Use your browser’s print preview and choose its PDF destination; that normally preserves webpage text as selectable, searchable text. After saving, open the PDF and try selecting a sentence or searching for a distinctive phrase. If neither works, the file may be image-only or lack a usable text layer, and OCR—not another print setting—is the recovery step.

Choose the browser’s “Save to PDF” destination, or the PDF destination offered by the print dialog. Set the page range, orientation, margins, and background options to suit the page.

Save the file, open it in a PDF viewer, then test by selecting and copying words or searching for a phrase. Browser, site, extension, and PDF-driver behavior can differ, so check the result rather than assuming it worked.
How can I tell whether the PDF contains text or just a page image?
Try selecting a few words and copying them, then search for a distinctive phrase. If neither works, the PDF may be image-based or may lack a usable text layer. This is a practical diagnostic, not proof of the underlying cause. A PDF can also have selectable text while still looking badly laid out; that is a separate problem.

Why is my PDF just an image?
A scan or image-based source can produce pages that look like text but contain only pictures of words. If browser print preview produced an image-only PDF, first confirm the source is a live webpage and try printing it directly from the browser. If the saved result remains image-only and you need selectable or searchable words, apply optical character recognition (OCR) to add a text layer.

How do I make scanned PDF text searchable?
Use an OCR feature on the existing image-based PDF. Adobe’s “Paper to PDF” tutorial, last updated April 23, 2026, describes opening an image or scanned document and choosing “Recognize text” to make it searchable and editable: Adobe’s OCR instructions. Google says Chrome’s PDF viewer can OCR scanned PDFs of physical documents; its help page says that conversion happens on-device without sending data to Google or third parties: Chrome’s scanned-PDF help. Product feature availability may vary. Do not assume the privacy characteristics of Chrome’s OCR apply to other tools.

Fix layout problems separately from text problems
If text selection works but the page looks wrong, OCR is not the fix: OCR adds recognized text to image content; it does not repair page layout. Inspect the print preview and adjust page range, orientation, margins, or background options. Mozilla cautions that webpages may appear differently on paper. Edge provides a “Background graphics” setting and, where available, Immersive Reader can offer a plainer version to print. Compare the preview, background setting, reader view, and PDF destination before changing workflows. Acrobat’s web-to-PDF settings also describe creating PDF tags to preserve HTML structure for easier navigation and accessibility, but that setting is not a guarantee that every resulting PDF meets accessibility requirements: Adobe’s web-to-PDF settings.
Troubleshoot a failed print preview
For Edge specifically, Microsoft recommends checking methodically whether the problem is with the site or document, Edge, the printer driver, Windows, connectivity, or hardware. Try printing another site or document and, where available, try the page in Immersive Reader. These are Edge support steps, not a universal diagnosis for every browser or operating system. Choose the right workflow
- Text quality: Can you select, copy, and search the saved words?
- Visual fidelity: Do backgrounds, images, page breaks, and layout look close enough?
- Cleanup: Would a reader view remove navigation and ads you do not need?
- Recovery effort: Can the browser create a text PDF directly, or does the file need OCR?
- Privacy: Chrome says its OCR for scanned PDFs occurs on-device and is not sent to Google or third parties; do not generalize that claim to other OCR tools.
