When it fails, you’ll usually see one of these behaviors: Ctrl + C / Ctrl + V does nothing, pasted content goes to the wrong place, or clipboard history shows items but paste still won’t happen.
This guide walks through verified fixes in a sensible order: start with quick resets, then move to clipboard services, app/keyboard causes, and finally repairs using SFC and DISM. You can follow it top-to-bottom or jump to the section that matches your symptoms.

Why Copy and Paste Breaks on Windows 11
On Windows 11, copy/paste relies on the clipboard subsystem plus per-app handling of pasted content. Problems usually come from one of these buckets: a stuck clipboard service, keyboard shortcut conflicts, corrupted system components, third-party utilities, or app-specific restrictions (especially in browsers, secure fields, and remote sessions).

First Checks (Fastest Fixes That Solve Most Cases)
Before you run commands, do these. They resolve the highest-percentage causes (stuck clipboard, input conflicts, and temporary app state).
- Restart the app that’s misbehaving (not just the tab). Close it completely and open it again.
- Restart Windows Explorer: press Ctrl + Shift + Esc to open Task Manager → find Windows Explorer → right-click → Restart.
- Try a different destination first (for example: Notepad). If copy works but paste fails only in one app, the problem is app-specific.
- Use alternative shortcuts: Ctrl + Insert for copy and Shift + Insert for paste. Some apps or keyboards behave better with these.
- Check whether you’re copying from a secure or protected field. Many password boxes and certain DRM contexts won’t allow clipboard pasting.
Reset the Clipboard Experience (Windows Clipboard Service)
Windows 11 has a clipboard service and clipboard experience that can get stuck. Resetting it is a common fix.
Restart the Clipboard Experience from Settings
Windows 11 builds vary slightly, but the clipboard experience is typically managed via Settings or services. Use the service method below if you don’t see the option in Settings.
Restart the clipboard service using Services (reliable method)
Press Win + R, type services.msc, press Enter.
- Find Connected User Experiences and Telemetry (this one often impacts clipboard experience indirectly).
- Right-click → Restart.
- If you still can’t paste, also restart Clipboard User Service if present (name can vary by build).
If you don’t see a clipboard-specific service, skip ahead to the next sections (system repairs and clean boot are still worth it).
Restart Key Services That Affect Clipboard
Clipboard behavior can be influenced by system services. Restarting them costs almost nothing and helps when something is hung.
Run this via Services: services.msc.
- Restart Windows Update is not required, but restarting Windows Error Reporting Service and App Readiness can help only in rare cases. Focus on restart/cycle steps that are directly relevant to input/clipboard.
- If you’re using a clipboard manager, close it entirely (system tray icon too) before restarting the services below.
- Restart Windows Explorer again (simple, but effective after service changes).
If this doesn’t change anything, proceed to the keyboard/input verification and system repairs.
Check App-Specific Rules (Browser, Remote Sessions, Password Fields)
Sometimes copy/paste isn’t broken in Windows—it’s blocked by the target app.

Browser behavior (Chrome, Edge, Firefox)
Test with Notepad. Then try copy/paste in the browser’s address bar or a text field. If it fails only on certain pages, the page may be using JavaScript that blocks clipboard operations.
- Disable browser extensions temporarily (especially clipboard managers, password managers, and ad blockers).
- Try an Incognito/InPrivate window (no extensions by default in many configurations).
Password fields and secure text
Many password fields intentionally prevent paste or restrict clipboard actions for security. Try pasting into a normal text field first.
Remote Desktop (RDP) and virtual machines
If copy/paste fails only in Remote Desktop, check that clipboard redirection is enabled.
- In the RDP client connection settings, enable Clipboard / Share Clipboard.
- Reconnect the RDP session after enabling it.
Verify Keyboard and Input (Physical Cause vs System Cause)
Broken keyboard shortcuts can look like broken copy/paste. Confirm whether your input device or key bindings are the culprit.
Check if Ctrl key behavior is normal
- Open Notepad.
- Hold Ctrl and press C. Nothing should happen in Notepad unless text is selected, so use this test: select text, then press Ctrl + C to see if the selection clears (clipboard doesn’t show changes, so instead paste elsewhere).
- Try Ctrl + V in Notepad. If it works only sometimes, test another keyboard if possible.
Confirm no software intercepts Ctrl+C / Ctrl+V
Clipboard utilities, hotkey managers, and screen recorders often hook these shortcuts. Quit them and retest.
- Right-click the tray icon of clipboard/hotkey tools → Exit.
- Then try Ctrl + C and Ctrl + V in Notepad.
Repair System Files and the Windows Image
If your clipboard components are corrupted, repairs can restore functionality.
Run DISM and SFC (recommended sequence)
Open Windows Terminal (Admin) or Command Prompt (Admin) (right-click Start → Windows Terminal (Admin)). Then run:

Fix the Clipboard History Feature
Clipboard history can interfere for some users, especially when it gets stuck or the clipboard experience is failing.
Reset clipboard history
- Press Win + I to open Settings.
- Go to System → Clipboard.
- Turn off Clipboard history.
- Restart your PC.
- Turn clipboard history back on and test again.
If the toggle doesn’t exist in your build, skip this section and jump to the clean boot and Safe Mode testing.
Update or Roll Back Problem Drivers
Keyboard, filter drivers, and input devices can indirectly break clipboard operations by intercepting shortcuts.
Update keyboard and HID drivers
- Right-click Start → Device Manager.
- Expand Keyboards and Human Interface Devices.
- Right-click your keyboard device → Update driver.
- Restart and retest.
Roll back if the issue started after an update
- In Device Manager, right-click the device → Properties.
- Go to the Driver tab.
- Select Roll Back Driver (only if available).
- Restart and test.
Test in Safe Mode and Clean Boot
If copy/paste works in Safe Mode, you’ve confirmed a third-party conflict (hotkey apps, clipboard managers, security tools, or shell extensions).
Safe Mode test
- Press Win + R, type
msconfig, press Enter. - On the Boot tab, check Safe boot → choose Minimal.
- Click Apply and restart.
- Test copy/paste in Safe Mode.
When done, return to msconfig and uncheck Safe boot.
Clean boot test (best for identifying the interfering app)
- Press Win + R, type
msconfig, press Enter. - On the Services tab, check Hide all Microsoft services.
- Click Disable all.
- Go to the Startup tab → click Open Task Manager.
- Disable all startup items, then close Task Manager.
- Restart and test copy/paste.
If paste works after clean boot, re-enable startup items/services in batches to find the culprit.

Clipboard Troubleshooting by Scenario (Common Real-World Cases)
Use these targeted steps when your situation matches one of the common patterns.
Case 1: Copy works but paste does nothing
First, test in Notepad. If Notepad paste fails too, reset clipboard history and restart clipboard-related services (or use DISM/SFC repair).
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Settings → System → Clipboard → toggle Clipboard history off, reboot.
- Restart Windows Explorer.
- Run
DISM /Online /Cleanup-Image /RestoreHealththensfc /scannow.
Case 2: Paste inserts the wrong content
This usually points to clipboard manager tools or multiple clipboard sources. Quit any clipboard utility and retest.
- Exit clipboard/hotkey managers from the system tray.
- Disable browser extensions that modify clipboard operations.
- Try copy/paste into Notepad to verify the clipboard is consistent.
Case 3: Copy/paste works in one app but not another
That’s typically app behavior or field restrictions. Check whether the failing target is a password box, a protected editor, or a browser element with script restrictions.
- Try paste into Notepad to confirm Windows clipboard works.
- Test paste into a plain text editor (Notepad or WordPad).
- Update the failing app; then test in a new profile if it’s a browser.
Case 4: Copy/paste breaks after Windows Update
After an update, start with driver and clipboard history toggles, then repair system files. If you can, also check Windows Update for additional patches.
- Settings → Windows Update → check for updates and install any pending.
- Toggle clipboard history off and reboot.
- Run DISM + SFC.
When Copy/Paste Works in One App but Not Others
Windows clipboard may be fine, while the target app enforces its own rules. Common examples include password fields, certain enterprise apps, and browser pages with strict clipboard policies.

- Test in Incognito/InPrivate to rule out extensions.
- Disable clipboard-related extensions (password managers, auto-fill utilities, “clipboard enhancer” tools).
- Try a different browser to isolate whether it’s Chrome/Edge-specific.
Office and editor apps
Some editors paste differently depending on formatting. If it pastes incorrectly, try pasting as plain text (varies by app). In many cases, you can use the app’s Paste Options to switch to plain text.

Common Mistakes That Keep Copy/Paste Broken
- Fixing only one app: If clipboard fails everywhere, focus on system clipboard resets and repairs.
- Ignoring clipboard manager apps: Many third-party tools hook Ctrl+C/Ctrl+V and can break behavior after updates.
- Not testing in Notepad: Notepad is the fastest truth test for whether Windows clipboard is functional.
- Skipping restarts: After toggling clipboard history, restarting Windows Explorer, or running DISM/SFC, you need a reboot to confirm the change.
- Assuming RDP has clipboard enabled: Clipboard redirection is sometimes disabled by session settings.
Troubleshooting Checklist (If You Want a Short Path)
Use this ordered checklist to get to a verified fix quickly.
- Test copy/paste in Notepad and a second app.
- Restart Windows Explorer from Task Manager.
- Go to Settings → System → Clipboard and toggle Clipboard history off, reboot, then test again.
- Quit clipboard/hotkey manager apps and retry.
- Run
DISM /Online /Cleanup-Image /RestoreHealththensfc /scannowand reboot. - If still broken, test in Safe Mode or run a clean boot to isolate a conflicting app.
- If the issue started after an update, update Windows and consider rolling back suspicious input/keyboard drivers.
FAQs
Does restarting Windows Explorer fix copy/paste on Windows 11?
Often, yes. If copy/paste fails due to a hung shell/clipboard interaction, a Windows Explorer restart can restore normal behavior quickly.
Why does copy/paste fail only in Microsoft Edge or Chrome?
That usually points to an extension, page-specific clipboard restrictions, or secure/interactive elements. Incognito/InPrivate tests usually isolate extension conflicts fast.
Can clipboard history cause copy/paste to stop working?
It can. Toggling Clipboard history off and rebooting is a practical reset when the clipboard experience gets stuck.
Will DISM and SFC affect my personal files?
They repair Windows system components. They don’t target your personal documents, but you should still save work and avoid interruption while commands run.
What if copy/paste works on my PC but not over Remote Desktop?
Check clipboard redirection/share clipboard settings in your RDP connection. Then reconnect the session and retest.
Bottom Line
When copy and paste stops working on Windows 11, the fastest path is to verify it with Notepad, restart Windows Explorer, reset Clipboard history, and remove any clipboard/hotkey conflicts. If that doesn’t fix it, run DISM + SFC to repair system components.
Recommended Free Tools
If the problem only shows up in one app or over RDP, treat it as an app/session policy issue first. That approach saves time and prevents you from chasing system fixes for something the target program is blocking.
