Possibly—but it has not been shown to work in an American waterway. The Great Bubble Barrier, developed in the Netherlands, uses a rising curtain of air bubbles and a river’s current to guide plastic toward a collection point at the bank. It has documented European deployments, including in Amsterdam. Whether it would help a particular U.S. river depends on local conditions, permits, ecological review, operating plans, and independently measured results.
How does the Great Bubble Barrier work?
A perforated tube is installed on the riverbed and connected to a compressor. The tube releases air bubbles that rise through the water, creating an upward current intended to bring floating and suspended plastic toward the surface. Installed diagonally across a waterway, the barrier works with the river’s flow: that current carries the debris toward a catchment system at the bank, where it can be removed.

The technology is not a physical wall across the whole river. The vendor says vessels can pass over the installation, while the design of the catchment and barrier is adapted to each site. The system is meant to intercept debris in the water column, not to stop plastic from entering the river in the first place. What has been demonstrated in Europe?
Amsterdam’s Westerdok installation
The Amsterdam barrier at Westerdok was commissioned by Waterschap Amstel, Gooi en Vecht and the City of Amsterdam. The water authority says it operates continuously and collects plastic after the current carries it to the bank. The authority also reports that boats can pass over the system and that research has examined fish around the barrier. Those are statements about this installation; they do not establish that ecological effects will be the same at every site. The water authority’s project page describes the Amsterdam installation.

As of 20 August 2025, the company reported that the Amsterdam barrier had intercepted more than 1,000,000 pieces of plastic since its launch in 2019. That is the operator’s cumulative count, not an independently verified measure of how much plastic was prevented from reaching the sea. It should not be confused with a separate figure on the water authority’s page: Waternet removes 42,000 kg of plastic from Amsterdam canals each year overall, mainly large floating pieces. That annual total covers broader canal-cleanup work, not the barrier alone. The company’s impact page gives its reported capture count.
What the performance claims mean
The company says the system catches 86% of floating plastic and is effective for pieces from 1 mm to 1 m. These are vendor-reported figures, not verified U.S. field results. The company also says more research is needed for particles smaller than 0.5 mm, so the stated size range should not be read as proof that all smaller particles are captured. The company’s technology page provides these performance claims.

What does the IJssel pilot tell us—and what does it not?
A proposed pilot on the IJssel in the Netherlands did not proceed beyond preparatory work. In its report dated 1 March 2021, Rijkswaterstaat said the pilot’s termination meant it could not answer the main questions about the developing system’s cost-effectiveness and impact. The report therefore is not evidence that a full-scale system succeeded or failed; it records that the planned evaluation did not produce those answers. Rijkswaterstaat’s report is in Dutch.

Could it work in an American river?
The mechanism could be considered for a U.S. waterway, but the available project record does not establish a U.S. installation, permit review, cost study, or suitability assessment for a named American river. A European installation is evidence that the technology has been deployed in a particular setting; it is not proof that it will be effective, safe, or economical elsewhere.

Before choosing a site, project partners would need to assess factors such as:
- Hydrology and layout: river width, depth, current, seasonal flow, debris pathways, and whether a diagonal installation can guide plastic to a practical collection point.
- Debris profile: which sizes and types of plastic are present, and whether the system can intercept them under local conditions.
- Navigation and ecology: vessel traffic, fish passage, habitat, and site-specific effects that require review rather than assumptions of universal harmlessness.
- Permits, partners, and operations: responsible local authorities, approvals, access to the riverbed and bank, ongoing maintenance, and who will remove and manage collected material.
- Evidence and cost: a monitoring plan with clear methods, independent performance checks, and a project-specific cost estimate.
The company describes a feasibility process covering site suitability, partners, permits, and estimated project cost, followed by design, installation, operation, and maintenance. Its technology page lists a starting figure of “350K” without specifying the currency or project scope in the reviewed page text, so that figure is not enough to estimate the cost of an American installation.

What happens to the collected plastic?
The company says local authorities remove the collected debris and send it into waste-management or recycling systems. Its monitoring description says the material is dried, sorted to exclude organic matter, and categorized using the river-OSPAR method. Collection alone does not guarantee recycling: the destination depends on local waste-management capacity and the condition and composition of the recovered material.
What would prove the technology is helping?
A useful U.S. trial would need to report more than a running capture total. It should define what counts as captured plastic, measure the types and sizes collected, document operating time and river conditions, and distinguish the barrier’s contribution from other cleanup activity. It should also describe where the waste goes and assess navigation, ecological effects, maintenance, and full project costs. Without that information, a headline capture count cannot answer whether the barrier reduces plastic pollution in the river or delivers value at that site.

The Great Bubble Barrier is therefore a plausible tool to evaluate—not a proven fix for America’s waterways. Its European installations show how the concept can be deployed; U.S. usefulness remains a site-specific question that requires permits, engineering, ecological scrutiny, and measured results.
