The figure is not a count of current Danish residents: the CPR holds about 11 million registrations, including people who have died or moved abroad.
What happened in Denmark’s CPR system?
The CPR administration and the Ministry of Science, Education and Digital Affairs reported on 5 October 2026 that unauthorized parties had accessed names, addresses, CPR numbers and other CPR information for about 8.8 million registered people. The CPR administration called it “CPR har konstateret en alvorlig sikkerhedshændelse” (CPR administration notice).

Authorities said the access arose through misuse of a Danish company’s legitimate ability to search the CPR system, within the scope of information available to private companies. The CPR administration stopped that company’s access. The public statements do not identify the company or say who carried out the searches.
How many people and records were involved?
The reported 8.8 million is the number of registered people whose information authorities say was accessed. The ministry said the CPR system held about 11 million registrations overall, including deceased people and people who had moved abroad. Neither figure should be read as a count of people currently living in Denmark.

The 8.8 million figure is therefore smaller than the full registry total, but still represents a very large reported exposure. The published notices do not provide a complete field-by-field inventory or establish that every record field was copied.
What information was exposed—and what about protected addresses?
The authorities named names, addresses, CPR numbers and other CPR information among the data accessed. The CPR administration said its review found that names and addresses of people with name-and-address protection were not included in the unauthorized access it had identified. That finding is specific to those names and addresses; it is not a blanket assurance that every other detail concerning protected people was unaffected.

How was the access possible?
According to the ministry, the route was misuse of a private Danish company’s lawful access to search the CPR system—not a stated breach of the CPR system’s technical perimeter. The ministry described the access as using the company’s permitted search access to information available to private companies (ministry statement).
The regulator, Datatilsynet, said it received a report on 4 October 2026 describing a very large number of automated lookups intended to identify valid CPR numbers. Its 5 October update said the case was new and that it could not yet assess the concrete circumstances or responsibility (Datatilsynet update).

What is known about the timeline and investigation?
- During September 2026: irregular activity occurred in the CPR system, according to the ministry.
- Evening of 2 October: the CPR administration became aware of irregular activity.
- 4 October: Datatilsynet received the report describing automated lookups.
- 5 October: the CPR administration and ministry publicly described the incident. They said access had been stopped, the events were being mapped, a report had been made to the regulator, and police were investigating with relevant authorities.
The notices do not establish the identity of the people who performed the searches, their purpose, the company’s name, or final investigative findings. Those questions remain open while authorities investigate.

The public statements describe access to CPR numbers and other information across about 8.8 million registered people, but they do not provide a person-by-person list or a lookup tool to confirm an individual record. If you use services of the Danish Immigration Service or SIRI, New to Denmark says you may also be affected. Its notice directs people to Sikkerdigital’s guidance on fraud involving personal data and lists the Cyberhotline at +45 33 37 00 37 (New to Denmark notice).
