Most data centers rely on utility electricity, while on-site generation, storage and renewable power purchase agreements (PPAs) can supplement or reshape how a facility is supplied. These routes can work together, but none is automatically the fastest, cheapest or most reliable choice. The right mix depends on the site’s grid capacity and connection schedule, the facility’s load, local rules, contract terms and power goals.
How do data centers get their power?
A data center draws electricity to run computing equipment and the systems that support it. For most operating facilities, the grid is the baseline source: the site connects to utility infrastructure and receives service under the market and tariff rules that apply there. A customer may also contract for renewable generation, install generation or batteries on or near the site, or use some combination of these options.

It helps to separate three questions that are often blurred together. Where does electricity physically come from? What arrangement provides or backs up the supply? And what energy attributes can the buyer claim? Grid service answers the first question in operational terms; on-site resources can supply or support the load; a PPA is a contract whose physical and financial effects depend on its structure. A renewable contract does not, by itself, mean that renewable electricity is flowing to a facility at every moment.

At a glance: the three power routes
| Route | What it does | Potential advantage | Questions to resolve |
|---|---|---|---|
| Grid-supplied utility electricity | The facility takes service from the utility or electricity supplier available to its site. | Uses the existing power network and utility or market balancing; the customer does not have to own every generating asset. | Is enough capacity available, when can it be connected, what upgrades or tariff charges apply, and how exposed is the bill to rates or market prices? |
| On-site or near-site generation and storage | Generation or batteries located at or near the facility supply, support or shift some of its electricity use. | May add local supply or resilience and, depending on design and rules, help address a constrained interconnection or manage peaks. | What is the resource’s usable output and duration? What are the cost, space, fuel or resource, emissions, permitting, equipment and grid-parallel requirements? |
| Renewable PPA | A buyer contracts with a renewable project owner or generator. A physical PPA can arrange delivery through the grid; a financial PPA is financially settled. | Can contract for a volume and price terms over a period and support development of a renewable project. | Is the contract physical or financial, is delivery possible in the relevant market, how are volume and shortfalls handled, and who owns the renewable energy certificates? |
These are not mutually exclusive choices. A site can remain grid-connected, use a PPA for procurement, and add local generation or storage. The practical comparison is therefore often between supply portfolios and operating arrangements, not three isolated technologies.
Grid power: the baseline, not a guaranteed connection date
“Grid power” means service through the electricity network serving the site. In a vertically integrated market, one utility may provide generation, transmission and distribution. In a retail-choice market, a customer may be able to select an electricity supplier, subject to the applicable rules. The distinction affects who sells the energy, but it does not eliminate the need for suitable physical connections and capacity at the location. The U.S. Department of Energy’s federal procurement guide explains these broad market structures and cautions that options vary by state and place.
The grid’s strengths are network access and system balancing: the facility need not own every source of generation it uses. Its constraints are local. A national forecast of plentiful electricity cannot establish that a specific substation, transmission path or service territory can accommodate a particular data center on the desired schedule. A project’s connection date depends on site conditions, studies, required upgrades and the applicable utility and grid-operator processes.
Grid service also does not mean a fixed delivered price. The customer’s exposure depends on the tariff, supplier arrangement and other applicable charges. A comparison should include the full cost of delivering power to the facility, not just a generator’s production cost. For a large load, the allocation of network and upgrade costs is material: the project needs to understand which costs it pays and whether any arrangement shifts costs to other customers.

On-site generation and storage: different tools for different jobs
On-site or near-site resources can supplement grid service, provide some local supply or support resilience. Depending on design and rules, a project may operate behind the meter, in parallel with the grid or in a more isolated configuration. These are distinct arrangements, not interchangeable labels; their technical requirements and treatment by the utility, regulator and grid operator need site-specific review.
Generation supplies energy; storage shifts it
Generation technologies make electricity from a resource or fuel. The DOE resource discussion identifies solar, land-based wind, existing nuclear and hydropower, next-generation geothermal and other nuclear technologies as parts of the resource toolkit. These options differ in output profile, availability, footprint and development needs. A site’s actual usable supply depends on the project and local conditions; a technology category alone does not establish dependable output for a particular facility.
Batteries store electricity for later use rather than generating it. Their contribution depends on charging opportunities, power rating, storage duration and how they are operated. Efficiency and flexible demand are different levers again: reducing or shifting consumption can affect how much supply is needed or when it is needed, but does not constitute a generating plant. A useful plan states whether each resource is intended for routine supply, peak management, backup, flexibility or some combination.

Resilience is not automatic
Adding a generator or battery does not make a facility independent of the grid by default. The project must establish what happens when the resource is unavailable, output falls short or stored energy is depleted, including whether grid service remains available and what backup arrangement is required. DOE’s 2024 advisory report notes uncertainty about the broader cost, adequacy and reliability impacts of behind-the-meter alternatives compared with grid-supplied power. Its observations do not establish that any single resource is firm at every site.

DOE’s Secretary of Energy Advisory Board also noted that technology preferences may depend on the load profile: a large, flat load could favor resources such as nuclear or gas with carbon capture, while more flexible or fluctuating computing demand could favor other generation or storage options. This is an advisory observation, not a universal prescription. Actual suitability turns on project performance, operating requirements, resource availability and applicable rules.
What an on-site project adds
Local generation and storage introduce a separate project scope. DOE recommends evaluating costs, performance, reliability, availability, site space, emissions and supply-chain constraints. Depending on the technology, a project may also need to address fuel or resource supply, equipment lead times, permits, environmental constraints and impacts on the grid. Near-site generation can still involve network delivery and interconnection questions; physical proximity alone does not settle how the resource is connected or what charges apply.
Renewable PPAs: understand the contract before the claim
A power purchase agreement is a commercial contract, not a power plant or a guarantee that the buyer’s load is matched by renewable generation every hour. The U.S. Environmental Protection Agency distinguishes physical PPAs from financial PPAs. In a physical PPA, a third-party seller typically agrees to build, maintain and operate a renewable energy system, either on-site or off-site, with electricity physically delivered or titled through the grid. EPA says these contracts are usually 10–20 years long, although individual terms vary. A financial PPA is financially settled; the buyer does not receive the seller’s electricity as physical delivery under that arrangement.

For an off-site physical PPA, market structure and location matter: the parties need a workable path for delivery in the relevant power market. The contract also needs to address commercial-operation timing, delivery schedules, payments, shortfalls or under-delivery, penalties and termination. Contracted capacity and energy consumed are different quantities. A stated capacity figure is not necessarily the amount of energy the facility will use, and a contract does not require the generator and data center to be co-located or producing at the same time as the load.

Renewable certificates determine what can be claimed
Renewable energy certificates (RECs) represent renewable attributes associated with electricity. EPA warns that RECs may not automatically transfer to the buyer in a physical PPA: the project owner may retain them, or the agreement may provide replacement certificates. A buyer seeking to claim renewable electricity use needs to verify that it owns the associated RECs or that replacement attributes support the claim. Signing a PPA alone is not proof that the facility physically runs on renewable power around the clock.
Read the agreement for the contract’s volume and delivery profile, price terms and escalators, treatment of shortfalls, counterparty obligations, termination provisions and REC title. These terms shape both the value and the risks of the arrangement. For a financial PPA, distinguish the financial settlement from the facility’s physical electricity supply; the site still needs an arrangement to serve its load.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the U.S. supply outlook says—and does not say
The International Energy Agency’s 2025 Energy and AI report estimated that the U.S. data-center electricity generation mix was over 40% natural gas, 24% renewables (mostly solar PV and wind), around 20% nuclear and around 15% coal. Those are IEA estimates for the national data-center supply mix, not measurements of the supply at every facility.
In the same outlook, IEA projected over 130 TWh of additional annual natural-gas generation for U.S. data-center supply by 2030 and 110 TWh of additional renewable electricity for that supply between 2024 and 2030. These are projections, not guaranteed additions or site-level forecasts. Buildout, efficiency, policy and project timing can change the outcome. They provide context for the broader supply challenge, but cannot tell an operator when a particular site will connect or what its local power mix will be.

How to compare the options for a real project
A sound comparison starts with the facility’s load and location, then evaluates the full portfolio of supply and support. The following questions help keep unlike options from being compared on incomplete or misleading terms.
- Connection timing: Identify the utility’s study and upgrade schedule, site readiness, generation development and equipment lead times, and any phased ramp in demand. National supply estimates do not determine a project’s interconnection date.
- Delivered cost and price exposure: Include tariff and network charges, upgrade cost allocation, capital and operating costs, fuel or market exposure and contract escalators. Do not compare a generator’s busbar price with a retail delivered bill unless both figures include equivalent cost components.
- Reliability and firmness: Specify what serves the load when a generator is unavailable or renewable output is low, whether grid backup remains available, and whether storage duration and operational flexibility fit the demand profile.
- Emissions and attributes: Separate the physical electricity mix from contractual renewable attributes. Confirm REC ownership and the basis for any renewable-use claim.
- Site and resource constraints: Assess land or building space, fuel and resource access, equipment supply, permits, environmental limits and community impacts.
- Grid effects and cost allocation: Determine whether the arrangement uses transmission or distribution, how the connection is treated, and who bears network and upgrade costs.
There is no single cost or reliability ranking that applies to every facility. A comparison that omits connection costs, backup needs, contract structure or delivery constraints can make one route look artificially attractive. Site-specific power-system engineering, interconnection analysis and tariff and contract review are necessary before selecting a design.
Current U.S. rules for large-load connections
On June 18, 2026, the Federal Energy Regulatory Commission said it issued section 206 show-cause orders to all six RTOs and ISOs under its jurisdiction, asking them to justify or reform rules for connecting data centers and other large loads. The issues include application and study processes, transmission-cost transparency and cost shifting, co-location agreements and behind-the-meter generation, flexible large-load transmission service, and studies for generation serving electrically proximate or co-located loads. FERC also required informational reports on ensuring generation adequacy.

What past PPA announcements illustrate
Examples reported by the U.S. Energy Information Administration in an October 1, 2024 article show why capacity, timing and physical supply should not be conflated. EIA described a 20-year Constellation–Microsoft PPA associated with a proposed restart of Three Mile Island Unit 1; at the time of that report, the announced project was aiming for a 2028 restart. That date was a dated target in the announcement, not a current verified restart schedule.
EIA also reported that AWS had contracted for capacity from Talen’s Susquehanna plant, with a stated figure of 960 MW, staged increases and a cap option. EIA explained that contracted capacity can describe potential peak demand rather than total energy use, and that a PPA does not necessarily mean co-location or simultaneous generation and consumption. The examples are useful for understanding contract and grid questions, not as evidence that those arrangements are available to other buyers or that their announced status remains unchanged.
