Cobot Cybersecurity for Small Manufacturers: Common Questions Answered

A cobot is part of a connected OT workcell. This practical guide explains how small manufacturers can inventory assets, restrict communications, control remote support and coordinate cybersecurity with safety and integrators.

Short answer: secure the entire cobot workcell, not just the robot arm. Inventory the controller, tooling, engineering computer, network links and remote-support paths; permit only required communications; separate the cell from unrelated systems; and coordinate every cyber change with the integrator’s safety assessment. A cobot label does not guarantee that a particular application is secure or safe.

What cobot cybersecurity actually covers

A collaborative robot (cobot) is an operational-technology asset inside a larger production system. Its cyber exposure comes from the complete cell: the arm, controller, gripper or other tooling, teach pendant, engineering workstation, programmable logic controllers, sensors, managed switches, firewalls, plant servers, cloud services and any remote-support connection. A cell can be exposed even when the robot itself has no direct internet connection if an engineering laptop, maintenance gateway or plant network provides a path to it.

NIST’s manufacturing cybersecurity guidance describes a broad trend: manufacturers connect operational technology (OT) to information technology (IT), share production data and enable remote access for maintenance and business functions. Those capabilities can improve uptime and visibility, but every additional connection creates another route that must be controlled. The exact risk depends on the installation and the vendor’s design; one cobot model cannot be treated as representative of all others.

Small and medium-sized manufacturers deserve particular attention because they may have limited cybersecurity staff while still holding valuable production information. NIST’s manufacturer starting guidance organizes practical work around the Cybersecurity Framework 2.0 functions: Identify, Protect, Detect, Respond and Monitor. You do not need a large security department to begin, but you do need an accurate inventory, clear ownership and controls that someone can maintain.

Why the robot label is not a security rating

“Collaborative” describes how a robot is intended to interact with people under specified conditions. It does not certify the security of the controller, the plant network or the finished workcell. Nor does it establish that every application can operate safely without guarding, speed limits, scanners, force limits or other measures.

NIST AMS 100-41, published May 26, 2021, treats cobot integration as a complete-system problem and directs users to a safety risk assessment and applicable collaborative-robot safety standards. Cybersecurity changes can affect safety-related communication, enabling logic, configuration backups or the ability to stop equipment. Therefore, the integrator and the person responsible for machine safety should review network, account, firmware and remote-access changes before they are deployed.

What to do first: a practical starting sequence

Use the following sequence to turn general guidance into work a small plant can execute. It follows the intent of NIST Cybersecurity White Paper 28 (CSWP 28), “Security Segmentation in a Small Manufacturing Environment,” which presents segmentation as a cost-effective way to reduce manufacturing cyber risk.

1. Build an asset and ownership list

Record every component that can influence the cobot or its production data:

  • Robot arm, controller, teach pendant and safety-rated devices.
  • End-of-arm tooling, vision systems, sensors, PLCs and human-machine interfaces.
  • Engineering, programming and maintenance computers, including removable media used with them.
  • Switches, wireless access points, firewalls, remote-access gateways and cellular links.
  • File servers, manufacturing-execution or quality systems, cloud dashboards and vendor-support services that exchange data with the cell.

For each asset, note its owner, physical location, operating system or firmware, network address, backup location, support contact and business consequence if it is unavailable or altered. An inventory that omits a technician’s laptop or a vendor gateway is not a complete cell inventory.

2. Map required communications

Document who must communicate with whom, for what purpose and in which direction. Examples include a controller exchanging status with a PLC, an engineering workstation downloading a program, a vision system sending inspection results, or a historian receiving production data. Record protocols and ports when known, but do not guess: confirm them in the model’s manuals and with the integrator.

Separate required flows from convenient ones. Internet access, unrestricted file shares and broad administrative access are not automatically operational requirements. This list becomes the basis for firewall rules, switch configuration and monitoring.

3. Group assets into security zones

NIST’s National Cybersecurity Center of Excellence (NCCoE) defines segmentation as grouping assets according to their communication and security requirements. A small plant might place the robot cell in an OT zone, engineering systems in a controlled maintenance zone, enterprise services in an IT zone and vendor access in a temporary support zone. The names are less important than the boundaries and the rules between them.

Do not assume that buying a managed Ethernet switch or firewall creates segmentation. Effective segmentation requires a designed architecture, correctly configured rules, tested communication paths and ongoing maintenance. A flat network with a new switch still behaves as a flat network if every port and route remains open.

4. Define and enforce the permitted paths

Use deny-by-default principles where the process allows them. Permit only the controller-to-PLC, workstation-to-controller, cell-to-historian and other flows that the application needs. Restrict administration to named devices and accounts. Disable unused services and ports when the vendor confirms that doing so will not impair operation or safety functions.

Document exceptions, their owner and an expiration or review date. A temporary rule created for commissioning should not become a permanent, forgotten route.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Validate the cell under production conditions

Test normal operation, program transfer, alarm handling, backups, safety stops, recipe changes and approved maintenance through the restricted architecture. Confirm that blocking an unneeded path does not break a required function. Have the integrator verify that cyber controls do not interfere with safety-rated signals, protective devices or recovery procedures.

6. Maintain the design

Segmentation is a lifecycle activity. Revisit the diagram when a robot, gripper, PLC, switch, software package or remote-support method changes. Review firewall and account rules periodically, remove obsolete exceptions and keep an offline copy of the current configuration and contact list.

How to handle remote support

Remote access can reduce response time and help a vendor diagnose faults, but NIST’s manufacturing work identifies it as a source of increased exposure. Treat it as a controlled capability rather than a permanent convenience.

Questions to answer before enabling access

  • What exact method is required: a plant-managed VPN, a jump host, a vendor gateway or another mechanism?
  • Which systems can the support user reach, and can the connection be limited to the controller or engineering workstation?
  • Who approves access, who can use it, and how is identity verified?
  • Is access disabled by default and enabled only for a scheduled maintenance window?
  • Are sessions logged, and can the plant review commands, file transfers and configuration changes?
  • How are accounts, tokens and vendor relationships removed when work ends or personnel change?

Prefer an access path that terminates in a controlled zone rather than exposing the controller directly to the internet. Give support personnel the minimum privileges needed for the task. Record the change, retain relevant logs and confirm that the connection is closed after the work. The available NIST material establishes the general risk of remote connectivity, not the current remote-support design of any particular cobot vendor; obtain those details from the model’s security documentation and integrator.

Can manufacturer usage descriptions help?

NIST Special Publication 1800-15 describes Manufacturer Usage Description (MUD), a standard in which a device states the network communications it needs. On a compatible network, a MUD policy can allow required traffic and block other communications. This can make policy creation more precise than relying on a broad “trusted device” rule.

MUD is an option, not a universal cobot feature. Confirm that the robot or gateway can provide a usable description and that the plant’s switches, firewall or policy system can enforce it. If either side lacks support, use a documented allow-list based on verified traffic instead. Do not claim that a cobot is protected by MUD merely because the standard exists.

Choosing a cybersecurity approach that fits a small plant

Owners often compare a focused segmentation project with a broader manufacturing-security program. The right choice depends on the cell’s exposure, staffing and communication requirements.

Decision area Focused cell segmentation Broader manufacturing cybersecurity architecture
Scope Defines zones, conduits and allowed traffic around one cell or a small group of cells. Extends to information integrity, threat detection, enterprise systems, incident response and multiple production areas.
Operational fit Can be designed around the robot, controller, engineering workstation and required support flows. Must reconcile requirements across production, business applications and site-wide services.
Implementation burden Usually narrower, but still requires inventory, configuration, testing and ongoing rule reviews. Requires more governance, monitoring, skills and sustained budget.
Compatibility evidence Depends on the robot vendor, network equipment and a test of the specific cell. Depends on interoperability and evidence across many systems and suppliers.
Safety coordination Integrator reviews changes that could affect the application’s safe operation. Safety, engineering, IT and OT owners coordinate changes across the facility.

A focused project is not a substitute for an incident-response capability, and a large architecture is not a reason to postpone basic isolation of an exposed cell. Start with the highest-consequence workcell and expand as the plant can sustain the controls.

Account, patching and backup questions for the vendor

General NIST guidance cannot establish a particular model’s patch cadence, security-advisory process, account controls, remote-support design, end-of-support date or cybersecurity certification. Before purchase or deployment, request current model-specific documentation and ask the integrator to put operational responsibilities in writing.

  • Which operating systems and firmware components are present, and how are security updates announced and applied?
  • Can default accounts be removed or renamed? Does the controller support individual users, strong authentication, role-based privileges and lockout?
  • How are programs, recipes, calibration data, safety settings and network configurations backed up and restored?
  • What logs are available, how long can they be retained, and can they be exported to plant monitoring?
  • What support connections exist, what data leaves the site, and how are access approvals and revocation handled?
  • What is the supported-life policy, and what happens when a controller or software release reaches end of support?

Have the integrator demonstrate recovery from a clean backup in a controlled test. A backup that has never been restored is an assumption, not a recovery plan.

Monitoring and responding when something looks wrong

Detection can begin with capabilities many small plants already possess. Alert on unexpected controller communications, new devices in the cell zone, repeated authentication failures, configuration changes outside maintenance windows and remote sessions that remain open. Keep clocks synchronized enough to correlate controller, firewall and workstation logs.

Write a short response procedure with named contacts. It should state when to stop remote access, isolate a suspected workstation or cell, preserve logs, notify the integrator and determine whether production, safety or confidential information is affected. Do not improvise a power-off response that could create a mechanical hazard; the safety procedure and integrator’s instructions govern how equipment is placed in a safe state.

Common mistakes and how to correct them

“The cell is safe because it is not on Wi-Fi.”

Wired connections, engineering laptops, plant servers and vendor gateways can still provide paths. Correct the assumption by mapping every physical and logical connection.

“The firewall is installed, so segmentation is finished.”

Hardware does not define zones or rules. Create an approved traffic matrix, configure the devices, test required functions and schedule reviews.

“Remote support should stay enabled in case something fails.”

Permanent access increases exposure and complicates accountability. Use approval, time limits, logging and immediate revocation instead.

“Blocking traffic cannot affect safety.”

Safety and control systems may rely on communications that are not obvious from an IT diagram. Test changes with the integrator and safety owner before enforcement.

“A generic checklist is enough for every model.”

Model-specific account, patch, backup and support behavior varies. Use generic practices to frame questions, then follow the current manual and security advisories for the exact controller and software release.

Where a small manufacturer can get help

NIST’s manufacturer starting guidance points to cybersecurity resources and Manufacturing Extension Partnership (MEP)-related assistance. A local MEP center or qualified OT-security provider may help inventory assets, design zones, configure equipment and exercise recovery. Geography, availability and service scope vary, so confirm them directly before signing an engagement.

When evaluating help, ask for experience with industrial control systems, references for similarly sized plants, a clear boundary between safety and cybersecurity responsibilities, and deliverables such as an asset register, network diagram, rule set, test record and maintenance schedule. A consultant should leave the plant with understandable documentation, not an inaccessible configuration that only the consultant can maintain.

A decision checklist for the next production meeting

  • Have we listed the arm, controller, tooling, workstations, network devices and remote-access paths?
  • Can we explain every communication the cell needs and identify the owner of each connection?
  • Are unrelated IT systems and internet paths blocked from the cell by design?
  • Is remote support disabled by default, approved for a defined window and logged?
  • Do current model documents answer patching, accounts, backups, logging and end-of-support questions?
  • Has the integrator reviewed cyber changes against the application’s safety assessment?
  • Have we tested restoration and documented who responds to a suspected compromise?

These questions turn cobot cybersecurity from a product claim into an operating discipline: know the cell, limit its communications, control access, monitor changes and keep the safety assessment connected to every technical decision.
