue degrees, diplomas, certificates, marksheets and evaluation reports. The NAD FAQ says students cannot upload an award into NAD themselves. Instead, they request an award that their institution has already deposited and then share it with a verifier. If a college or board has not supplied the record, it will not appear simply because you have a paper certificate or a scan.
Other files
You can upload many kinds of personal documents to Drive, but the upload remains a user-provided file. Treat it as a backup or convenient copy unless the recipient’s instructions explicitly permit that form.
Are DigiLocker documents legally equivalent to paper?
DigiLocker’s current Terms of Use, last modified June 2, 2025, state that issued or shared documents are legally equivalent to physical originals under the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016. This statement concerns records issued through the service or shared from it—not every file a user uploads.
The FAQ gives a specific practical example: issued driving licences and registration certificates can be presented for driving, with verification through a digital signature or QR code. That example should not be expanded into a guarantee that every school, employer, bank, consulate, court, landlord or private company accepts every DigiLocker file for every procedure. Acceptance remains transaction-specific. Follow the receiving organization’s current checklist, and show the record from Issued Documents when that is what the instructions require.

Issued record, uploaded scan and paper original compared
| Document form | Who supplied it | Typical verification | Best use | Important limitation |
|---|---|---|---|---|
| Issued Document | Integrated government department or institution | Issuer URI, digital signature, QR code or recipient’s verification route where supported | Digital submission or presentation when the process accepts that issuer record | Only available when the issuer has integrated and published the record |
| Drive upload | You | Recipient may inspect the file, but DigiLocker storage alone does not authenticate it | Backup, personal archive and sharing where uploads are expressly allowed | A scan does not become issuer-issued |
| Paper original | Original issuing authority | Physical security features, stamps, signatures or the issuer’s separate checking process | Processes that demand paper, offline access or an unavailable digital record | Can be lost, damaged or difficult to carry; digital acceptance is not implied by having paper |
How to retrieve and present an issued document
- Sign in to DigiLocker. Use the account linked to the identity details required by the issuer. Complete any requested authentication.
- Open the issuer or document search. Browse the registered issuer list and select the department, board, university or agency that should hold your record.
- Enter the requested details. The issuer may ask for a licence number, vehicle registration number, roll number, year or other matching information.
- Request the document. If the issuer has made a matching record available, DigiLocker retrieves it and places it in Issued Documents.
- Check the source before sharing. Confirm the issuer name, your personal details, document type and any URI or verification code. Do not rely on a similarly named Drive upload when the process calls for an issued record.
- Use the recipient’s preferred method. Present the record in the app, download the official PDF if permitted, or use DigiLocker’s sharing option. Keep the app available if the recipient needs to scan a QR code.
- Give consent for sharing. DigiLocker describes sharing as permission-based. NAD likewise uses consent-based verifier access for academic awards; its about page explains the custodian and verification model.
How verification works
Digital signatures on issuer records
Issuer-fetched records are digitally signed using Digital Signature Certificates. DigiLocker’s security architecture describes issuer responsibilities and the signing model. A valid signature helps a recipient check that the record came from the stated issuer and was not altered after signing.

QR-code checks for transport documents
For supported driving licences and registration certificates, a verifier can scan the QR code with the DigiLocker app. The same FAQ describes validating the MoRTH digital signature on the PDF. If a QR scan or signature check fails, show the record in the app and ask the issuing authority or receiving office what alternate verification it accepts; do not assume that a screenshot is equivalent.
NAD academic verification
NAD verification is consent-based. A student can share an existing award with an authorized verifier, while the institution remains the source of the academic record. A downloaded or printed copy is useful for handling and filing, but verification still depends on the NAD record and the verifier’s process.
Can you print a DigiLocker certificate?
Yes, where the issuer or NAD makes a PDF available, you can download and print it. NAD’s FAQ describes access to PDF versions of digital certificates and printing. Printing creates a paper copy for your records or for a recipient that explicitly accepts a printout; it does not, by itself, turn a Drive upload into an original or prove that an organization will treat the printout as the physical certificate issued years earlier.
When printing, keep the complete page, QR code, signature details and document identifiers visible. Avoid cropping verification elements. If the receiving office wants a paper original, ask whether an issuer-generated DigiLocker printout is acceptable before relying on it.

Choosing the right format for common situations
Driving or vehicle checks: first look for the licence or registration certificate in Issued Documents. The FAQ specifically describes these transport records, digital-signature validation and QR scanning. Keep a paper card or certificate if your local instructions still require it, or if you expect poor connectivity and cannot confirm an offline verification option.

University admission or employment: check whether the institution or employer asks for a NAD-verifiable award, an uploaded PDF, a self-attested copy or the physical certificate. A degree in NAD can be shared with a consent-based verifier, while a scan in Drive only proves that you supplied a file. Submit exactly the format listed rather than assuming that a digital degree is accepted everywhere.
Travel, immigration, property and inheritance: these transactions often involve several documents and may be handled by offices with different checklists. Keep the irreplaceable originals secured, store readable backups in Drive, and confirm in writing whether an issued record, a printout, notarization or the physical original is required.
Online applications: an issued PDF can be convenient when the form accepts electronic records, but retain the complete file and its verification elements. If the form asks for a scan of a signed paper document, do not substitute an unrelated issued record without checking the instructions.
What DigiLocker cannot do for you
- It cannot create an issuer record when the department, board or university has not integrated or deposited your document.
- It cannot authenticate a scan merely by storing it in Drive.
- It cannot override a recipient’s transaction-specific requirement for an original, certified copy, notarization or another paper format.
- It cannot guarantee access if your phone, account credentials, authentication method or internet connection is unavailable.
- It cannot safely replace every irreplaceable paper record; loss, damage or correction procedures may still require the issuing authority’s original process.
When DigiLocker is the better choice
- The required record is visible under Issued Documents, not merely Drive.
- The receiving agency’s instructions name DigiLocker, an electronic record, or the relevant issuing authority’s digital verification route.
- You need rapid access while travelling or applying online and the process supports QR, digital-signature or URI verification.
- You want to share an academic award with a verifier without handing over your only paper certificate.
- You need a backup copy of a paper document in case the original is inaccessible, while understanding that the backup may not be accepted as proof.
When to keep or obtain the physical document
- The checklist expressly says “original,” “hard copy,” notarized copy or another paper format.
- The issuer has not integrated with DigiLocker or has not yet published your particular record.
- The transaction is offline and the recipient has no way to validate a digital record.
- You need a durable personal archive, such as for property, inheritance, immigration or family records, and the organization has not confirmed digital acceptance.
- Your phone, account, connectivity or authentication may be unavailable at the time of presentation.
Keeping paper does not mean rejecting DigiLocker. A practical approach is to store an issuer-issued copy digitally, retain important originals securely, and carry only what the current transaction requires.
Common mistakes and how to fix them
Assuming every PDF is official
Symptom: You uploaded a scan and the recipient asks for an issuer-issued record. Fix: return to the issuer search and obtain the record under Issued Documents. If no record exists, ask the recipient whether a certified paper copy or another verification method is required.
Showing a screenshot instead of the record
Symptom: A screenshot omits the QR code, signature panel or document details. Fix: open the live document in DigiLocker or provide the complete issuer-generated PDF, following the recipient’s instructions.

Expecting an unavailable institution to appear
Symptom: Your school, university or department is not listed, or the search returns no matching record. Fix: contact the issuer to ask whether it participates and whether your record has been uploaded. For academic awards, NAD cannot create an award that the institution has not deposited.
Assuming legal equivalence guarantees acceptance
Symptom: An office rejects a digital file despite DigiLocker’s terms. Fix: request the office’s written document requirements, ask whether it accepts the specific issued record, and use the prescribed paper or issuer verification route if required. The terms’ equivalence statement is not a universal acceptance order for every process.
Sharing without checking consent
Symptom: You send a document to the wrong verifier or expose more information than necessary. Fix: review the recipient and permission request before sharing, and revoke or end access where the service provides that control.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Organizing paper and digital copies
Use a simple two-layer system. Keep original certificates, licences and property records in a labeled, dry document folder or other secure location. Store readable backups in DigiLocker Drive, but label each file with the document type, issuer and year so you can distinguish it from an Issued Document. For records that are available through an integrated issuer, keep that issuer-fetched version as the preferred digital copy and use Drive for supplementary scans.
Before an important appointment, open the relevant record rather than assuming it will load. Check names, dates, document numbers, QR codes and signature panels. Carry a paper copy only when the instructions call for it or when it is a sensible contingency; do not carry every original routinely.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteAccess, backup and privacy planning
DigiLocker is an access channel, not a reason to discard irreplaceable originals. Keep paper certificates in a dry, secure location and maintain a separate backup of essential files. Protect your DigiLocker login and phone because anyone who gains account access may see sensitive identity, education or health records. Share only the document and fields required for the transaction.

A decision checklist before you leave home
- Read the recipient’s current instructions for the exact transaction.
- Confirm that the document is in Issued Documents and shows the correct issuer.
- Test that the app opens the record and that the QR code or signature details are visible, if applicable.
- Download the complete PDF only when the recipient permits electronic files or printouts.
- Carry the paper original or a required certified copy when the instructions demand it.
- Share through the consent-based workflow and verify the recipient before approving access.
Where to check the official rules
For the service’s legal-equivalence language, read the DigiLocker Terms of Use. The DigiLocker FAQ covers issued versus uploaded documents, document URIs, transport-document acceptance and verification. Academic-award availability, sharing and printing are covered in the NAD FAQ. DigiLocker also maintains a circulars and notifications index; process-specific notices can change, so check the relevant agency before an important submission.
Frequently Asked Questions
Are DigiLocker documents valid like originals?
DigiLocker’s Terms of Use state that issued or shared documents are legally equivalent to physical originals under the 2016 digital-locker rules. That statement applies to records issued through the service or shared from it, not automatically to files you upload. Acceptance is still specific to the document and transaction, so follow the receiving organization’s checklist.
What is the difference between issued and uploaded documents in DigiLocker?
Issued Documents are fetched from an integrated department, agency or institution and carry an issuer record, often with a URI, digital signature or QR code. Uploaded files sit in DigiLocker Drive and are supplied by you. A scan does not become issuer-authenticated simply because it is stored in DigiLocker.
Can I use DigiLocker instead of carrying my driving licence?
The official FAQ describes issued driving licences and registration certificates as records that can be presented for driving, with MoRTH digital-signature or QR-code verification. Make sure the licence appears in Issued Documents, keep the live app or complete official PDF available, and check any current local or transaction-specific instructions.
Can I print my DigiLocker degree certificate?
Yes, when the institution or NAD makes a PDF available, you can download and print it. Keep the full page, identifiers, QR code and signature information visible. A printout is useful for your records or where expressly accepted, but printing does not guarantee that a recipient will treat it as the original physical certificate.
When should I still keep the physical document?
Keep it when instructions require an original, hard copy, notarized or certified paper document; when the issuer has not published the record digitally; when verification will be offline; or when the document is irreplaceable. You can still keep a DigiLocker copy as a convenient backup.
