A data center is not automatically better or worse for a community than a factory, warehouse, power plant, or other large development. Its impact profile is different: it may employ relatively few permanent workers for its size while requiring substantial electricity and creating site-specific water, noise, land-use, and infrastructure effects. Compare the actual proposal with the realistic alternative for the same site, using the same measures and counting both benefits and costs.
What makes a fair comparison?
Compare proposals at the same location and scale, and distinguish measured impacts from projections. A site’s existing grid capacity, water supply, nearby homes, ecological features, tax rules, and proposed design can change the result. Gross investment or building size alone does not show the net local benefit.

For each proposal, identify the location, date, facility size and power capacity, cooling method, water source, and whether figures describe actual use, a permit limit, or a projection. Then apply the same accounting to the data center and the alternative development:

- Include both construction and long-term operations, and specify the period being assessed.
- Count public costs and service demands alongside jobs, taxes, and other benefits.
- Separate direct effects at the site from indirect effects, such as water used to generate electricity.
- Make proposed mitigation and community benefits measurable, enforceable, and subject to monitoring.
How the main local impacts differ
| Impact | What to examine for a data center | How to compare another development |
|---|---|---|
| Electricity and grid costs | Peak demand; available capacity; required generation, transmission, or substation upgrades; reliability; and who pays for project-driven costs. | Use the same grid-capacity and cost-allocation questions for the alternative, including protections if its expected load is delayed or never arrives. |
| Water | On-site cooling use, indirect electricity-related water use, source, seasonal peaks, wastewater capacity, cooling technology, and watershed conditions. | Compare water sources and demand during the same seasons, and account for local supply constraints rather than volume alone. |
| Noise and emissions | Continuous cooling equipment, low-frequency sound, backup-generator testing and operation, air emissions, setbacks, and barriers. | Assess the alternative’s operating and testing noise and emissions at nearby sensitive locations, using comparable measurement periods. |
| Land and ecology | Acreage, building height and visibility, stormwater, wetlands, habitat, soils, and construction disturbance. | Compare the same site features and construction effects, including whether development would affect previously developed or agricultural land. |
| Jobs and services | Separate temporary construction work from permanent operations jobs; examine wages, local hiring, suppliers, traffic, emergency response, and utility or road demand. | Use comparable job categories and durations, and account for incremental demand on public services and infrastructure. |
| Public finances and community benefits | Estimate tax receipts after incentives, public infrastructure costs, service demand, and the duration and enforceability of commitments. | Use the same net-revenue method and disclose exemptions, public costs, and externalities for the alternative. |
Electricity: demand is not the same as cost
A large proposed load can require new generation or grid upgrades, but the local effect on reliability and bills depends on utility arrangements and jurisdiction-specific cost-allocation rules. Ask which upgrades are attributable to the project, who funds them, and what happens if the forecast demand does not materialize. Canada’s responsible-development principles call for proponents to pay attributable connection and service costs; they are a policy benchmark, not proof that identical binding rules apply to every Canadian project.

Water: disclose the source, timing, and type of use
Cooling technology and location influence on-site consumption. Electricity generation can also use water, so direct facility use and electricity-related use should be reported separately. A useful assessment identifies whether the supply is potable, recycled, or another source; peak and seasonal demand; local watershed conditions; and wastewater capacity. Michigan’s data-center guidance likewise notes that water use varies with facility size, cooling, electricity source, and location.
One reported projection illustrates why a single number should not be treated as typical: CoreSite projected use of up to 805,000 gallons per day for a planned north Denver campus, as reported by the Denver Post and relayed by Colorado Legislative Council Staff in 2026. The staff memo said it was unclear whether the projected water would be potable or non-potable. It is a project-specific projection, not a general data-center benchmark.
Noise and emissions: evaluate the actual site
Cooling equipment can operate continuously, while backup generators can add intermittent noise and emissions during testing or use. Assessments should model sound at nearby homes and other sensitive uses, including low-frequency hum, and show how setbacks or barriers affect exposure.

A Colorado Legislative Council Staff memo summarizing Ngata et al. (2025) reported an afternoon average of 28.0 dB in neighborhoods 200 feet from data centers, compared with 22.3 dB in neighborhoods two miles away—a 5.7 dB difference in that specific Virginia comparison. The memo said the measured levels do not contribute to hearing loss, while relaying researchers’ concern that low-frequency hum may affect local well-being. These findings do not establish a universal setback distance or predict the sound at another site.
Land, jobs, and public services
Land-use effects depend on the site and design: acreage, building height and visual presence, stormwater, wetlands, habitat, soils, and construction disturbance all matter. Scotland’s planning direction identifies landscape, biodiversity, soils, water, noise, and generator-related air quality among possible impacts to consider.
Employment figures need the same care. Construction headcount is temporary; operations employment is ongoing but may be much smaller. Michigan’s state guidance says data centers can create hundreds or thousands of good-paying union construction jobs, while permanent job numbers vary by project size and type. Those construction figures are not permanent-job counts. Prince William County’s 2022 fiscal analysis says data centers employ fewer workers than other manufacturing or industrial facilities of similar size. It characterizes data-center jobs as generally high paying, with average salaries over $100,000; that is the county report’s description, not a current national wage estimate.

For either proposal, ask how many jobs are expected, for how long, at what wages, and with what local hiring assumptions. Also consider supplier activity, traffic, emergency response, and added demands on roads, utilities, and public safety.

Prince William County’s 2022 fiscal analysis estimated direct net benefits of $9.67 per $1.00 of investment in 2020, $11.76 in 2021, and $13.41 in 2022. These are the report’s estimates under its selected method, not forecasts for other localities. The report cautions that broad industry-level estimates may not capture facility-specific externalities.
For a local proposal, examine the tax treatment and incentives, who pays for infrastructure, the public-service costs, and whether the analysis includes effects such as noise and emissions. A large investment figure is not itself a measure of net community benefit. Any community-benefit agreement should identify responsible parties, specific deliverables, timelines, and how compliance will be verified.

Rules depend on where the project is proposed
Permits and local authority vary by jurisdiction. Michigan’s guidance describes state-agency roles in areas such as electric service, water withdrawals, air emissions, wastewater, wetlands, and construction, while noting local government authority over land use and community impacts. It also says which permits apply depends on the project; this description is specific to Michigan.
In Scotland, a 2026 government direction requires an environmental impact assessment for proposed data centers exceeding 50 MW power capacity from September 17, 2026. Proposals below that threshold remain subject to case-by-case assessment under applicable regulations. That is a Scotland-specific rule, not a general threshold for other places.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsScotland’s Chief Planner, Dr Fiona Simpson, FRTPI, has noted that the sector is evolving and evidence about its environmental impacts continues to develop. For local decisions, that makes project-specific assessment and transparent monitoring more useful than assuming a single impact profile applies everywhere.

There is no universal winner
The available evidence does not establish a comprehensive, matched comparison of data centers with factories, warehouses, power plants, and other large developments across the same local-impact measures. Existing material includes government guidance, a county fiscal analysis, a legislative staff synthesis, and jurisdiction-specific policy; the examples above should not be read as national averages or a universal ranking.
The practical test is whether the proposal’s benefits outweigh its full local costs compared with the actual alternative. That requires credible demand and water estimates, transparent infrastructure-cost allocation, comparable employment and fiscal accounting, site-specific environmental review, and enforceable mitigation.
