In Confluence Cloud, data classification labels how sensitive or governed content is; page restrictions control who can view or edit it. A classification label is not an access list. To block someone from opening a page, use view restrictions and check the space and parent-page permissions. To govern actions such as exporting sensitive content, classification can inform a separately configured data security policy.
What data classification controls
Data classification answers: How sensitive or governed is this content? An organization can establish classification levels and apply them through organization defaults, space defaults, allowed manual classifications, or rules that detect particular content. Atlassian documents Confluence pages, blog posts, databases, and whiteboards as classifiable objects. Atlassian’s data classification overview describes the feature and its use.

Scope matters. Organization and space defaults provide broader baselines; a classification assigned to an individual content object applies to that object. It does not automatically pass from that object to its child pages.
The classification itself is a label, not an access restriction. A separate data security policy can use a classification to control actions. For example, Atlassian documents a policy that uses detection of a credit-card number to classify a page as “Highly confidential” and prevent exporting it. The policy enforces the export control; the label alone does not. Atlassian’s data security policy documentation explains this distinction.

What page restrictions control
Page restrictions answer: Who may see or change this content? Confluence Cloud lets administrators and permitted users manage general access and specify people or groups for content access. A restriction can limit a page even for someone who otherwise has access through the space. See Atlassian’s guide to changing who can find content and what they can do with it.

- View restrictions inherit down the page tree: restricting a parent page’s visibility also affects its descendants.
- Edit restrictions do not inherit: a parent’s edit restriction does not, by itself, restrict editing of child pages.
When someone cannot access a page, check the containing space, parent-page access, and the content restriction rather than treating the page setting as the only relevant control. Atlassian’s content-level permissions guide covers those checks.

Choose the control for your goal
Keep a person from opening a page
Set a view restriction for the relevant people or groups, then verify that space permissions and parent-page access do not grant access through another route. Classification alone will not block a reader.

Label sensitive content or govern an action
Configure appropriate classification levels and defaults or detection rules. If the goal is to prevent an action such as export, configure the data security policy that uses the classification; do not assume the label itself enforces that action.
Manage access in a page tree
Apply view restrictions with the inheritance behavior in mind: descendants are affected by a parent’s view restriction. Set edit restrictions on each content item that needs them, since an edit restriction does not flow to child pages.

These features have different availability requirements. Atlassian lists Confluence Cloud data classification with Atlassian Guard Premium and separately notes Government Cloud availability. It says content restrictions are unavailable on Confluence Cloud Free.
