Who is responsible for the Daily Scrum?
The Daily Scrum is a 15-minute event for the Scrum Team’s Developers. Its purpose is to inspect progress toward the Sprint Goal and adapt the Sprint Backlog as needed. Developers decide how to structure the event, provided it serves that purpose and results in an actionable plan for the next day of work. The 2020 Scrum Guide does not require a particular chair, facilitator, or speaking order.

That means a team may choose a format that works for its situation, rather than treating a status round-robin or a fixed set of questions as mandatory. The essential test is whether the Developers use the event to make progress toward the Sprint Goal and determine useful next steps.

The Scrum Master is accountable for establishing Scrum and helping the Scrum Team become effective. The role includes serving the team by ensuring Scrum events are positive, productive, and kept within their timebox. That support does not transfer ownership of the Daily Scrum’s content or format from the Developers to the Scrum Master. The current Guide describes the Developers’ choice of structure and techniques.

If a Scrum Master or Product Owner is actively working on items in the Sprint Backlog, that person participates in the Daily Scrum as a Developer. Otherwise, the event is for the Developers; the Scrum Master may support the team without becoming its required meeting leader.
Why do people remember the Scrum Master as the facilitator?
The wording changed between editions. The 2017 Scrum Guide said: “The Scrum Master ensures that the Development Team has the meeting, but the Development Team is responsible for conducting the Daily Scrum.” It distinguished making sure the event happens from conducting it.

The 2020 Guide puts the emphasis on Developers selecting the structure and techniques that meet the event’s purpose. The Scrum Guide revisions page describes the 2020 edition as returning Scrum to a minimally sufficient framework and notes that it removed prescribed Daily Scrum questions along with other prescriptive wording. The older formulation can account for the idea that the Scrum Master arranges or guides the meeting, but it does not make the Scrum Master responsible for conducting it under either edition.

“The Developers own and conduct the Daily Scrum. They choose its format, as long as it focuses on progress toward the Sprint Goal and produces an actionable plan. The Scrum Master supports the team and helps keep the event productive and timeboxed, but is not its required facilitator.”

Use “Developers” when referring to the current Guide. The 2017 edition used “Development Team.”

The official Scrum materials establish the role responsibilities and the change in wording across editions; they do not establish how often interviewers ask this question or how often senior Agile leaders answer it incorrectly. Treat “number one” as headline framing, not a measured ranking. The reliable point to remember is the current accountability: Developers choose and conduct a purpose-focused Daily Scrum.
