Use your browser’s Print command and choose its built-in Save as PDF destination. Then inspect the saved file: Devanagari can look correct while its text layer is broken, so check both the page visually and whether a sample can be selected and copied. The result depends on the source page, browser, fonts and PDF output path; no method guarantees a perfect PDF for every page.
Print the official page to PDF
- Open the original government webpage and wait for its Hindi or other Devanagari content to finish loading. Confirm that you have the language version you need.
- Open your browser’s Print command and select its built-in Save as PDF destination. Menu names and controls vary by browser, operating system and version.
- Review the print preview. If text is clipped, missing or split poorly across pages, cancel and try a print-friendly view offered by the website. You can also adjust ordinary print layout settings such as paper size and margins, then preview again.
- Save the PDF and reopen it for verification.
India’s Guidelines for Indian Government Websites (GIGW) call for content to print correctly on A4 paper, but that is a website quality requirement—not a guarantee that every page will render perfectly through every browser’s PDF output. GIGW also calls for Unicode characters in Hindi and regional-language fonts and browser testing to catch inconsistencies or layout loss. Read the GIGW guidelines.

Check appearance and usable text separately
Inspect the Devanagari visually
View the PDF at normal size and zoom in. Look for missing glyphs or marks, broken conjuncts or matras, overlapping characters, clipped lines and unexpected changes in layout. A visually sound page is useful as a record, but appearance alone does not show whether the underlying text can be selected, searched or used by assistive technology.
Test the text layer
Select a short sentence, copy it and paste it into a Unicode-aware text editor. If the pasted passage is readable, the PDF preserves usable text for that sample. If you cannot select text or the copied result is garbled, the page may be image-based, or the PDF’s text encoding or character mapping may be faulty. This quick copy-and-paste check is practical troubleshooting, not a formal accessibility test.

The e-Governance Standards & Guidelines portal itself states that its PDF files and Hindi information are not currently accessible. A PDF file extension, or even a page that looks right, therefore does not establish accessibility. See the portal’s accessibility statement.
Fix common PDF problems
- Boxes, missing glyphs or broken marks: Reload the original page, let it finish rendering, then print again. If the problem remains, try another current browser. GIGW calls for browser testing to identify regional-script layout inconsistencies or loss.
- Text looks correct but cannot be selected: Check whether the source content is a scan or image. Government accessibility guidance calls for OCR on scanned PDFs to capture actual text. OCR can make text available for selection, but recognition errors are possible; compare the result against the visible Devanagari. Read GIGW accessibility guidance.
- Copied text is gibberish: Keep the PDF as a visual record if it is legible, but do not treat its text layer as reliable. Try a downloadable PDF from the official site, if available, or print the page through another browser and compare.
- Only part of the page appears: Look for a print-friendly version on the site or adjust paper size and margins, checking the preview after each change. GIGW’s A4 guidance does not specify browser-specific settings.
- You suspect a missing font: First retry after the page has fully loaded and compare another browser. The Department of Official Language says Unicode Devanagari fonts are available with Microsoft and Apple operating systems and mentions additional downloads; installing a font is not automatically the fix for a browser print failure. Preserve the source and choose the right copy
Keep the original page URL and the date you saved it with the PDF so someone can check the source and version later. If the content has legal or administrative importance, obtain the department’s original downloadable document where available. A locally printed webpage can omit dynamic content or reflect a page that later changes; the reviewed government guidance does not establish the legal evidentiary status of a browser-printed PDF.

When choosing between browser print and a site-provided PDF, compare whether the Devanagari and layout look right, whether text can be selected and searched, whether the copy includes the necessary content, and whether accessibility features are present. No single one of these checks proves the others.
