Could the FCC Restrict Chinese Labs From Testing U.S. Electronics?

The FCC’s May 2026 proposal could affect testing bodies in non-reciprocal jurisdictions, but it is not a final China-only ban. Its final status and effective date are not established.

Possibly, but the FCC has not established a China-only ban. In May 2026, the Commission proposed ending recognition of certain testing and certification bodies in jurisdictions it calls “non-Reciprocal Territories.” China may be affected if covered by that proposed framework, but the proposal is broader than China—and the available record does not establish that it became final or when it would take effect.

What the FCC proposed

In FCC 26-28, a Second Further Notice of Proposed Rulemaking in ET Docket 24-136, the Commission proposed to cease recognition of test laboratories, Testing Certification Bodies (TCBs), and laboratory accreditation bodies in “non-MRA or trade agreement participants,” which it labels “non-Reciprocal Territories.” The proposal is therefore based on a jurisdiction’s reciprocal or trade-agreement status, not simply on whether a lab is Chinese.

The FCC also sought comment on modernizing data analytics and on additional intellectual-property and national-security protections. Those topics are part of the same notice, but they do not turn its proposed recognition change into an adopted ban. Read the FCC notice in the Federal Register.

Does it ban all labs in China?

No such blanket China-only rule is established by the notice. Its stated test is whether a jurisdiction falls within the FCC’s proposed “non-Reciprocal Territories” category. The published summary names affected categories of bodies, but it does not establish that every lab in China would be covered regardless of its status or circumstances.

Nor does the evidence establish the often-repeated claim that 75% of U.S.-bound electronics are tested in China. The FCC materials cited here do not verify that statistic or its methodology, so it should not be treated as an agency-confirmed figure.

What is the status, and when would it take effect?

The May 2026 action was a proposal, not a final rule. The notice set June 15, 2026, for initial comments and July 14, 2026, for reply comments. Both dates have passed. The FCC’s Unified Agenda lists the matter, RIN 3060-AL85, at the “Final Rule Stage,” but that administrative label alone does not prove that a final rule was published or took effect. The available record does not establish a final disposition or effective date for the lab-recognition proposal. See the Unified Agenda entry.

AstroAI Digital Multimeter Tester 2000 Counts with DC AC Voltmeter and Ohm Volt Amp Meter; Measures Voltage, Current, Resistance, Continuity and Diode, Blue
  • Additional Tips - The following incorrect operations may cause the multimeter not to show results: Firstly, the plugs of test leads are not fully inserted or not inserted into the correct sockets. Secondly, the manual rotary switch is not placed in the correct position. In addition, this meter can not test all AC Current and below 100mV AC Voltage. Please check the user manual carefully before measurement.
  • Versatile Digital Multimeter - Accurately measures AC/DC Voltage, DC Current, Resistance, and Diode. This Multimeter is a really useful tool for solving industrial and household electrical issues. Suitable for Household Outlets, Fuses, Batteries (including Vehicles), Automotive Circuit Troubleshooting, Charging Systems, Testing electronics in Cars etc.
  • Troubleshooting with Accuracy - This Multimeter has a sampling speed of 2 times per second; Built-in a backlight LCD display with 3 ½ digits (1999 count) 0.6”, and high polarity including negative and positive readings.
  • Ensures Safety - Double fuse is anti-burn and protects from overloading. The silicone cover can protect the multimeter from failing damage and prevent electric shocks. And low battery indication will be displayed when battery power is low.
  • Ease of Use - Support Data Hold and Continuity Buzzer. Includes Convenient feature like LCD Backlit Screen makes it easy to use in dimly light areas. Batteries/Set of Test Leads/User Manual are Included.

How this differs from earlier FCC lab restrictions

The FCC has separately considered lab eligibility based on a lab’s ties to entities on the FCC Covered List. An earlier notice, FCC 24-58, proposed restrictions related to direct or indirect ownership or control by a Covered List entity. That is a different basis from the 2026 proposal’s jurisdictional reciprocity test. The earlier proceeding should not be treated as proof that the broader 2026 proposal has been adopted. Read the earlier FCC notice.

A separate September 2026 rule is not the lab proposal

On September 11, 2026, the FCC published a distinct final rule addressing certain equipment authorizations involving logic-bearing hardware components produced by Covered List entities, equipment modifications, marketplace marketing, and FCC ID display for certain online listings. Its general effective date is October 13, 2026; marketplace display requirements have later compliance dates in 2027. These measures concern components and related equipment rules, not the May proposal to change recognition of labs and certification bodies. Read the September 2026 final rule.
