Executive adds a paid upgrade, a 2% reward on eligible purchases and selected service benefits. The upgrade makes sense when your qualified spending and benefits you will actually use justify the extra fee; the headline reward does not apply to every Costco purchase.
Gold Star or Executive: what is the practical difference?
Both tiers provide the basic Costco membership relationship. Each includes a household card, access to Costco warehouses worldwide, Costco.com, Business Centers, pharmacy, optical, hearing aid centers and gas stations, plus Costco’s satisfaction guarantee. Executive is not a separate store or a different access pass; it is an upgraded membership layered on top of Gold Star.
As an Amazon Associate I earn from qualifying purchases.
The decision therefore comes down to five questions:
- How much of your annual Costco spending is eligible for the Executive reward?
- Will you or the active household cardholder make most of those purchases?
- Will exclusions remove a large share of your spending?
- Will you use Executive-only service benefits or delivery offers?
- Are you comfortable with the current fee shown at signup or renewal?
That distinction matters because a household can shop at Costco frequently without generating much Executive-reward spending. Gasoline, food-court transactions and membership fees, for example, do not help the 2% calculation. The best tier is determined by the type, timing and cardholder of your purchases, not simply by how often you visit a warehouse.

Current fees and shared benefits
Costco’s detailed Executive benefits and rewards pages, together with its fee-change notice, support the figures below. The fee-change notice says the $130 Executive renewal price and $1,250 reward cap took effect on September 1, 2024. Costco also has a campaign summary that displays Executive at $120 and a $1,000 reward cap, so confirm the amount displayed for your country, account and renewal before paying.
| Membership | Annual fee before applicable tax | What it includes | Reward |
|---|---|---|---|
| Gold Star | $65 | Household card; worldwide warehouse access; Costco.com; Business Centers; pharmacy, optical, hearing aid centers and gas stations; satisfaction guarantee | None stated for the Gold Star tier |
| Executive | $130 total renewal, described as the $65 Gold Star fee plus a $65 upgrade | Everything in Gold Star, plus selected Executive service benefits or discounts | 2% of qualified purchases during a 12-month period, capped at $1,250 under the detailed terms |
Both prices are before applicable sales tax. Costco’s detailed terms are the more useful reference for the upgrade amount and cap, while the campaign-page conflict is a reason to check the live checkout or renewal screen rather than rely on an old advertisement. The comparison is about U.S. memberships; prices, taxes and offers can differ in other countries.
The Executive figure is best understood as a $65 Gold Star fee plus a $65 annual upgrade. If you are already a Gold Star member, the relevant question is whether the upgrade costs you enough to justify itself. If you are joining for the first time, compare the total Gold Star and Executive prices displayed during signup.

Only qualified purchases count
The 2% rate applies to purchases that Costco defines as qualified under its Executive terms. It is not a blanket rebate on every dollar spent at Costco. The reward is calculated for the eligible primary member and the active primary household cardholder. Spending by other people, even if they use your membership or contribute to your household budget, should not be treated as automatically qualifying.
Costco’s terms also say that purchases made before you upgrade are ineligible. If you begin a membership year as Gold Star and later move to Executive, the earlier Gold Star purchases do not become reward-eligible retroactively.
For a realistic estimate, separate purchases by the cardholder who made them. A household may have one membership account but several shoppers, and the account total is not necessarily the same as the amount Costco uses for the Executive calculation. Keep receipts and online order history for the primary member and active primary household cardholder distinct from transactions made by other users.
Important exclusions
Costco lists exclusions that include membership fees, gasoline and food-court purchases, along with other categories and transaction types. Some exclusions vary by state, including certain alcoholic-beverage and prescription purchases. Costco says the exclusions can change, so review the current rewards terms when estimating your own spending.
One dated example is Costco Travel excursions booked through the Viator partnership beginning June 4, 2026: Costco’s rewards FAQ says those bookings do not count toward the annual Executive reward. Travel and partner-service rules are especially liable to change, so check the current FAQ before counting a reservation.

Do not infer eligibility from the department name alone. A purchase connected with Costco Travel, a pharmacy, alcohol sales or another service may have a special rule that depends on the transaction type or state. When a purchase is important to your calculation, confirm it against the current Executive terms instead of assuming that the 2% rate applies.
The $1,250 ceiling
The detailed rewards page sets a $1,250 maximum for any 12-month period. At a 2% rate, the arithmetic amount of qualified spending that would reach that ceiling is $62,500 ($1,250 ÷ 0.02). That is a calculation from the stated rate and cap, not a Costco-published spending target. Spending above that level does not produce more than the stated maximum under those terms.
The cap is a ceiling on the reward, not a minimum or a promise. Most members will be evaluating whether they can recover the $65 upgrade, not whether they can reach $62,500 in qualified purchases. The cap becomes relevant for very high-spending households and prevents an unlimited reward assumption in a comparison spreadsheet.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Break-even math: when does Executive pay for itself?
The simple break-even estimate is:
$65 upgrade cost ÷ 0.02 reward rate = $3,250 in qualified annual purchases.
This calculation asks when the reward equals the additional annual fee. It assumes every dollar in the calculation is qualified, is charged to the eligible primary member or active primary household cardholder, and is made after the upgrade. It does not assign a value to service benefits, delivery credits, tax, timing or excluded categories. Consequently, $3,250 is a planning estimate, not a guarantee that Executive will be profitable for you.
| Qualified purchases in the membership period | Estimated 2% reward | Reward minus $65 upgrade | What the estimate means |
|---|---|---|---|
| $0 | $0 | -$65 | The reward does not offset the upgrade. |
| $1,000 | $20 | -$45 | You would still need to value other Executive benefits. |
| $2,500 | $50 | -$15 | The reward is close but below the upgrade amount. |
| $3,250 | $65 | $0 | The simplified reward equals the upgrade cost. |
| $5,000 | $100 | $35 | The reward exceeds the upgrade, before considering exclusions or tax. |
| $10,000 | $200 | $135 | More qualified spending increases the estimated difference. |
| $62,500 | $1,250 | $1,185 | This reaches the stated 12-month reward cap; additional spending cannot raise the reward above it. |
Use eligible spending, not your household’s total Costco receipts, in the calculation. A household that spends $4,000 may still fall short if a substantial portion is fuel, food-court purchases, fees or another excluded category. Conversely, a member below $3,250 could still prefer Executive if a qualifying service discount has meaningful value.
For example, suppose $4,500 appears on your Costco receipts, but $1,200 is gasoline and $300 is food-court spending. Before considering any other exclusions, only $3,000 remains in this simplified illustration, producing an estimated $60 reward. That would leave the reward $5 below the $65 upgrade. The example is arithmetic, not a statement that every remaining category qualifies.

What happens if you upgrade partway through the year?
Costco says it prorates the upgrade amount according to the months remaining in the current membership. The exact amount shown at the time of the upgrade is therefore more reliable than dividing the annual fee by 12 yourself.

The timing rules still matter:
- Before upgrading: purchases made while you are Gold Star are not eligible for the Executive reward under the cited terms.
- At the upgrade: Costco calculates a prorated upgrade amount based on the remaining months.
- After upgrading: only qualified purchases by the eligible cardholders count under the Executive rules.
- At the next renewal: Costco bills the full Executive renewal amount, currently stated in the detailed terms as $130 before tax.
Because the first period can be shorter than 12 months after a midyear upgrade, do not apply the full-year $3,250 estimate without adjusting for the time left in your membership and the spending you realistically expect after upgrading. A late upgrade can produce a smaller prorated charge while also leaving fewer months in which to earn a reward.
If you are considering an upgrade near renewal, compare two complete scenarios: upgrading now and paying the displayed prorated amount, or remaining Gold Star until renewal and starting a full Executive year later. The better choice depends on the eligible purchases you expect after the upgrade, not on purchases already completed.
Executive-only benefits beyond the reward
Selected service benefits and discounts
Costco describes additional benefits or discounts on select services for Executive members. The value is use-dependent: a benefit for a service you never purchase is worth nothing in your comparison, while one you already planned to use can reduce the effective cost of the upgrade. Costco’s service-benefit terms can change by service and location, so identify the specific offer available to your account rather than assigning a generic dollar value.
Evaluate a service benefit conservatively. Count only the discount or savings you reasonably expect to receive, and do not count a theoretical maximum if you would not make the underlying purchase. Also keep service savings separate from the 2% reward so that you can see whether Executive works on rewards alone and how much additional value the service actually contributes.
Conditional delivery credit
Costco’s join page advertises a $10 monthly credit for eligible Executive members who place qualifying orders through SameDay.Costco.com or Costco via Instacart. The offer depends on account and order conditions, and the advertised terms should be checked before you count any credit in your budget. It is not a universal $120 annual payment for every Executive member.
If you already use one of those channels and can meet the qualifying-order conditions, list the credit as a possible additional benefit. If you would switch channels or place extra orders solely to obtain a credit, include the cost and convenience of that behavior in your personal comparison. Promotional language and eligibility requirements can change, so verify the offer at signup and when placing an order.
Who should choose Gold Star?
- Infrequent shoppers: If your eligible purchases are well below the break-even estimate, Gold Star avoids paying for reward potential you are unlikely to use.
- Fuel-heavy shoppers: Gasoline is listed among the reward exclusions, so high fuel spending may not help justify Executive.
- Food-court users: Food-court purchases are also excluded, even when they are frequent.
- Households whose spending is made by other users: The reward rules focus on the primary member and active primary household cardholder, not every person who benefits from the membership.
- Members who do not use Executive services: Without qualifying purchases or a service benefit you value, the upgrade has little financial rationale.
- Members who prefer a simple fixed cost: Gold Star avoids tracking eligible categories, cardholders and changing exclusions when the reward would be small anyway.
Who should consider Executive?
- Members with substantial eligible spending: Spending near or above the $3,250 estimate gives the reward a plausible path to covering the upgrade, subject to exclusions.
- Members who can track eligible cardholder spending: Accurate records prevent you from counting purchases that Costco’s terms do not credit.
- Frequent users of an Executive service benefit: A discount or qualifying credit can make Executive worthwhile even when the 2% reward alone falls short.
- Members who upgrade early enough to use the benefit: Since pre-upgrade purchases do not qualify, upgrading late in the year may leave too little eligible spending time to reach your target.
- High-spend households with predictable Costco purchases: A stable pattern makes it easier to estimate qualified spending without relying on an unusually expensive month.
A practical method for making the choice
Step 1: Establish your membership period
Note your renewal date and whether you are comparing a full new membership year or a midyear upgrade. A partial period changes the amount of time available to earn rewards.

Step 3: Apply the estimate
Multiply the remaining qualified-spending estimate by 0.02. Compare that result with the upgrade amount shown by Costco. If the result is below the upgrade, list any service discount or qualifying delivery credit separately instead of quietly treating it as reward income.
Step 4: Check the cap and timing
Use the $1,250 maximum in the detailed terms as a ceiling for a 12-month period, and remember that the cap does not make excluded spending eligible. Confirm that your projected purchases occur after the upgrade and within the relevant membership period.
Step 5: Verify live terms before payment
At signup or renewal, check the displayed Executive price, applicable tax, reward cap, exclusions and service-offer conditions. Costco’s campaign summary and detailed terms have displayed different Executive totals, so the live transaction screen is the safest final price reference.
Common mistakes and how to avoid them
Counting every Costco dollar
The 2% headline is not a universal rate. Build your estimate from qualified purchases after exclusions, not from the total at the bottom of every receipt.
Including pre-upgrade purchases
A midyear upgrade does not retroactively convert earlier Gold Star purchases into Executive-eligible transactions. Start your reward estimate on the upgrade date.
Using the wrong household member’s spending
Purchases by other people in the household do not automatically qualify. Keep the primary member and active primary household cardholder’s transactions distinct when projecting the reward.
Using a full-year estimate for a partial year
The $3,250 figure assumes a complete period and a full $65 upgrade. A prorated upgrade can change the fee, while a late upgrade reduces the months available for qualified purchases. Use Costco’s displayed prorated amount and your post-upgrade spending forecast.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsAssuming the campaign-page price is current
The campaign summary has shown $120 for Executive and a $1,000 cap, while the detailed benefits and rewards pages and the fee-change notice support a $130 renewal and $1,250 cap. Treat the discrepancy as a prompt to verify, not as permission to choose whichever figure produces the better calculation.
Best Value
Treating a conditional credit as guaranteed income
The advertised $10 monthly delivery credit requires eligible accounts and qualifying orders. If you would not otherwise place those orders through the specified channels, do not value the credit at its maximum annual amount.
Bottom line
Choose Gold Star when you want Costco’s core access and household card at the lower annual fee, or when much of your spending is excluded or made by ineligible users. Choose Executive when your post-upgrade, qualified purchases are likely to approach the $3,250 break-even estimate, or when a service benefit you will actually use adds enough value to cover the difference. Use Costco’s detailed current terms and the price shown at checkout or renewal to settle the fee and cap before committing.
Frequently Asked Questions
What is the difference between Costco Gold Star and Executive membership?
Gold Star provides Costco’s core membership access and a household card for $65 annually before applicable tax. Executive includes those benefits, adds a $65 upgrade, and offers a 2% reward on qualified purchases plus selected service benefits. The detailed terms state a $130 total Executive renewal and a $1,250 reward cap, but Costco’s campaign summary has displayed different figures, so verify the live price.
How much do I need to spend for Executive to break even?
The simple estimate is $65 divided by 2%, or $3,250 in qualified purchases during the membership period. It assumes the purchases are made after upgrading by the eligible primary member or active primary household cardholder. Exclusions, timing, tax and service benefits can make your actual result different.
Does the Executive 2% reward apply to gasoline and food-court purchases?
No. Costco lists gasoline and food-court purchases among the exclusions, along with membership fees and other categories or transaction types. Some rules vary by state, and exclusions can change, so check the current Executive terms.
Do purchases made before upgrading count toward the Executive reward?
No. Costco’s cited terms say purchases made before the upgrade are ineligible. A midyear upgrade does not retroactively convert earlier Gold Star transactions into Executive-eligible purchases.
Who in my household can generate the Executive reward?
The cited terms focus on the primary member and active primary household cardholder. Spending by other people should not be assumed to qualify, even when those shoppers are part of the same household.

What is the Executive reward cap?
The detailed Executive rewards page sets a $1,250 maximum for any 12-month period. At 2%, that corresponds arithmetically to $62,500 in qualified purchases. Spending above that amount does not increase the reward beyond the stated cap.
Can I upgrade to Executive in the middle of my membership year?
Yes. Costco says it prorates the upgrade amount based on the months remaining. The amount shown during the upgrade is more reliable than calculating it yourself. Your next renewal is billed at the full Executive amount stated in the detailed terms.
Is the $10 monthly delivery credit guaranteed for every Executive member?
No. Costco’s join page advertises the credit for eligible Executive members using SameDay.Costco.com or Costco via Instacart on qualifying orders. Account and order conditions apply, so verify the current offer and do not treat it as an automatic $120 annual payment.
The Bottom Line
Gold Star is the safer choice when qualified spending is low or heavily excluded. Executive can justify its $65 upgrade when post-upgrade qualified purchases approach $3,250, or when you will use an eligible service benefit. Confirm Costco’s live fee, cap and exclusions before signup or renewal.
