Content Debt in the AI Era: What to Fix Before It Compounds

AI makes content easier to produce, not automatically easier to maintain. Learn how content debt builds and how to prioritize a practical response.

AI can make producing and adapting content faster, but that does not make a neglected content library cheaper to maintain. It can add to the problem: more pages and versions create more material to check, structure, govern, and update. Content debt is a useful name for that accumulated burden—not a standardized accounting category with a universally agreed dollar value.

What content debt includes

Content debt is the accumulated cost of keeping an organization’s content useful when pages are outdated, inconsistent, hard to find, poorly structured, or expensive to change. It is not just a pile of old web pages. The debt also lives in the systems and workflows that make it difficult to discover what exists, determine whether it is accurate, identify who owns it, or correct it promptly.

A page can be technically current and still create debt if it lacks useful metadata, is duplicated across channels, or cannot be safely updated without searching several systems. Conversely, old content is not automatically a liability: some material remains accurate and valuable. The practical question is whether content can be trusted, found, maintained, and retired at a reasonable cost.

What the large cost estimates do—and do not—show

Storyblok’s 2026 landing page for research produced with FT Longitude estimates that unmanaged content costs the global economy $4.63 trillion, averages $663.4 million per organization, and puts 5.9% of annual revenue at risk. The report describes a survey of 550 senior executives at companies with more than $1 billion in revenue. Those are survey-derived report estimates, not independently verified global accounting totals. The landing page does not provide field dates or the full methodology, so the figures should be read as directional claims from a vendor-associated study, not as a precise bill every company can expect to find.

These estimates may help convey why content maintenance matters, but they do not establish how much of the cost is caused by AI. Nor do they mean every organization has the same exposure. The more useful takeaway is to measure your own avoidable work: time spent locating, verifying, correcting, approving, and republishing content, alongside the consequences of errors or stale information.

How AI changes the cost of ignoring the problem

Production gets easier; upkeep does not disappear

Generative AI can help create drafts, adapt copy for different channels, and support metadata work. That lowers friction in producing material, but every additional item still needs an owner, a trustworthy source, a place in the information architecture, and a plan for review or retirement. If those controls are weak, faster output can enlarge the inventory faster than teams can maintain it.

Demand is also rising. Deloitte Digital reported that content demand nearly doubled from 2023 to 2024, following a 55% increase in the preceding year. The summary does not establish that this measure applies uniformly across industries or organizations, so it is best understood as a reported trend in that study rather than a universal forecast.

Use is widespread, but scaling is uneven

Content Science’s 2025 research summary says 86% of participants used AI in some capacity, while 29% reported moderate or fast progress scaling adoption. The figures describe different levels of adoption and progress; using an AI tool is not the same as integrating it into reliable operations.

In a separate survey, Content Marketing Institute and MarketingProfs reported that 75% of enterprise marketers used AI, compared with 58% the prior year. The survey was fielded June 25–August 16, 2024, among 310 respondents at enterprises with 1,000 or more employees, mainly in North America. Fifty-seven percent said AI use was ad hoc. Among those respondents, 70% reported medium trust in AI outputs, 3% high trust, and 27% low trust. These results are not directly interchangeable with Content Science’s sample; together, they illustrate adoption and confidence challenges, not a single universal adoption rate.

Automation may help, but association is not causation

Deloitte Digital reported that organizations using automation were 24% more likely to meet content demands and reported 29% greater revenue impact from content marketing than peers not using automation. This is an association in the study, not proof that automation alone caused the difference. It does support treating automation as one possible way to increase capacity—provided the underlying content and governance are manageable.

Why governance matters as much as generation

AI output needs a clear route from creation to publication and maintenance. The CMI and MarketingProfs enterprise survey found that organizations address topics such as permitted use, data handling, security, copyright, disclosure, and human review in AI guidelines. The presence of guidelines does not guarantee safe or accurate output, but it makes responsibilities and limits more explicit.

Content operations maturity is another part of the picture. Content Science reported that 61% of its 2025 research participants placed their content-operations maturity at level 2 or 3. Its summary also associates higher maturity with stronger reported content success. That is a correlation, not evidence that raising a maturity score by itself causes better results.

One anonymous Content Science research participant described building a generative-AI metadata assistant to help creators select taxonomy tags and descriptive metadata. The participant said strict rules helped save team time and reduce overtagging. The example points to a bounded, practical use: AI can assist with a defined workflow, while rules and human oversight keep metadata useful.

A practical sequence for reducing content debt

  1. Inventory what exists

Identify the repositories, websites, documents, and channels that hold content. Record what each item is, where it appears, when it was last reviewed, and who is responsible for it. Start with visibility rather than attempting a wholesale rewrite.

  2. Prioritize by risk and value

Review inaccurate or regulated material, high-traffic pages, revenue-critical information, and content reused across many channels before low-impact items. Consider both the consequences of being wrong and the effort or value associated with updating a page.

  3. Make content easier to maintain

Check whether important material has consistent structure, useful metadata, clear taxonomy, and an update path that does not depend on one person’s memory. Improve the fields and relationships that help staff find, reuse, and verify content.

  4. Assign ownership and review triggers

Name an accountable owner and define when review is due. A calendar date can work, but event-based triggers—such as a product, policy, or regulatory change—may prompt a more timely check. Set approval rules and decide when content should be retired rather than refreshed.

  5. Set limits for AI use

Document which tasks AI may support, what information may be entered into tools, and when human review or disclosure is required. Include security and copyright considerations, and establish who is accountable for published material.

  6. Measure the maintenance burden and the outcome

Track stale or inaccurate content, time to update, reuse, content demand, and relevant audience or business outcomes. Output volume alone cannot show whether content is useful or sustainable.

How to evaluate tools without mistaking software for a strategy

A content platform can support inventory, structured content, metadata, permissions, and workflows, but software does not create ownership or good review rules by itself. No evidence cited here establishes one CMS as the universal answer. Before choosing or changing tools, compare options against the work your organization actually needs to do.

  • Visibility and ownership: Can teams locate content and see who maintains it?
  • Structure and metadata: Can important content be organized and reused consistently?
  • Governance and workflow: Can review, approval, and retirement rules be supported?
  • Fit with existing systems: Will the platform work with current publishing and operational processes?
  • Maintenance effort and total cost: What work will adoption add or remove over time?
  • Risk and publishing needs: Does the setup fit the organization’s regulatory, security, and channel requirements?

Evaluate the operating model and the tool together. If a new platform makes content easier to publish but leaves it unclear who checks accuracy or removes obsolete material, it may speed production without reducing debt.
