Connect Terraform to AWS Safely: A Local Setup Guide

A practical local setup for Terraform and AWS CLI: authenticate safely, target the correct account and region, initialize the provider, and inspect changes before applying.

To set up Terraform with AWS, install Terraform and AWS CLI, authenticate with a temporary or federated login, select the intended AWS profile and region, then initialize and inspect a Terraform plan before applying anything. This sequence helps keep credentials out of configuration and makes it easier to catch an account or region mismatch before changes are made.

1. Install and verify Terraform and AWS CLI

Install Terraform using HashiCorp’s official installation instructions for your operating system. Open a new terminal and run terraform -help; the command should display Terraform’s help text.

Install or update AWS CLI version 2 using AWS’s current setup instructions for your platform, then run aws --version to verify it is available. Installation commands differ by operating system, so use the platform-specific instructions rather than a generic command copied from another system.

2. Choose how the CLI will authenticate

For local development, prefer short-term credentials or your organization’s federation workflow over permanent IAM user access keys. AWS’s authentication guidance describes supported credential methods and favors short-term authentication; its IAM user guidance cautions against using IAM users for authentication when developing purpose-built software or working with real data. Never create or use a root access key for this setup.

Browser-based sign-in with console credentials

If your AWS environment supports it, AWS CLI’s aws login flow lets you sign in through a browser and use temporary credentials. AWS documents this flow for AWS CLI 2.32.0 or later and says the CLI automatically refreshes the credentials for up to 12 hours. Follow the current AWS local sign-in instructions to complete login.

IAM Identity Center

If your organization uses IAM Identity Center, follow AWS’s aws configure sso and aws sso login procedure in its authentication guide. Your organization’s administrator must provide the relevant Identity Center details and grant access to the account and role you need.

Legacy access keys

Some constrained workflows may still depend on IAM user access keys. Treat them as a legacy exception: do not put them in Terraform files, commit them to a repository, or use root credentials. HashiCorp warns against supplying provider credentials in configuration because shared source may expose them; see its provider configuration guidance.

3. Select a profile and region deliberately

AWS CLI profiles let you keep settings for different accounts and environments separate. If a command does not specify a profile, the CLI uses the default profile. On Linux and macOS, AWS CLI’s shared files are normally in ~/.aws/: credentials are generally stored in credentials and general settings such as region in config. On Windows, they are under the user profile’s .aws directory. See AWS’s configuration and credential file reference for the current details.

When working with more than one account, use a named profile and select it explicitly for CLI commands, for example aws sts get-caller-identity --profile dev. This command returns the AWS identity the CLI is using; verify the command and its options in the AWS CLI reference for your installed version. For Terraform, you can select a profile with the AWS_PROFILE environment variable in the shell where you run Terraform, or use the provider’s profile argument. Avoid relying on an implicit default when the wrong account could cause harm.

Region selection also needs to be intentional. A command-line option can override an environment variable, which can override values in configuration files and other credential settings. AWS explains these precedence rules in its CLI configuration reference and authentication guide. If the account or region seems wrong, check the command’s --profile and region options, the AWS_PROFILE and region environment variables, the selected profile files, and Terraform’s provider settings.

4. Declare the AWS provider without embedding secrets

In your project directory, create a Terraform configuration that declares the AWS provider source, a version constraint appropriate to your project, and the region where resources should be managed. For example:

terraform {
  required_providers {
    aws = {
      source  = "hashicorp/aws"
      version = "<choose a compatible constraint>"
    }
  }
}

provider "aws" {
  region  = "us-west-2"
  profile = "dev"
}

us-west-2 and dev are examples; replace them with your intended region and profile. Choose the provider constraint based on the project’s compatibility needs and the current HashiCorp provider guidance. Terraform obtains provider plugins when you initialize the working directory.

The AWS provider can use supported credential sources including AWS shared files and environment variables. A profile-based local workflow keeps credentials separate from Terraform source. Do not add access keys or other secrets to the provider block. HashiCorp’s tutorial covers explicit provider configuration and supported authentication approaches.

5. Initialize, verify identity, and inspect the plan

  1. In the project directory, complete the chosen login flow, such as aws login or aws sso login.

  2. Confirm the CLI is using the intended identity with aws sts get-caller-identity --profile dev, replacing dev with your profile. Do not continue if the returned account or role is not the one you expect.

    Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  3. Run terraform init to initialize the working directory and download required providers and modules.

  4. Run terraform plan and read the complete output before considering an apply. HashiCorp’s AWS provider tutorial uses planning to check that credentials work and display proposed changes. A plan is an inspection at that point in time; later changes to configuration or remote state can alter the actions.

Do not run terraform apply until you understand the proposed changes and have confirmed the workspace, account, region, backend/state, and variables. The permissions required depend on the resources and operations in your configuration; there is no universal Terraform permission policy established by the setup guides.

Fix common setup problems

Terraform reports missing or expired credentials

Complete the selected login flow again and confirm Terraform is using the intended profile or other supported credential source. Check that the shell running Terraform has the expected AWS_PROFILE value and that the profile name matches your AWS CLI configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The wrong account or region appears

Check for command-line overrides, environment variables, a different default profile, and the region in the Terraform provider block. AWS CLI precedence means a higher-priority setting can override a value stored in a profile.

A plan fails with access denied

The role or identity may lack permissions for the resources or operations in the configuration. Ask the account administrator to grant only the access required for that work; a broad administrator policy is not a universal prerequisite for Terraform.

The plan proposes unexpected changes

Stop before applying. Review the full plan, then verify the active workspace, AWS account, region, backend and state, and variable values. An unexpected plan is a reason to investigate, not to approve the changes blindly.

Credentials were added to source or committed

Remove secrets from Terraform configuration and prevent local credential files from entering version control. If a credential was exposed, treat it as compromised and follow your organization’s process to revoke or rotate it.
