Remote Desktop Services (RDS) is Microsoft’s built-in, role-based Windows Server platform for delivering desktops and applications to authorized users over a network. RDS decides who gets access to what, where the work runs, and how sessions are kept together. The Remote Desktop Protocol (RDP) is the separate protocol that carries the remote screen to the user’s device. Keeping those two ideas apart is the key to understanding almost everything else about the platform.
What Remote Desktop Services means
Microsoft’s Learn documentation for RDS in Windows Server describes it as “a built-in platform for securely delivering managed desktops and applications to users, whether they’re in the office, working from home, or connecting from branch and partner locations.” In practice, that means an administrator installs and configures server roles on Windows Server, then publishes resources that users can reach from a client app or a browser.

RDS can publish three kinds of access:
- A session-based desktop, where several users each get their own session on one shared Windows Server instance.
- A virtual machine-based desktop, where each user or pool of users is assigned a Windows client virtual machine.
- A RemoteApp program, where a single application appears on the user’s device as if it were local, without a full desktop around it.
RDS and RDP are not the same thing
People often use the two names interchangeably, but they sit at different layers. RDS is the server-side infrastructure. RDP is the communication protocol that presents the remote interface on the endpoint. Microsoft’s overview states that endpoints display the remote UI using RDP, which is why an RDP-capable client is part of every RDS connection.
| Aspect | Remote Desktop Services (RDS) | Remote Desktop Protocol (RDP) |
|---|---|---|
| What it is | A Windows Server role-based platform | A protocol used to present the remote interface |
| Main job | Hosts, publishes, brokers, and manages desktops and apps | Carries the remote screen between the endpoint and the host |
| Who configures it | Administrators, through server roles and collections | Not configured as a separate product; used by the client |
| Where you see it | In the server roles, collections, portal, and licensing setup | In the connection between the user’s client and the session |
When someone says “RDP server,” they usually mean an RDS session host or a host that accepts RDP connections. Use “RDS” when you mean the platform and “RDP” only when you mean the protocol.

Delivery models
RDS supports three delivery models, and organizations can combine them. Microsoft’s overview describes each model in general terms; it does not provide user-density or sizing figures, so capacity planning for a specific environment needs to be worked out separately.
Session-based desktops (RD Session Host)
Multiple users connect to separate sessions on one shared Windows Server instance. Each user has their own session, but they share the underlying operating system and its installed software. This model is commonly used for task workers and for centrally hosted line-of-business applications.
Pooled VDI (RD Virtualization Host)
Users receive virtual desktops from a collection of Windows client virtual machines. Microsoft describes pooled desktops as dynamically assigned, and potentially non-persistent or resettable, so changes a user makes may not survive a logoff. This suits standardized desktops where consistency matters more than personal customization.

Personal VDI
Each user is assigned a dedicated virtual desktop that retains changes. This supports individual customization, such as user-installed tools and personal settings, at the cost of managing a separate machine for each person.

Hybrid deployments
Session-based delivery and VDI can be used together, so that groups with different needs each get the model that fits them. A typical split is shared session-based access for routine task work and personal or pooled virtual desktops for staff who need more control over their environment.
How the core roles fit together
An RDS deployment is a set of roles that cooperate. Not every deployment uses every role, but the following describes the platform’s components.
RD Session Host (RDSH)
Runs session-based user desktops and RemoteApp programs on Windows Server. Users reach it through Remote Desktop clients or through supported browser access.
RD Virtualization Host
Hosts the VDI collections of pooled or personal Windows client virtual machines.

RD Connection Broker
Maintains sessions, reconnects users to existing sessions, balances connections across hosts, and manages collections. This is the role that makes a disconnected user return to the session they left.
RD Web Access
Provides a portal and feeds that list the desktops and applications a user is authorized to open.
RD Gateway
Allows access from external networks to hosted desktops and applications through an encrypted HTTPS channel. Microsoft’s guidance on RD Gateway security requirements should be checked against current documentation before deployment.

Where RDS runs and typical use cases
Microsoft lists on-premises deployments and Azure infrastructure as a service (IaaS) as hosting options, and it refers to partner solutions for further options. Its overview describes several organizational use cases:
- Centralized delivery of applications and desktops, so administrators manage resources on shared hosts instead of installing and patching software on every endpoint.
- Access for contractors and partners who should not get full devices on the corporate network.
- Onboarding temporary or seasonal staff quickly, without building a physical workstation for each person.
- Hosting legacy or specialized Windows applications that are hard to run on newer client systems.
These are Microsoft’s descriptions of intended use. They are not measured outcomes, and no performance or cost-savings benchmark is established for them in the sources reviewed.

RDS licensing is the area where a simple definition can mislead. The rules depend on the deployment model, the product, the host, whether licensing is per user or per device, and whether a service provider is involved. Microsoft documents several scenarios, and they should not be merged into one rule.

Service-provider scenarios
Microsoft’s roles documentation describes RDS Subscriber Access Licenses (SALs) for service-provider hosted scenarios. These cover authorized unique users who sign in during a month, which differs from the per-user and per-device CAL model.
Desktop applications on RDS
Microsoft also publishes separate licensing guidance for desktop applications used in Windows Server RDS environments. An RDS CAL does not, by itself, cover every application right on the server, so the application’s own terms need to be checked.
What to confirm before you buy or deploy
- Which delivery model you will use: session-based, pooled VDI, personal VDI, or a mix.
- Whether licensing will be per user or per device, and whether a license server is already activated.
- Whether a service provider or partner is hosting the environment, which may change the license type.
- Which desktop applications run on the hosts and what their licensing terms say.
- Whether your contract or geography adds conditions beyond Microsoft’s general documentation.
Microsoft’s documentation is the primary reference for these points. For a specific purchase or compliance question, a qualified licensing specialist is the right source; a general definition article cannot settle eligibility for a particular organization.

As of October 2026, Microsoft Learn lists RDS applicability across Windows Server 2016, 2019, 2022, and 2025. Bottom line
Remote Desktop Services is Microsoft’s Windows Server platform for delivering session-based desktops, virtual desktops, and individual RemoteApp programs to authorized users. RDP is the protocol that displays the remote interface on the user’s device. Choose a delivery model based on how much customization users need and how standardized the desktop must be, and treat licensing as a separate, scenario-specific question.
