Endpoint data loss prevention (DLP) is the control that directly applies rules to sensitive files and defined transfer actions. It can audit, warn about, or block supported actions such as uploading protected files to restricted cloud domains or copying them to USB storage. Endpoint detection and response (EDR) serves a different role: it collects endpoint activity, helps identify suspicious behavior, and supports investigation and configured response. EDR can help surface suspected exfiltration, but it is not a replacement for content-aware DLP rules.
How DLP and EDR differ
| Area | Endpoint DLP | EDR |
|---|---|---|
| Primary question | Is sensitive data being moved through a restricted action or destination? | Is endpoint activity suspicious enough to investigate or contain? |
| Typical function | Apply configured rules to supported data-transfer actions; audit, warn, block, or permit a governed override. | Collect and search endpoint events, identify behavioral indicators, alert, investigate, and take configured response actions. |
| Transfer-related examples | Restricted cloud uploads, copying to removable storage or network shares, printing, and selected other activities. | Suspicious process or connection behavior that may be associated with exfiltration or another threat. |
| Key dependencies | Data classification, policy configuration, endpoint onboarding, and supported applications and activities. | Sensor and telemetry coverage, detection logic, analyst investigation, and configured response actions. |
These are capability categories, not a claim that all vendors implement the same features. CISA distinguishes endpoint DLP, which monitors end-user operations, from network DLP, which monitors data movement over network protocols. Its capability catalog describes measures such as blocking, quarantine, encryption, notifications, and user justification. CISA’s CDM capability catalog states: “Prevent Exfiltration ensures sensitive data are not transferred outside the security boundary without authorization.”

What endpoint DLP can restrict
Microsoft Purview Endpoint DLP provides a concrete example of data-aware policy enforcement. Its documentation describes controls for sensitive files uploaded to restricted service domains and activities involving removable USB devices, network shares, printing, Bluetooth, and Remote Desktop Protocol (RDP). The actions available depend on the configured policy and supported platform. Microsoft’s Endpoint DLP activity reference lists the documented activities.

Policies can be set to audit activity, block it, or block it while allowing an override where configured. Audit mode can help an organization observe how a policy affects workflows before applying stricter enforcement. An override is not the same as unrestricted access: it is a policy-governed exception whose availability and handling depend on configuration. See Microsoft’s Endpoint DLP settings documentation.

Cloud uploads depend on supported browser setups
Controls for cloud services depend on browser and extension support and on configuring the relevant service domains. A policy should not be assumed to cover every browser, application, or route to a cloud service. Microsoft’s Endpoint DLP settings documentation and Endpoint DLP overview describe the applicable environments and limitations.
Why neither control guarantees every transfer is stopped
DLP can only enforce rules for data that is identified and for activities, applications, and endpoints that are covered by the configuration. Product-specific limits matter. For example, Microsoft’s Endpoint DLP overview documents a case where a user opens a document in Word and saves it directly to a USB device without first storing it locally; Endpoint DLP cannot inspect or block that action. This is a documented Microsoft product limitation, not a statement about every DLP product.

EDR has a different boundary: its value depends on endpoint telemetry, detection logic, and whether someone or an automated response investigates and acts on alerts. CISA describes EDR capabilities as searching endpoint events for adversary behavior and supporting configured response actions; its guidance recommends EDR for investigating abnormal host activity. See CISA’s CDM capability material and CISA’s EDR guidance. A suspicious transfer pattern may be detectable without EDR having a content-aware rule that blocks that particular file movement.

- Identify the data and endpoints. Decide which sensitive information needs protection, how it is classified, and which managed devices handle it.
- Map the actual transfer routes. Include cloud services and browsers, USB storage, network shares, printing, and other workflows relevant to your organization. Verify application and platform support rather than assuming a policy covers every route.
- Choose policy actions deliberately. Use audit where you need visibility into activity; use block or block-with-override only where the policy and business workflow support those choices.
- Test supported and unsupported cases. Check that expected actions are logged or blocked, that approved work still functions, and that documented product limitations do not leave a critical route unaddressed.
- Pair enforcement with detection and response. Use DLP for defined data-transfer rules, EDR to investigate suspicious endpoint behavior and support configured response, and network DLP where monitoring network transfer paths is needed.
Before deployment, check current vendor documentation for supported operating systems, licensing, browser and extension requirements, and configuration prerequisites. Microsoft’s published behavior applies to Microsoft Purview Endpoint DLP; feature availability can vary with tenant configuration and supported environments.
