Each symptom points to a different next step; system-file repair commands cannot help if you cannot open an elevated prompt.
Start by identifying the symptom
Notice what happens when you try to open Command Prompt: nothing, an error message, a different-looking terminal window, or a failure to reach the Windows desktop. Also establish whether the PC is personally owned or managed by work or school. A managed-device restriction should go to the administrator, not be treated as a broken Windows installation.

- A different-looking console opens: check whether Command Prompt opens in Windows Terminal.
- A message says an administrator or setting blocked it: this points to a policy restriction.
- The prompt opens but Windows features appear corrupted: use Microsoft’s DISM and SFC sequence if you can open it as an administrator.
- Windows will not start: use Windows Recovery Environment (WinRE) rather than ordinary desktop troubleshooting.
- Nothing happens and none of these branches fits: the documented fixes below do not establish a universal cause for every failure to launch
cmd.exe.
Command Prompt opens in Windows Terminal
A new-looking window does not necessarily mean Command Prompt is broken. Since the Windows 11 22H2 update in October 2022, Command Prompt, PowerShell, and other console apps can appear inside Windows Terminal by default. [Microsoft’s Windows Terminal FAQ]

- Open Settings > System > Advanced > Terminal.
- Select Windows Console Host as the default terminal application.
You can also open Windows Terminal, go to Startup > Default terminal application, and select Windows Console Host.
“The command prompt has been disabled by your administrator”
This message points to an administrator-controlled policy, not necessarily corruption or a failed executable. Microsoft’s DisableCMD policy can prevent users from running the interactive Cmd.exe prompt and can determine whether batch files (.cmd and .bat) run. On a work- or school-managed device, contact IT and ask them to review the restriction. Do not try to bypass it. On a personally owned PC, the message still indicates a policy setting may be involved; the cited Microsoft policy documentation describes what the setting does, not a consumer bypass procedure.

Commands fail or Windows features show corruption symptoms
If Command Prompt does open and you can run it with administrator privileges, Microsoft’s supported repair sequence is to run DISM first, wait for it to finish, and then run System File Checker (SFC). DISM can take several minutes. Keep the prompt open until SFC verification reaches 100%. [Microsoft Support: Use the System File Checker tool to repair missing or corrupted system files]

- Open an elevated Command Prompt: search for Command Prompt, choose Run as administrator, and approve the prompt if requested.
- Run
DISM.exe /Online /Cleanup-image /Restorehealthand wait for completion. - Run
sfc /scannow. Do not close the window before verification reaches 100%.
Microsoft says SFC scans protected system files and replaces corrupted files with a cached copy. This procedure requires an elevated prompt; it is not a first step for cmd won’t open. If the executable cannot be launched, use the recovery branch if Windows also cannot start, or seek an appropriate support path rather than assuming these commands can repair a prompt you cannot access.
Windows will not start: use Windows Recovery Environment
When Windows itself will not boot, WinRE provides troubleshooting and recovery options, including Command Prompt, Startup Repair, and uninstalling updates. It may start automatically after repeated failed starts. You can also use Windows installation media created on a working PC to enter recovery. Choose the least disruptive option that matches the problem, and back up important files where possible. Some recovery actions can cause data loss, so read the prompts carefully; if you are unsure about advanced recovery or your files are at risk, get qualified help before proceeding. For instructions specific to your device, consult its manufacturer as well as Microsoft’s recovery guidance.
Windows version context
The Windows Terminal behavior described above applies to Windows 11 22H2 and later behavior documented by Microsoft; settings can change with subsequent releases. Windows 10 support ended on October 14, 2025. Microsoft says Windows 10 no longer receives free software updates from Windows Update, technical assistance, or security fixes under that support arrangement.
