The dark web is a small part of the deep web: online services that require special software or configuration to reach. The most familiar example is a Tor onion service, which you can open with the official Tor Browser and an exact, current .onion address. Tor can improve privacy, but it does not guarantee anonymity or make a site trustworthy.
How the dark web differs from the deep web
These terms describe different kinds of access, not simply different levels of danger:

- Surface web: Public pages that search engines can index and standard browsers can reach.
- Deep web: Pages that ordinary search engines do not index. Everyday examples include account pages, private databases and subscription portals.
- Dark web: A subset of the deep web hosted on overlay networks and reached using special software, configuration or authorization. Tor is the best-known example.
Popular coverage sometimes uses “deep web” and “dark web” interchangeably, but the deep web is much broader and includes routine, legitimate services. CISA’s dark web explainer and the FBI distinguish the terms in this way.

How to access a Tor onion service
- Get Tor Browser from the official Tor Project distribution channel. The Tor Project’s download page is the starting point.
- Open the browser and connect to Tor. If a direct connection is blocked or censored where you are, follow the Tor Project’s current connection instructions for supported options.
- Enter the address exactly. Get the onion address from a source you trust, preferably the organization’s regular official website. Current onion addresses are 56 letters and numbers followed by
.onion; a typo can make the service unreachable. Do not treat a random link list or search result as proof that an address belongs to the organization it claims to represent. - Check the address bar and onion indicator. The onion-service protocol encrypts traffic between Tor Browser and the onion host and uses the onion address to identify the service. That confirms the connection to that address—not the operator’s honesty, the site’s safety or whether its content is lawful.

What Tor protects—and what it does not
Tor Browser sends its browser traffic through multiple relays in the Tor network. A regular website reached through the public internet sees a Tor exit relay rather than your ordinary IP address. Tor Browser is also modified to reduce tracking and fingerprinting; the Tor Project strongly recommends against using Tor in another browser, which may expose identifying details.
That protection is limited. Tor does not automatically route every application on your device through the network. Logging into an account or submitting personal details identifies you to that service, and other behavior may reveal who you are. For ordinary websites, encryption between the exit relay and the site depends on HTTPS. Onion services use the onion protocol for end-to-end encryption between the user and onion host. Neither arrangement makes you perfectly anonymous or replaces careful decisions about what you share.

Practical safety rules
- Stay with Tor Browser. Pointing a different browser at Tor can undermine the browser-level privacy protections.
- Do not add plugins or extensions. Extra add-ons can weaken privacy protections.
- Do not torrent over Tor. Peer-to-peer applications may make connections outside Tor or expose your IP address.
- Check for HTTPS on regular websites. Prefer it before entering sensitive information; Tor alone does not encrypt the connection from an exit relay to an ordinary website.
- Handle downloads cautiously. A document opened in an external application while your device is online may trigger a connection outside Tor and reveal your ordinary IP address.
- Separate technical protection from trust. Encryption and an onion address do not prove that an unknown operator or its claims are legitimate.
These precautions reflect the Tor Project’s anonymity guidance. They reduce common risks but cannot guarantee anonymity.

Why people use the dark web—and why it carries risks
Onion services can support anonymous publishing, privacy-conscious communication and file sharing, journalist-source interactions through tools such as SecureDrop, software updates, and private access to mainstream sites. The same infrastructure is also used to distribute illicit content and provide illegal services. The technology itself does not make every use lawful or unlawful. The European Parliament Research Service’s April 2026 briefing discusses both legitimate privacy uses and illicit activity.
