The main options are a registered Lease To Own arrangement, a conventional first purchase through the First-Time Home Buyer Programme, or fractional tokenised ownership—which is an investment route, not automatically a home to live in.
What proptech can—and cannot—do for a renter
In Dubai, digital property infrastructure provides access to information and administrative services. The Dubai Land Department (DLD) offers online registration services, including a provisional Lease To Own service through the Oqood portal. The First-Time Home Buyer Programme also directs applicants to DLD registration and Dubai REST.

Those tools can help a buyer identify a process and handle parts of registration. They do not, by themselves, approve a mortgage, reserve a home, or make a property affordable. The official sources do not establish that ordinary rent payments automatically count toward a future purchase price. Any rent credit, purchase option, or treatment of payments if a sale falls through must be set out in the particular contract.

| Route | What it is | Best fit to investigate | Key distinction |
|---|---|---|---|
| Lease To Own | A registered arrangement involving a seller, purchaser and financing party, with payments collected for the financing party and ownership intended to pass to the purchaser. | A renter considering a contract that combines a lease period with a later purchase. | Terms and payment treatment depend on the signed arrangement; rent is not automatically purchase equity. |
| First-Time Home Buyer Programme | A programme connecting eligible buyers with participating banks and developers for a conventional first home purchase. | A buyer who qualifies and is ready to pursue a purchase and mortgage. | Programme access is not a loan approval or a guarantee that a particular property will be available. |
| Tokenised fractional ownership | A DLD pilot intended to enable fractional property ownership. | Someone exploring a fractional investment rather than buying a whole home to occupy. | Fractional ownership should not be confused with possession of an owner-occupied home. |
How Dubai’s Lease To Own registration works
DLD’s official terminology is “Lease To Own.” Its service description involves a seller, purchaser and financing party; payments are collected for the financing party, with ownership eventually intended for the purchaser. The precise rights, payment allocation and conditions are contractual, so do not assume every arrangement works the same way.

Provisional registration through Oqood
For the provisional developer route, DLD says the process uses Oqood and produces a provisional Lease-To-Own e-contract. The service page says provisional sale registration must take place within 90 days after signing. Confirm with DLD how that condition applies to the specific signed agreement. DLD lists six business days as the service estimate; that is not a timeline for negotiating a deal, arranging finance or completing a purchase.
Registration charges depend on the service route
DLD publishes different fee schedules for its provisional and separate Lease To Own registration services. They should not be treated as interchangeable:
Rank #2
| DLD service | Published charges | Published service estimate |
|---|---|---|
| Request for registration of a rent-to-own property (initial) | Tenant: 2% of rental value. Seller and purchaser: 2% of sale value. | Six business days. |
| Lease To Own registration application | Seller and purchaser: 2% of sale value and 0.25% of rental value, alongside other listed charges. | Up to 15 minutes. |
These are the charges and estimates stated on the respective DLD service pages, not a complete estimate of every cost of buying a property. Ask DLD or the relevant registration trustee which route applies and confirm the total payable before signing. The 15-minute figure is a service-page estimate, not the time needed to negotiate or finance a purchase.
Who can use the First-Time Home Buyer Programme?
Dubai’s Department of Economy and Tourism (DET) announced the programme on 2 July 2025. It is open to UAE residents aged 18 or older who do not currently own a freehold residential property in Dubai. The announcement says eligibility applies regardless of nationality or income level. Eligibility does not mean a bank will approve financing.

- Used Book in Good Condition
DET says the programme connects buyers with five participating banks offering tailored mortgage products and participating developers offering access to new launches and preferential pricing on qualifying units up to AED 5 million. The announcement does not provide a comparable interest-rate schedule, promise loan approval, or guarantee availability of a particular unit. Check current lender and developer terms directly, then compare the full financing costs and property conditions before committing.
What the reported programme figures mean
In an update dated 8 June 2026, DET reported more than AED 5 billion in residential transactions under the programme since launch, more than 3,200 residents enabled to buy a first home, and 22 participating developers. These are DET’s reported programme figures, not an independent evaluation of affordability or proof that proptech caused the outcomes.

Does tokenised property ownership let you live in the home?
Not on the evidence described by DLD’s tokenisation page. DLD says its pilot is intended to enable fractional ownership and names the Virtual Assets Regulatory Authority, Dubai Future Foundation and UAE Central Bank as collaborators. Fractional ownership is distinct from purchasing a whole residence to occupy; the page does not establish that a token holder can move into a property.
Treat tokenisation as a separate investment-related development, not as another name for Lease To Own or a first-home purchase. Before investing, establish what legal interest is being offered, what rights accompany it, how transfers work and whether it carries any occupancy rights. Do not infer those rights from the word “ownership.”

Check the legal and contract details before committing
Dubai Law No. 7 of 2006 sets rules for real-property registration and who may own property. Ownership rights depend on the legal framework and the applicable area; it is not safe to assume every property or ownership structure is available to every buyer. Review the law and confirm the specific property and buyer eligibility with the relevant authority.
Quick Recap
Use this checklist before signing or paying:
- Identify the exact contract type and every party, including any financing entity.
- Ask DLD or the relevant registration trustee which service route and fee schedule apply, and obtain the full charges in writing.
- For a provisional Lease To Own agreement, verify how the 90-day registration condition applies to the signed contract.
- Check current programme eligibility and participating bank and developer terms directly; programme participation is not financing approval.
- Compare the complete financing costs and contract conditions, not just a promotional or preferential price.
- Get written terms for what happens to payments if the purchase does not complete, including whether any amount is credited to the price or refunded.
- Confirm whether your goal is occupation of a home or a fractional investment, and verify the rights attached to the ownership form.
