V is drawn into a mission involving the NUS President in Dogtown, a dangerous district shaped by espionage, political intrigue, and shifting alliances. The expansion adds Dogtown, story and side missions, gigs, boss fights, weapons and other items, and a Relic skill tree. It also includes repeatable activities such as airdrops and courier missions. Update 2.0 was a free overhaul for the base game, released September 21, 2023 for PC, PS5, and Xbox Series X|S. It revamped perk trees and cyberware and introduced vehicle combat, car chases, and a new police system. Phantom Liberty followed as separate, paid story and Dogtown content. CD PROJEKT RED said players could continue existing saves, while recommending a new playthrough for the best experience of Update 2.0’s extensive gameplay changes. For owners of Phantom Liberty, the publisher also described an option to start a new game with a character already “adequately leveled up” for the expansion. It did not specify a numeric starting level.

The official material cited here does not establish the exact base-game mission that unlocks Phantom Liberty. If you are playing an existing run, progress until the expansion’s story becomes available, then choose whether to continue that character or use the skip-ahead option.

Know which platforms support the expansion
Phantom Liberty is listed for PC, PlayStation 5, and Xbox Series X|S. CD PROJEKT RED says it was made for PC and current-generation consoles, not PlayStation 4 or Xbox One. The 2023 launch announcement names Steam, GOG, the Epic Games Store, and GeForce Now among the PC routes. Check the live listing for your country and storefront before buying, since availability can change. See CD PROJEKT RED’s previous-generation console support note.
If you use cross-progression, the game versions must include compatible content: CD PROJEKT RED support says a base-game save can load in Ultimate Edition, but an Ultimate Edition save cannot load in a version without the expansion. Read the cross-progression support guidance.

Check PC requirements before installing
CD PROJEKT RED’s requirements page says its Update 2.0 requirements apply to both the base game and Phantom Liberty. The figures below are the published requirements retrieved October 4, 2026; check the support page for any later changes. Non-ray-tracing targets are:

The requirements page also lists higher hardware for Ultra and ray-tracing presets. Its 4K ray-tracing Overdrive target assumes DLSS Frame Generation is enabled. Steam Deck players should note CD PROJEKT RED’s Update 2.0 announcement: it warned against running the game from an SD card because of lower bandwidth, and the new PC requirements call for SSD storage. Check the current system requirements.

Don’t mistake an item threshold for a start-level recommendation
CD PROJEKT RED support says Phantom Liberty-only Tier 5++ weapons start appearing at level 51. That number describes a weapon-tier availability threshold, not an official recommended level for beginning the expansion. Read the item-tier support note.
