To manage app access to your Documents, Pictures, or Videos library in Windows 11, open Start > Settings > Privacy & security, select the library, then adjust its overall access setting and any individual app switches shown. The separate File system page controls broader file and folder access; neither page is a complete audit of every program that may handle files.
Where are the Documents, Pictures and Videos permissions?
-
Open Start > Settings > Privacy & security.
-
Under the app-permission settings, select Documents, Pictures, or Videos, depending on the library you want to manage.

How are library permissions different from File system access?
The Documents, Pictures, and Videos pages concern access to those named libraries. Privacy & security > File system is a separate control for broader access to files and folders. Its page has a general access control and controls for individual apps that appear there. Review it if your concern is not limited to one of the three libraries.
These settings have different scopes, so turning off a library switch should not be treated as proof that every route to files is blocked. App type also matters: desktop apps may not appear in Windows privacy lists or be controlled by those settings. What happens if you deny an app access?
Windows can create a unique folder for an app inside the library when access is denied. This lets the app keep running while restricting it from seeing data outside that folder. The trade-off is that features relying on the library may be limited or may not work as expected.
For example, Microsoft says that if a photo-editing app is denied write access to Pictures, Windows creates a unique Pictures folder for it, and the app can write only to that folder. An app that needs to select or work with your existing library contents may therefore lose some functionality. Microsoft Support explains library access and privacy.
Why is an app not listed?
First confirm that you opened the page for the right library. If the app is missing, it may be a desktop app. Microsoft notes that desktop apps—which can be installed from the internet or from media, and can include some apps distributed through Microsoft Store—may not appear in privacy lists and may access data differently.

For an unlisted app, check its own permissions and settings, along with its product permissions information and the developer’s privacy policy. Windows’ library switches do not necessarily govern that app. Microsoft Support: Windows desktop apps and privacy

What if Windows says settings are managed by your organization?
On a workplace-assigned device, or a personal device connected to a work account, File system access may already be disabled by management. If the page says “Some settings are managed by your organization,” the setting may be controlled by your organization rather than available for you to change. Ask your IT administrator about the device’s policy. Microsoft Support: Windows file system access and privacy

If the app needs broader file access, review Privacy & security > File system separately.
-
If the app is absent, check whether it is a desktop app and look for permission controls within that app.
