Defense Innovation Board vs. Defense Science Board: Roles and Differences

The Defense Innovation Board advises on adopting innovation across DoD; the Defense Science Board advises on scientific and technical challenges, with an explicit boundary against individual procurement advice.

The Defense Innovation Board (DIB) advises the Department of Defense on how to adopt and scale innovation across its culture, workforce, organization, processes, and technology. The Defense Science Board (DSB) advises on scientific and technical challenges, including technology, manufacturing, and acquisition processes. The simplest distinction: the DIB focuses on innovation across the department; the DSB focuses on science and technology problems.

What does the Defense Innovation Board do?

The DIB provides independent advice and recommendations to the Secretary of Defense and Deputy Secretary through the Under Secretary of Defense for Research and Engineering. Its 2024–2026 charter covers ways to adopt innovation across the department, including in its culture, technologies, organizational structures, processes, and functions.

The charter also includes emerging and disruptive technologies, commercial innovation practices, organizational and human-capital matters, and ways to use the U.S. innovation ecosystem for national security. In practical terms, the board considers not only what technology the department might use, but also what changes to people, processes, and structures could help it put innovation into practice.

What does the Defense Science Board do?

The DSB gives independent advice on matters supporting the department’s scientific and technical enterprise. Its charter identifies science, technology, manufacturing, and acquisition processes, as well as other topics assigned by senior DoD leaders. Its purpose includes addressing pressing, complex technological problems and identifying technologies or applications that could strengthen national security.

#1 Best Overall

The DSB charter specifically says the board is not established to advise on individual DoD procurements. That is a clear boundary: its remit concerns broader scientific and technical matters, rather than recommendations about a particular purchase.

How do the boards differ?

Question Defense Innovation Board Defense Science Board
Primary focus Adopting and scaling innovation across DoD culture, organization, people, processes, and technology. Scientific and technical challenges, including technology, manufacturing, and acquisition processes.
Expertise described by DoD Innovation experience gained outside the department, as described by then-Secretary of Defense Ash Carter in 2016. Scientists and technologists with deep expertise in weapons systems and defense research and development, as Carter described the board in 2016.
Illustrative work Studies on the National Defense Science and Technology Strategy, barriers to transitioning technology into DoD, and internal barriers to innovation. Topics assigned by senior DoD leaders; the charter defines its remit, but the cited charter does not supply a single example task.
Individual procurements The 2024–2026 DIB charter does not identify the DSB’s individual-procurement exclusion as the DIB’s defining boundary. The charter explicitly excludes advice on individual DoD procurements.

Carter stated the distinction at the DIB’s first meeting: “The Defense Science Board, of which I was long a member, is comprised of scientists and technologists with deep expertise in weapons systems and defense R&D.” He said the DIB had “a different membership and a different role,” with members selected for innovation experience outside DoD and the ability to suggest approaches to talent, organizational practices and structure, technology, and global strategies.

Examples of the DIB’s innovation focus

Moving technology toward DoD use

A 2024 DoD account described DIB studies on the “valley of death” between a prototype or commercial product and a DoD contract. This illustrates the board’s interest in barriers that can prevent promising technology from making the transition into department use. The account described completed studies and work underway at that time; it should not be read as a statement of the board’s current agenda.

Shaping strategy and internal practices

The same 2024 account cited DIB work on building the National Defense Science and Technology Strategy and reducing internal barriers to innovation. These examples span strategic planning and the organizational conditions that affect whether innovation can be adopted.

Historical recommendations on people and organization

At its first public meeting in 2016, the DIB discussed 11 interim recommendations. DoD reported proposals such as appointing a department chief innovation officer, creating a computer science career track and a digital ROTC program, and developing evidence-based, outcome-driven policies and experimentation practices. These were recommendations discussed at the time, not evidence that DoD adopted them.

Which board is relevant to a particular question?

  • Ask about changing how DoD works, hires, organizes, or adopts commercial practices: the DIB’s remit is the closer fit.
  • Ask about a complex scientific or technical challenge, manufacturing, or acquisition processes: the DSB’s remit is the closer fit.
  • Ask for advice on a specific DoD purchase: the DSB charter expressly rules out that role; do not assume either board is a procurement decision-maker.

What is established about their current status?

The DIB charter cited here covers 2024–2026. The DSB charter cited here covers 2022–2024, and its renewal status is not established by that charter. The roles described above reflect those charter scopes; they do not establish current membership, leadership, or governance details for either board.
