Google App Engine is a fully managed, serverless Google Cloud platform for developing and hosting web applications. Google provisions the serving infrastructure and scales application instances as demand changes, so developers can concentrate on application code rather than servers. It comes in two execution environments, standard and flexible, which differ in runtime constraints and infrastructure model.
What App Engine is and is not
App Engine is a hosting and application-serving platform. It is not a programming language or a database. It can work with other Google Cloud services, but those are separate products. Google’s App Engine documentation is the product-level entry point.

How an App Engine application is organized
An application is created inside a Google Cloud project. Google’s overview of App Engine describes this hierarchy:
- Application: the top-level resource for the project.
- Services: logical components of the application.
- Versions: deployed copies of a service, useful for testing, traffic routing and rollback.
- Instances: the units that serve requests and scale with load.
Standard and flexible environments
| Aspect | Standard | Flexible |
|---|---|---|
| Execution model | Sandboxed container instances on Google infrastructure, with preconfigured supported runtimes | Docker containers on Compute Engine virtual machines |
| Scaling | Fast deployment and scaling; can scale to zero instances when there is no traffic | Slower startup and deployment; at least one instance for an active version |
| Control | Less control over runtime and execution environment | More customization, including custom images and configurable CPU and memory |
Google’s page Choose an App Engine environment compares scaling, startup, local disk, background processes and other operational differences in more detail.
#1 Best Overall
When standard fits
Standard suits applications that fit the supported runtimes and benefit from rapid scaling or low idle cost through scale-to-zero.
When flexible fits
Flexible suits applications that need a custom runtime, native dependencies or more control over resources. Google says the two environments can also be used together within one application.

Google’s environment-selection page states: “For new Google Cloud users, we recommend using Cloud Run as the preferred alternative over App Engine.” It also recommends evaluating Cloud Run for upcoming projects or modernization. This is guidance for new users and projects. It is not a discontinuation notice, and App Engine remains documented with both environments.
