Cold storage describes how private keys are kept and who controls them; on-chain verification checks specific public blockchain evidence. Neither, on its own, proves that a custodian has disclosed all its assets and liabilities or will honor withdrawals. The key is to match each claim to the evidence that can support it.
What question does each approach answer?
| Approach | What it can help establish | What it does not establish by itself |
|---|---|---|
| Cold storage | How private keys are kept and, in a self-custody setup, who controls them. | Whether a third-party custodian has enough assets overall, disclosed all liabilities, or will process withdrawals. |
| On-chain public verification | Whether particular transactions, addresses, or specified proofs meet the relevant on-chain checks. | Complete ownership, total reserves, undisclosed liabilities, or solvency—unless separate evidence supports those claims. |
They are not competing versions of the same safeguard. One concerns key custody; the other concerns observable blockchain data and the scope of a particular verification.

What cold storage means for control and responsibility
In self-custody, keeping your own keys gives you control over your bitcoin, but also makes you responsible for security and backups. Bitcoin.org describes this trade-off in its Bitcoin safety guidance. Hardware wallets and offline computers are categories of tools that can support key custody; neither category guarantees that a setup is safe. The specific device, recovery process, and the holder’s security practices matter.

With a custodian, the customer relies on that organization to safeguard the coins and honor withdrawal requests. That reliance creates counterparty risk: evidence that keys or coins are held in a particular way does not itself establish that the customer can withdraw on demand.

BIP 65 mentions hardware wallets among ways to control funds, alongside cold storage and multisignature outputs (BIP 65). Bitcoin.org’s Armory listing describes an offline-computer cold-storage approach (Armory wallet information). These examples illustrate methods, not endorsements or proof about any custodian.
What on-chain verification can show
Public transactions and address activity
Bitcoin transactions are public and permanent. Anyone can inspect an address’s balance and transaction history, but that visibility does not automatically reveal the identity of the person or organization behind the address. Address activity can still expose information, so checking public data has privacy implications. Bitcoin.org explains both the public nature of transactions and the limits of address identification in its Bitcoin guidance.

A proof of control under BIP 127
BIP 127, “Simple Proof-of-Reserves Transactions,” specifies a format for proving control over a stated amount of bitcoin using a commitment-linked transaction and signatures. In broad terms, the commitment is linked to a special first input; the remaining inputs are signed so their signatures commit to that input, and the transaction has a single output equal to the input total when the commitment input is treated as zero. The proposal is designed to support standard verification, prevent reuse of another party’s proof, and permit checking control at a given block even if the funds are later spent. It also identifies privacy shortcomings.

BIP 127’s described proof concerns control over the stated bitcoin under its rules; it does not purport to establish a custodian’s complete liabilities or all assets. The BIP page identifies the proposal as Complete and shows version 1.0.0 dated 2026-05-21; its text is rendered from a canonical repository revision. Proposal status and implementations can change. Transaction inclusion with Bitcoin Core
Bitcoin Core’s verifytxoutproof checks whether a transaction is included in a block in the validating node’s best chain. That is an inclusion check—not, by itself, proof of who owns or controls the funds, how much a custodian holds in total, or whether it is solvent. The command’s scope is described in the Bitcoin Core developer reference.
Does proof of reserves mean an exchange is solvent?
No—not from the on-chain evidence alone. A proof that validates may support a narrower statement, such as control over a specified amount at a specified point, or inclusion of a transaction in a block. It does not, by itself, show that the disclosure covers every relevant asset or that it accounts for all liabilities. Nor does it guarantee that withdrawals will be honored. To assess a broader solvency claim, the scope and date of the proof and any separate evidence about liabilities and completeness would matter.

Can you verify that your bitcoin is in cold storage?
Public blockchain data can show activity associated with addresses, and some proof formats can demonstrate control under specified rules. Neither observation alone tells you how a custodian stores its keys or establishes that an address belongs to that custodian. A cold-storage claim is about key handling; on-chain evidence can address only the claims its method actually verifies.
Quick Recap
How to read a custody or reserve claim
- Identify the claim. Is it about where keys are kept, control of a specified amount, transaction inclusion, total assets, liabilities, or withdrawal access? These are distinct questions.
- Check the proof’s scope and date. Note which assets or addresses are covered, what amount is stated, and the block or snapshot time to which the claim applies.
- Match the verification to the claim. Transaction inclusion is not ownership; evidence of control over a stated amount is not a complete balance sheet.
- Consider privacy and recovery. Public address activity may reveal information. In self-custody, the holder—not a custodian—must protect keys and backups.
