Data communications equipment (DCE) provides the communication-side functions that let data terminal equipment (DTE) connect to a data circuit. Those functions can include establishing and ending a connection, along with converting and coding signals. A modem is a familiar example, but DCE describes a role—not necessarily a separate box.
What does DCE mean?
DCE means data communications equipment. A U.S. Department of Commerce glossary defines it by what it does: it supplies the functions needed to establish, maintain, and terminate a connection, including the signal conversion and coding needed for communication between DTE and a data circuit. NIST’s acronym glossary also lists DCE as “Data Communications Equipment” and notes that the source document is needed to determine context.

The key distinction is functional: DCE is the connection-facing side of a communication arrangement. It is not simply any device that stores, processes, or handles data.

Data terminal equipment (DTE) is the source of data, its destination, or both. A computer or terminal is a common example. DCE supplies the functions that let that equipment communicate over a data circuit.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
| Role | What it does | Example |
|---|---|---|
| DTE | Supplies data, receives it, or does both | A computer or terminal |
| DCE | Provides connection-facing communication functions, such as signal conversion and coding | A modem |
These are roles in an arrangement, not a rule that two separate devices must always be present. DCE functions can be built into a computer or other DTE rather than supplied by a standalone appliance.
Why a modem is a classic example
A modem illustrates the DCE role because it converts data into a form suitable for transmission over a communications channel and converts received signals back into data. NIST describes a modem as converting serial digital data from a transmitting terminal into a signal suitable for a telephone channel, then reconverting received signals to serial digital data. That description is an example of signal conversion; it does not mean every modern modem uses a telephone channel. NIST’s modem glossary cites NIST SP 800-82r3.

How the term relates to modern network devices
Names such as router, switch, access point, and hub describe particular networking functions. For example, a router forwards packets between networks using network-layer information, while a switch forwards frames according to destination addresses. A wireless access point provides Wi-Fi connectivity. These functions can make a device part of a communications arrangement, but the device name alone does not establish that it is DCE in every technical context.

Regulatory definitions illustrate why context matters: Commission Regulation (EU) 2023/826 describes device categories by their functions, including routers, switches, wireless access points, hubs, and modems. Those definitions apply within that regulation; they are not a universal definition of DCE. Read Commission Regulation (EU) 2023/826.

Where DTE/DCE terminology appears in standards
The distinction is also used when describing the interface between the data-side equipment and the communication-side equipment. ITU-T Recommendation V.24 covers interchange circuits between DTE and data circuit-terminating equipment (DCE); its official record identifies the recommendation as in force. This is a standards-specific interface context, so the exact meaning should be read in relation to the standard being discussed. See the ITU-T V.24 record.
