When the rule of law is under threat, citizens can respond through peaceful civic participation, lawful assembly, access to reliable legal advice, and available accountability mechanisms. The right steps depend on the issue, local law, and personal circumstances; no single action fits every country or situation.
What the rule of law means
The United Nations describes the rule of law as a principle of governance in which everyone—including the state and its institutions—is accountable to public laws, applied equally and independently adjudicated, consistent with international human rights norms. Its elements include equality before the law, accountability, fairness, separation of powers, participation in decision-making, legal certainty, protection from arbitrariness, and transparency. The UN’s explanation of the rule of law offers a useful framework for identifying what may be at stake.

Start by naming the concern as precisely as possible. Is it unequal treatment, a decision made without a fair process, blocked participation, lack of transparency, or the absence of meaningful accountability? Identifying the principle can help you choose a response that addresses the problem rather than relying on a general sense that something is wrong.

People can raise concerns through public decision-making and civic-awareness efforts, and encourage dialogue and cooperation. The UN Special Rapporteur’s recommendations on Belarus include awareness-raising, dialogue, cooperation, and peaceful assemblies. These are general avenues, not a guarantee that a particular official or process will respond.

Choose a channel that fits the issue and is available where you live. Depending on local circumstances, that might mean making a submission to a public consultation, asking elected representatives or public bodies for information, or joining a civic group working on the relevant rights or institution. Check applicable rules and procedures before taking action.
Consider peaceful assembly—and check local rules
Peaceful demonstrations and other assemblies can let people express views collectively and take part in shaping society. The UN Human Rights Committee states that peaceful assembly is a fundamental right that enables collective expression and participation. Its General Comment No. 37 says states should facilitate the right, and that restrictions must be prescribed by law and necessary in a democratic society. Read General Comment No. 37 (2020).

These international standards do not tell you which notification, permit, route, or other procedure applies to a particular event in your country. Check current local requirements and seek qualified local advice if the consequences of getting them wrong could be serious.
A UN Special Rapporteur recommendation says: “Ensure all protests and assemblies are peaceful. Citizens should not perpetrate violence and need to act within the provisions of the law while carrying out their activities.” This is general guidance in a 2013 report, not a substitute for current, country-specific legal advice. Reliable legal information can help clarify the rights involved, the procedures that apply, and whether a remedy is available. The UN notes that access to justice helps people exercise rights, challenge discrimination, and hold decision-makers accountable. It also identifies the cost of advice and representation as an obstacle and describes legal aid as an important part of access-to-justice strategies. Learn about the UN’s access-to-justice framework.
Look for information from official courts or public legal services, established local legal-aid providers, or qualified lawyers. Ask whether legal aid is available and what eligibility or application rules apply; availability and scope vary by country. Do not treat general online material as a decision on your specific case.

Ask about remedies and independent oversight
Depending on the issue and the country, a person may be able to seek a judicial remedy or contact an appropriate national human rights institution. In its guidance on peaceful assembly, the Human Rights Committee calls for independent, transparent oversight and timely access to effective remedies. That guidance is relevant to assembly-related concerns; it does not establish that a particular body or remedy exists for every problem in every country.

Choose a response that fits the issue and your circumstances
There is no universal ranking of civic action, assembly, legal advice, or formal remedies. Consider whether the action is peaceful and consistent with applicable local law, whether it addresses the right or institution at issue, and whether a relevant remedy or oversight body is available. Your circumstances and safety also matter, and assessing those risks requires current local information.
