Cyber Resilience Assessment: A Practical Checklist for Businesses

Assess whether your business can keep critical services running during a cyber incident and restore them safely with this step-by-step checklist.

A useful cyber-resilience assessment answers one operational question: can your business keep its most important services running during an attack or outage, and restore them safely afterward? Work through the checklist below to map critical dependencies, verify safeguards, rehearse response, test recovery, assess suppliers, and assign every gap to an owner. It is a management process—not a one-page certification.

What a cyber-resilience assessment should establish

Cybersecurity controls matter because they protect the services that produce revenue, serve customers, pay employees, meet contractual obligations, and preserve essential records. Resilience adds the continuity question: if a control fails or an attacker gets through, can the organization detect the problem, make decisions, continue priority work, and recover trustworthy systems?

Start by naming the services that must continue. For each service, identify the people, facilities, devices, applications, data, cloud platforms, communications channels, and external suppliers it depends on. Then document the longest interruption the business can tolerate and the order in which capabilities must return. This prevents a common failure mode: spending heavily on a low-impact system while a single email, identity, payment, production, or customer-support dependency remains a critical point of failure.

The U.S. Cybersecurity and Infrastructure Security Agency (CISA) describes its Cyber Resilience Review (CRR) as “an interview-based assessment to evaluate an organization’s operational resilience and cybersecurity practices.” The CRR examines ten domains and produces a maturity-oriented report mapped to recognized standards. It is a useful reference model for management discussions, not evidence that a short checklist certifies an organization.

Choose an assessment approach that fits the decision

Different CISA resources answer different questions. Keep them distinct when setting expectations.

Approach Primary scope Typical effort and output Best use
Cyber Resilience Review (CRR) Organization-wide operational resilience and cybersecurity, explored through interviews across ten domains Structured discussions and a maturity report mapped to recognized standards Understanding how governance, protection, response, continuity, and improvement work together
Cross-Sector Cybersecurity Performance Goals (CPGs) Voluntary, prioritized foundational practices Focused implementation guidance for reducing common high-impact exposure Sequencing practical baseline work when staff and budget are limited
Technical control review Configuration and operation of selected identity, endpoint, network, application, or backup controls Evidence collection, testing, and remediation tickets Verifying that a specific safeguard is actually enabled and working
Business continuity and recovery exercise Decision-making, communications, manual workarounds, restoration, and supplier coordination during disruption Scenario exercise, observed actions, and corrective-action plan Proving that people can sustain and restore critical services under pressure

CISA’s CPG FAQ cautions that meeting a goal does not necessarily satisfy its mapped NIST Cybersecurity Framework subcategory. Treat CPGs as prioritization guidance, not as a claim of full framework implementation or legal compliance.

Step 1: Set governance, scope, and decision rights

Name accountable leaders

  • Assign an executive who owns cyber-risk decisions and can obtain funding or accept a documented risk.
  • Name deputies who can make urgent decisions when the primary owner is unavailable.
  • Define who may isolate systems, suspend accounts, shut down a service, approve emergency spending, contact customers, and authorize restoration.
  • Include technology, security, legal, communications, human resources, finance, insurance, and business-continuity roles where relevant.

CISA’s corporate-leader guidance states: “Cyber incident response plans should include not only your security and IT teams, but also senior business leadership and Board members.” Read the full guidance at CISA’s Shields Up guidance for corporate leaders and CEOs.

Define boundaries and obligations

Record which entities, locations, subsidiaries, systems, data sets, and suppliers are in scope. Have legal or compliance staff verify obligations that depend on jurisdiction, industry, data type, contracts, insurance policies, or regulators. A U.S. federal checklist cannot determine another country’s notification deadline or a sector-specific control requirement.

  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

Publish responsibilities

Make security policies, reporting routes, acceptable-use rules, and supplier responsibilities understandable to employees and relevant partners. Specify an after-hours contact method; an incident discovered on a weekend should not wait for the next business day because nobody knows whom to call.

Step 2: Map critical services and dependencies

Create a service map before judging controls. A practical record for each service includes:

  • Service and owner: the business outcome, accountable leader, and operational team.
  • Impact and tolerance: consequences of interruption and the maximum acceptable downtime or data loss.
  • Dependencies: applications, identities, endpoints, networks, facilities, utilities, data, staff skills, and suppliers.
  • Access paths: administrator accounts, remote access, APIs, integrations, and privileged service accounts.
  • Continuity method: manual process, alternate provider, secondary environment, or a defined decision to pause the service.
  • Recovery evidence: the latest restore, failover, or continuity test and unresolved issues.

Rank investment by business impact. A system supporting a critical function deserves stronger isolation, monitoring, recovery objectives, and tested alternatives than an inconvenience-only application. Revisit the map after a major product launch, acquisition, cloud migration, supplier change, facility move, or material threat change.

Step 3: Verify identity, device, and data protections

Accounts and authentication

  • Require strong, unique passwords; use a password manager where appropriate.
  • Enable multifactor authentication (MFA) for business email, remote access, administrator accounts, and important cloud services.
  • For high-impact accounts, evaluate phishing-resistant MFA. Confirm that the identity provider, operating systems, browsers, recovery process, and help desk support the method before deployment. A FIDO2 security key is one possible implementation, not a blanket endorsement of a particular model. CISA’s small-business materials, including phishing-resistant MFA guidance, are available through Cyber Guidance for Small Businesses.
  • Remove dormant accounts, review privilege regularly, and limit administrator rights to people and tasks that require them.

Devices and software

Maintain an inventory of operating systems, applications, network devices, cloud workloads, and unsupported assets. Set a risk-based update deadline, verify that patches were applied, and document exceptions with an owner and expiry date. Include internet-facing services and network-management interfaces, not only employee laptops.

Rank #3
Yubico - YubiKey 5 NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-A or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more
  • FAST & CONVENIENT LOGIN: Plug in your YubiKey 5 NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
  • MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts

Information protection

Classify sensitive business data, restrict access by role, and encrypt it where appropriate in storage and transit. Check that encryption keys, service accounts, and recovery credentials are not stored in the same place as the data they protect. Review sharing links, third-party integrations, and exported reports for unintended exposure.

Step 4: Make detection and logging usable

Logging is valuable only when responders can access, interpret, and act on it. Decide which events are necessary for each critical service, then enable logs across endpoints, servers, network equipment, business applications, identity systems, and cloud services.

  • Capture authentication successes and failures, unusual locations or login patterns, privilege changes, administrator actions, malware detections, configuration changes, and important data-access events.
  • Centralize logs where practical, or ensure responders can reach them when a primary environment is compromised.
  • Protect logs from unauthorized alteration or deletion; separate log administration from ordinary user administration.
  • Set retention periods according to incident-investigation needs, policy, contracts, and applicable obligations.
  • Assign someone to review alerts, define severity thresholds, and document escalation to the incident lead.

Use CISA’s Use Logging on Business Systems guidance for a practical starting point. CISA also points small businesses toward its no-cost Logging Made Easy resource. A dashboard showing that logs exist is not the same as proving that an alert reaches a person who can respond.

Step 5: Turn incident response into an operating procedure

Write the reporting and escalation path

Give employees a simple route for reporting suspected phishing, lost devices, unusual payment requests, account takeover, or system outages. State what to do if email or the primary collaboration tool is unavailable. List internal and external contacts, including backups and after-hours numbers.

  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

Assign decisions before the crisis

The plan should identify who leads technical containment, who preserves evidence, who records decisions and times, who communicates with staff and customers, and who contacts insurers, counsel, regulators, law enforcement, or suppliers when appropriate. Include criteria for declaring an incident, raising its severity, switching to continuity procedures, and approving restoration.

Exercise with leadership

Run a tabletop scenario involving senior business leadership, technology, communications, legal, and continuity functions. Ask participants to make realistic decisions with incomplete information: whether to isolate a production system, how to process orders manually, when to notify customers, and how to verify a supplier’s statement. Record each action, owner, deadline, and dependency. One exercise demonstrates neither permanent readiness nor immunity; its value is the gaps it exposes and closes.

Step 6: Prove backups and recovery work

Set recovery priorities

For every critical service, specify the target restoration time and acceptable data loss, then order recovery by business impact. Document who can change that order during an incident. Include manual or alternate procedures for the period when systems are unavailable.

Protect backup copies

Back up data often enough for the service’s tolerance. Separate copies from the accounts and environment most likely to be compromised, using offline or cloud-to-cloud approaches where they fit the risk. Restrict backup administration, protect recovery credentials, and monitor for unusual deletion or encryption activity. CISA’s #StopRansomware Guide describes frequent backups and offline or cloud-to-cloud options.

  • Check FIDO2 compatibility before purchase - Known limitations: ID Austria is not supported (requires FIDO2 Level 2). Windows Hello login only works with Windows Enterprise editions that support Entra ID, and NFC is NOT supported.

Test restoration and integrity

A successful backup job is not proof of recoverability. Periodically restore representative files, databases, applications, and entire services in an isolated environment. Verify that data is complete, unaltered, usable by the application, and free of the compromise you are trying to escape. Measure elapsed time, required staff, missing credentials, licensing constraints, and manual workarounds. Keep dated evidence of the test and track every failure to closure.

Recovery option Questions to answer
Primary-environment restoration How quickly can clean systems be rebuilt, and can compromised administrator credentials be excluded?
Isolated secondary environment Can priority services run separately from the affected identity, network, or hosting environment?
Offline or separately controlled backups Are copies protected from the same ransomware or account takeover, and can recovery credentials be accessed safely?
Manual or alternate process Which work can continue without the application, for how long, and how will records be reconciled afterward?

Step 7: Assess suppliers and cloud services

List every supplier that can access business data, administer systems, process payments, host collaboration or customer records, provide connectivity, or support a critical operation. For each one, ask:

  • What data and privileges does the supplier receive, and can access be limited, logged, reviewed, and revoked?
  • What security controls, incident-reporting process, and recovery capabilities were evaluated before selection and at renewal?
  • Do contracts assign security responsibilities, notification timing, cooperation, evidence access, data return, and secure deletion?
  • Who is the supplier’s incident contact, including an emergency route outside normal hours?
  • How will the business operate if the supplier is unavailable, compromised, or unable to restore service?

CISA’s vendor assessment fact sheet and SMB vendor supply-chain-risk-management template provide yes/no/partial questions suited to smaller organizations. Apply them to cloud-hosted collaboration, CRM, payment processing, and other services, while recognizing that a supplier’s assurance report does not replace your own continuity and restore test.

Step 8: Convert findings into an owned improvement plan

For every weakness, record one actionable row containing:

  • the affected service, asset, supplier, or process;
  • the plausible business consequence and the reason it matters now;
  • current evidence, including configuration, interview notes, test results, or missing evidence;
  • the corrective action and any dependency, staffing need, or budget;
  • one accountable owner and a target date;
  • the verification method, such as a configuration check, restored dataset, alert review, or completed exercise.

Prioritize work that protects critical services, removes high-impact exposure, improves detection, or makes recovery demonstrably faster and safer. A risk acceptance should name the decision-maker, rationale, compensating measure, review date, and trigger for reconsideration. Reassess after important technology, supplier, business, regulatory, or threat changes—and after every exercise or real incident.

Practical assessment worksheet

Use these prompts in an interview or workshop, asking for evidence rather than a “yes” based on policy text alone.

  1. Scope: Which services cannot stop, and what interruption or data loss can each tolerate?
  2. Dependencies: Which people, identities, systems, data, facilities, and suppliers make those services possible?
  3. Safeguards: Are MFA, unique passwords, timely updates, least privilege, encryption, and security awareness implemented for the systems that matter most?
  4. Visibility: What is logged, who reviews it, how is it protected, and how does an alert reach a responder?
  5. Response: Can an employee report an incident at any hour, and do named leaders know who can contain, communicate, preserve evidence, and make business decisions?
  6. Recovery: When was a realistic restore or continuity test completed, what was measured, and which defects remain open?
  7. Suppliers: Can each critical provider explain its access, notification, cooperation, and restoration arrangements?
  8. Improvement: Does every gap have an owner, date, dependency, and objective proof of completion?

This worksheet can support a CRR-informed discussion, but it does not produce a CRR maturity report or certify compliance. Use local legal and regulatory review for obligations specific to your organization.
