Find Fra—who introduces himself as Fred—in the Field Office Cafeteria, then follow the quest objectives to build a decoy Director’s Office in the marked containment unit. The setup is not complete until you hang Fra’s portrait, invite him through Zoe’s Watchtower radio, and close the unit from its exterior panel.
Where to find Fra in A New Directive
- During exploration of the Unknown Zone, follow the mystery caller’s lead to the Field Office in Central. Trigger details can vary; check the active quest log and map if the next step is unclear.
- Go to the Field Office Cafeteria and speak with the person calling himself Fred. Langston identifies him as Fra Mauro, who wants to become Director.
- Speak with Langston. He explains the situation and proposes using a containment unit furnished to resemble the real Director’s Office as a trap.
How to furnish the containment unit
Sketch the Director’s Office
Travel to the real Director’s Office and interact with the desk or reference prompt indicated by the objective. This gives you the model for the decoy setup.

Get Fra’s portrait and finish the setup
Continue the Cafeteria conversation with Fra until the portrait objective appears. Retrieve the canvas from the Field Office and take it to Fra so he can create Director Fra’s Portrait. Hang the finished portrait on the marked back wall of the containment unit. The furniture by itself does not complete the decoy office.
How to lure and contain Fra
- After hanging the portrait, speak with Fra again, then talk to Langston.
- Go to Zoe at the Watchtower and speak with her.
- Use the Watchtower radio console to contact Fra and tell him his office is ready.
- Return to the Field Office. When Fra is inside the prepared unit, activate the exterior control panel to close the containment door and finish the quest.
Quest reward
Walkthroughs report Untapped Whetstone as the reward. One guide also lists +250 Source, but that extra amount is not corroborated by the other guides and should be checked against the in-game reward display.

Common point of failure
- The unit appears furnished, but the sequence will not advance: Check that you retrieved the canvas, had Fra make his portrait, and hung it on the marked wall.
- Fra has not arrived: Complete the conversations with Fra and Langston, then speak to Zoe and use her radio. The invitation is a separate step from furnishing the room.
- The unit is ready but not sealed: Return to the Field Office and use the control panel outside the unit after Fra is inside.
