Conversion rate optimization (CRO) is the systematic process of improving the share of website visitors or app users who complete a defined action, such as buying a product, submitting a lead form, or signing up. It combines research into user behavior with testable changes to the experience. The aim is better business outcomes—not simply a higher percentage.
What does conversion rate optimization mean?
A conversion is an action an organization deliberately chooses to count as a desired outcome. A business might track purchases, while another tracks lead submissions or account signups. A site or app can have multiple conversion goals, and each goal has its own conversion rate.

CRO is an ongoing learning process: define the outcome, investigate where users struggle, develop a plausible explanation, propose a change, and assess its results. Controlled experiments such as A/B tests can help determine whether a change caused an improvement when conditions allow. The focus is on understanding and improving the experience, rather than applying a universal list of design tricks.

Conversion rate = conversions ÷ eligible opportunities × 100
#1 Best Overall
Define what counts as a conversion and an eligible opportunity, and measure both over the same period. For example, Google Ads illustrates its interaction-based rate with 50 conversions from 1,000 ad interactions, which equals 5%. That is an example of the calculation, not an industry benchmark. The denominator is ad interactions, so it answers a different question from a website visitor-to-purchase rate. Google Ads Help explains conversion rate.
Counting rules matter, too. Google notes that an ad interaction can be credited with multiple conversion actions, so an ad conversion rate can exceed 100%. That does not make it interchangeable with a simple visitor-to-purchase rate. When interpreting or comparing figures, check the conversion action, denominator, counting method, audience or traffic source, and time period.
What does CRO involve in practice?
- Choose an outcome. Specify the action to improve and how it will be counted.
- Study the experience. Look for points where users have difficulty completing that action.
- Form a hypothesis. Explain why a particular change might help, rather than assuming a design convention will work for every audience.
- Test when appropriate. Compare a change with a control using an A/B test or another suitable method.
- Review the results and guardrails. Assess the intended outcome alongside measures that could reveal negative side effects.
This makes CRO a structured research-and-experimentation practice, not a guarantee of a particular uplift. Optimizely’s glossary describes CRO as increasing the percentage of conversions from a website or mobile app through desired actions. CXL’s guide frames the work around systematic research and experimentation in service of business growth.

Choose a primary metric that reflects the experiment’s intended outcome. Also track relevant secondary and monitoring metrics so a headline improvement does not hide a problem elsewhere in the funnel or business.

For example, a higher signup rate is not automatically a success if the change also worsens a more important business outcome. Revenue or conversion may sit far enough downstream from an interface change to take longer to measure or yield an inconclusive result. The right interpretation depends on the goal and the other measures being monitored. Optimizely’s primary-metric guidance distinguishes primary metrics from secondary metrics and monitoring goals.
How does A/B testing fit into CRO?
An A/B test compares a control experience with one or more variations to assess the effect of a proposed change. It can help validate a hypothesis, but it does not make every test conclusive, and there is no universally reliable test duration or traffic threshold. The time needed depends on factors including traffic and conversion rates. Google Search Central’s website-testing guidance notes that reliable test duration varies with these conditions.
Rank #4
Plan around the outcome being measured and the traffic available rather than picking an arbitrary number of days. If the result is inconclusive, it is not evidence that the variation improved the experience.

Why isn’t a higher conversion rate always better?
A conversion rate is useful only in the context of what is being counted and what the organization is trying to achieve. A change can increase the proportion completing an action while harming revenue, customer quality, or another important outcome. CRO should therefore be judged by meaningful business improvement, using the conversion metric together with appropriate monitoring measures—not by the percentage alone.
