Collaborative citizen journalism is news reporting in which citizens take an active role and work with other contributors—such as fellow residents, professional journalists, news organisations or specialists—to gather, examine, produce or share information. It can mean anything from a shared investigation to a continuing reporting network; the participants and workflow matter more than the label.
What counts as citizen journalism?
Citizen journalism describes citizens taking an active role in one or more parts of producing and sharing news: collecting information, reporting, analysing it or disseminating it. A person does not have to perform every stage to participate. The term is broad, and different projects draw the line between public participation and professional journalism in different ways. The Reuters Institute’s review of definitions discusses this usage and traces a foundational definition to Shayne Bowman and Chris Willis’s We Media (2003): Reuters Institute for the Study of Journalism.

What makes it collaborative?
Collaboration means contributors work together toward a reporting goal, sharing some combination of information, reporting, expertise, editorial work or distribution. A reader who sends a news tip or photograph is participating in newsgathering, but that single contribution alone does not necessarily make the activity an ongoing collaborative journalism project. The distinction is practical rather than a universal formal rule: describe who is working together, what they share and how decisions are made.

Common elements in the case studies include shared resources, complementary skills, a common method, reciprocal benefit and agreed goals. Citizens may contribute local knowledge or leads; journalists may coordinate reporting; and specialists may add data or technical expertise. No single division of labour or editorial arrangement applies to every project.

What forms can collaboration take?
Collaborative work can be temporary or ongoing, and the participants and shared work differ from case to case.
- A one-off investigation: contributors and news organisations pool reporting or specialist knowledge around a particular story.
- A continuing network: journalists and non-journalists collaborate on projects as reporting needs arise.
- A shared newsroom: regional publishers coordinate reporting and share material while serving their respective audiences.
A Reuters Institute study of collaborative local journalism examined three European examples: the Bureau Local in the UK, “L’Italia Delle Slot” in Italy and Lännen Media in Finland. Its 31 interviews took place from December 2018 to February 2019 and were considered alongside reporting output and organisational materials. These cases illustrate different arrangements; they are not a universal template.

How should a project be assessed?
To understand whether a project is genuinely collaborative—and what that means in practice—look at its working arrangements rather than relying on its name.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Participants: Are citizens working with one another, journalists, news organisations, specialists or civic groups?
- Duration: Is the work tied to one investigation, or does a standing network continue to collaborate?
- Shared work: Are contributors exchanging leads, reporting, data, expertise, production work or distribution?
- Governance: Who checks material and makes publication decisions? Who has editorial control?
- Purpose: What reporting goal do participants share, and which community is it intended to serve?
A 2022 Reuters Institute paper proposes three models for local collaborative journalism—co-op, contractor and NGO—based on interviews with participants in the UK, Italy and Finland. The labels describe models proposed in that study, not an exhaustive classification for every country or type of journalism. The paper also considers how collaborations manage competitive tensions while coordinating reporting and sharing benefits.

How are citizen contributions verified?
Material from a citizen contributor is a lead or piece of evidence to assess, not proof that a claim is accurate. The Reuters Institute’s 2018 study of user-generated content examines newsroom use of social sources and eyewitness material, particularly during traumatic events and crises. It describes practice as case-specific and points to the need for agreed standards that protect sources, reputation and trust.
For readers evaluating a particular project, useful questions include who checks a contribution, how its origin and context are assessed, who decides whether it is published and how contributors or sources are protected. These are practical implications of the need for standards, not a universal checklist imposed by every newsroom. The newsroom or project should make its verification and editorial responsibilities understandable.

What the examples do—and do not—show
The Reuters Institute’s European cases and interview-based studies demonstrate that collaborative journalism can take several forms and can combine resources and expertise. They do not establish that every project follows those models, that collaboration automatically improves reporting, or that it causes better outcomes. The 31-interview figure describes the scope of the 2019 case study, not how common collaborative journalism is or how successful it tends to be.
For an account of the case studies, see the Reuters Institute overview; for the user-generated-content study, see Kadia Tubman’s How Newsrooms Use User Generated Content (2018) at the Reuters Institute; and for the proposed local-collaboration models, see Joy Jenkins and Lucas Graves, “Do more with less: minimizing competitive tensions in collaborative local journalism” (2022), at the Reuters Institute.
