Data Center Environmental Transparency: What the EU Reports and Why It Matters

Data centres affect electricity demand, water use and emissions. Here’s what the EU requires covered facilities to report—and how to interpret the figures.

Data-centre transparency matters because digital services consume electricity, use water and can generate substantial indirect emissions. Public reporting helps show the scale of those impacts—and why one efficiency score cannot tell the whole story. In the EU, covered facilities already have specified reporting obligations and a shared database; proposed rating and performance rules are still being developed. These requirements are EU-specific, not a worldwide disclosure regime.

Why data-centre environmental transparency matters

Data centres support cloud storage, streaming, AI and other digital services. Their environmental footprint includes the electricity they consume, water used in facility operations and emissions associated with generating their electricity. The European Commission says, “To measure the energy consumption and the environmental and climate impact of EU data centres, greater transparency from data centre operators is key.” European Commission: Energy performance of data centres.

The Commission, citing the International Energy Agency’s 2025 Energy and AI report, puts data centres at about 1.5% of global annual electricity consumption, or 415 TWh. It cites a projection that consumption could exceed 945 TWh by 2030, driven largely by energy-intensive accelerated computing used mainly for AI. The 2030 figure is a projection, not a measured outcome or certainty. European Commission: Energy performance of data centres.

Earlier EU figures provide context, but should not be mistaken for current measurements. The Commission’s 2024 announcement reported 76.8 TWh of EU data-centre electricity consumption in 2018, equal to 2.7% of EU electricity demand that year. It said the then-current trajectory projected at least 3.2% by 2030; that was a forecast made in 2024, not a current reading. The announcement also described data centres as consuming close to 3% of EU electricity demand, an estimate rather than a universal current measurement. European Commission, 2024 announcement.

Electricity emissions are significant, but scenario-dependent

The IEA’s 2025 analysis estimates that data centres produce around 180 Mt of indirect CO₂ emissions from electricity consumption today. That figure excludes emissions from backup power. For comparison, the IEA estimates global fuel-combustion emissions at 35,000 Mt in 2024, making data-centre electricity emissions about 0.5% of that total. IEA: Energy and AI, “AI and climate change”.

Future emissions depend on how demand, electricity supply and technology develop. In the IEA’s Base Case, indirect data-centre emissions grow by almost 80% over the decade and reach 1% of combustion emissions. In its Lift-Off Case, they grow 2.5 times and reach 1.4%. These are scenario results, not guaranteed predictions. IEA: Energy and AI, “AI and climate change”.

The IEA also estimates that AI applications across other sectors could enable 1,400 Mt of emissions reductions in 2035 in its Widespread Adoption Case. It cautions that widespread adoption is not assured: “It is vital to note that there is currently no momentum that could ensure the widespread adoption of these AI applications.” Barriers and rebound effects could limit or offset potential savings. This conditional estimate does not establish that AI’s climate benefits outweigh data-centre impacts. IEA: Energy and AI, “AI and climate change”.

What EU data-centre reporting requires

The EU Energy Efficiency Directive established monitoring and reporting obligations for data centres. Delegated Regulation (EU) 2024/1364 specifies the reporting information and indicators. The rules apply within the EU framework; they should not be read as a global disclosure requirement. For facility-specific legal obligations, operators need to check current national implementation and any amendments. Delegated Regulation (EU) 2024/1364.

Indicators covered

The regulation includes indicators for total energy use, power utilisation, temperature set points, waste-heat use, water use and renewable-energy use. These measure different aspects of a facility; one cannot substitute for all the others. Delegated Regulation (EU) 2024/1364.

Reporting schedule and period

The regulation sets a reporting schedule of 15 September 2024 for the initial deadline, followed by 15 May 2025 and every year thereafter, covering the preceding calendar year. A facility operating for less than a full year reports for its actual operating period and identifies that period. Delegated Regulation (EU) 2024/1364.

How water input is measured

For water input, the regulation covers water entering the data-centre boundary and used in relation to its functions, including environmental, power, security and IT functions. It specifies the EN 50600-4-9 Water Usage Effectiveness methodology: Category 2, or Category 1 if Category 2 is not possible, or an equivalent standard. Reporting facilities identify the category used. This provides a measurement approach; it does not by itself determine the local scarcity impact of a given volume of water. Delegated Regulation (EU) 2024/1364.

Database and dashboard

The European database collects and publishes information relevant to energy performance and water footprint for data centres with significant energy consumption. The Commission also provides an aggregated dashboard of data foreseen by the directive and regulation. An aggregated dashboard is not automatically equivalent to public, facility-level disclosure for every centre; the available underlying data determines what can be seen at that level. European Commission: Energy performance of data centres.

How to compare environmental disclosures

A meaningful comparison needs several indicators, a clear boundary and a consistent period. An efficiency improvement is not necessarily a reduction in a facility’s total environmental impact: a more efficient centre can still consume more energy or water in absolute terms if its workload or scale grows. That distinction follows from the regulation’s separate indicators and the Commission’s focus on both energy and water transparency.

  • Energy: Look at absolute consumption as well as efficiency measures. A ratio alone does not reveal the facility’s total demand.
  • Water: Check total water input and the WUE method or category used. Interpret volume in its local context; standardized measurement does not itself measure water scarcity.
  • Emissions and electricity sourcing: Check whether emissions cover indirect electricity-related emissions, direct emissions or backup generation. The IEA’s 180 Mt estimate covers indirect emissions from electricity and excludes backup-power emissions.
  • Renewable energy and grid interaction: Review reported renewable-energy use and whether operations can shift flexibly to support renewable integration. The Commission describes flexibility as a potential system benefit, not an automatic result.
  • Waste heat: Check whether heat is reused and where, such as in nearby facilities or heat networks; reuse depends on the local design and opportunity.
  • Location, boundary and period: Compare facilities in a relevant regional context and over comparable reporting periods. Keep facility-level figures distinct from aggregated EU dashboard data.

The Commission identifies waste-heat reuse and operational flexibility as possible benefits, while the regulation requires reporting indicators that help make performance more visible. Neither possibility should be treated as proof of an environmental benefit without information about the facility and its local circumstances. European Commission: Energy performance of data centres; Delegated Regulation (EU) 2024/1364.

What is adopted, and what is still proposed

The reporting framework established by the directive and Delegated Regulation (EU) 2024/1364 is distinct from later policy work. The Commission’s current policy page says it proposed a common rating scheme on 21 September 2026, intended to improve transparency about energy and water use and comparisons between data centres in the same region. The Commission is also preparing minimum-performance standards: its consultation was open until 14 December 2026, and publication of a proposal was planned for the second quarter of 2027. The rating scheme and planned standards should not be described as requirements already in force. European Commission: Energy performance of data centres.
