Dedicated Infrastructure: Which Workloads Need Isolation?

Dedicated infrastructure is justified by a specific isolation, compliance, performance, licensing, or maintenance need—not simply because a system is important.

Run a business system on dedicated infrastructure only when a documented security, compliance, performance, licensing, or maintenance requirement calls for a specific isolation boundary or host-level control that shared infrastructure cannot adequately provide. That may mean dedicating a physical host to one customer, separating a critical workload into its own identity tenant, or isolating its network or storage. These are different controls. Start with the smallest workload boundary that meets the requirement—not a blanket move of important or confidential systems.

What does “dedicated infrastructure” mean?

The term can describe several different arrangements, and one does not automatically provide the others:

As an Amazon Associate I earn from qualifying purchases.

  • Dedicated physical host: A server is reserved for one customer’s workloads. Microsoft’s Azure Dedicated Hosts documentation says, “No other customer’s VMs will be placed on your hosts.” That describes VM placement on Azure hosts; Microsoft also says the underlying network and storage infrastructure is shared.
  • Dedicated virtual resources: A provider assigns virtual machines or other resources to one customer. This is not necessarily the same as control over every physical component or dependency.
  • Separate identity tenant: A workload uses a distinct identity and policy boundary. This can limit exposure to incidents in a primary identity environment, but it is logical isolation, not physical server dedication.
  • Isolated network or storage: Traffic paths or data stores are separated. Confirm whether separation is logical or physical and which administrative or provider dependencies remain shared.

When a requirement says “dedicated,” pin down what must be dedicated: compute, identity, network, storage, administration, or some combination. A label alone does not establish the boundary.

Which workloads are candidates for dedicated infrastructure?

Payment-card environments when validated segmentation is not enough

Payment-card scope depends on which systems store, process, or transmit cardholder data, which connected systems can affect its security, and whether segmentation effectively isolates the environment. PCI Security Standards Council (PCI SSC) guidance describes separately provided physical servers and individually dedicated virtualized resources as possible segmentation approaches. It also says assessors validate whether segmentation is effective, and shared infrastructure hosting an in-scope environment may itself be in scope.

That guidance is the Council’s April 2018 Information Supplement: Cloud Computing Guidelines, which supplements rather than replaces PCI DSS requirements. PCI SSC FAQ 1115 says connected systems should be considered for scope, though applicable requirements can differ according to each system’s function and controls. The Council’s FAQ on outsourcing all payment processing also explains that outsourcing may mean many requirements do not apply directly to the merchant’s environment, while the merchant remains responsible for protecting account data through the provider and understanding shared responsibilities.

So, PCI compliance does not automatically require every payment system to use a dedicated physical server, and dedicated hosting does not make a deployment compliant by itself. Establish the current scope with the acquirer, payment brands, and a qualified assessor. Use physical dedication if the assessed requirement calls for it and the selected service’s actual isolation controls meet that need.

Critical production workloads with unacceptable residual risk

A separate identity tenant can be appropriate when a critical application’s residual risk from an incident or operational mistake in the main identity environment remains unacceptable after other controls. Microsoft’s Entra tenant estate guidance for critical production systems says: “Workloads that support core business functions, regulated data, or national security interests justify the tradeoff.” In context, the tradeoff is the additional security baselines, monitoring, lifecycle work, and potentially duplicated licenses required to operate a separate tenant.

This is a case for considering identity isolation, not proof that the workload also needs a dedicated physical host. Avoid shared identity dependencies that would undermine the separation, and account for the people and processes needed to maintain both environments.

Measured need for resource placement or maintenance control

Dedicated hosts may suit workloads whose measured performance is sensitive to which applications share a host, or whose maintenance requirements call for host-level placement or maintenance-window control. Confirm that the particular provider service offers the needed control and understand its maintenance, failure, and recovery behavior before making it an architectural dependency. Importance alone is not evidence of a host-level requirement.

Software licensing that requires dedicated compute

Some licensing arrangements may depend on physical host visibility or dedicated compute. Verify the exact software version, license terms, provider service, and region with the vendor and legal counsel. A general claim that a product “needs dedicated servers” is not enough to establish a licensing position.

When is shared or managed infrastructure a better fit?

Shared or managed infrastructure is a reasonable choice when the provider can demonstrate suitable isolation and the workload’s assessed risks and obligations are met without reserving a physical host. It can also make sense when a managed service reduces operational work and its responsibility matrix, audit evidence, scope, and integrations fit the organization’s needs.

For workloads with variable demand and no evidenced need for physical isolation or host-level control, reserved dedicated capacity may add cost and management work without solving a defined problem. Make the decision against the workload’s requirements, not a general preference for “more secure” hardware.

How should the options be compared?

Compare the actual architectures under consideration, including the controls that remain shared. No apples-to-apples prices or performance benchmarks are established by the sources cited here; obtain current quotes and test the workload before deciding.

Decision area What to establish
Isolation boundary Which components are single-customer: physical host, VM or tenant, network, storage, identity, and administrative plane? Which are shared? Microsoft’s Azure Dedicated Hosts and Azure public-cloud isolation guidance note that dedicated hosts do not make underlying network and storage infrastructure exclusive.
Scope and evidence Which standard and version, assessor expectations, provider attestations, responsibility matrix, segmentation validation, connected systems, and audit boundary apply? PCI SSC’s 2018 cloud supplement and FAQs describe scope and validation considerations; confirm current obligations with the relevant parties.
Resilience What happens on host failure or maintenance? Check fault domains or zones, backup and recovery, and whether redundant capacity is actually deployed. Microsoft’s Azure Dedicated Hosts guidance advises using multiple VMs across at least two hosts for high availability; a single dedicated host does not itself provide host redundancy.
Performance and control Use workload measurements for latency, throughput, and sensitivity to shared host resources. Confirm placement choices, maintenance controls, and service limitations in the selected offering.
Operations Account for patching, monitoring, identity, administration, incident response, and internal skills. Separate tenants or dedicated hosts can add lifecycle and operational responsibilities.
Economics and licensing Include reservation or billing terms, utilization, software licenses, network and storage charges, redundancy, migration, and ongoing operations. Prices and license outcomes depend on the specific provider, region, workload, and terms; obtain current quotes and vendor confirmation.
Geography and regulation Verify the service region, data location, sector-specific rules, and contract. Dedicated hosting alone does not establish data residency.

What does dedicated infrastructure not guarantee?

  • Compliance: A provider’s attestations and dedicated-host option do not make a customer deployment compliant automatically. The customer must understand the applicable scope, controls, and shared responsibilities.
  • Complete physical isolation: A dedicated compute host can still rely on shared network, storage, or other services. Verify the exact service boundary.
  • Availability: Host dedication is not redundancy. Build across hosts or fault domains as required by the availability target, and test recovery.
  • Data residency: A host reservation does not by itself prove where all data or service dependencies reside.
  • Lower cost or better performance: Neither follows automatically from dedication. Measure the workload and include capacity, redundancy, licensing, and operations in the cost comparison.

Microsoft’s shared-responsibility guidance also distinguishes customer and provider responsibilities across SaaS, PaaS, IaaS, and on-premises models. Customers retain responsibilities for their data; the exact division depends on the service model and deployment.
