Co-packaged optics (CPO) is usually the stronger architecture when a system is constrained by optical I/O power, bandwidth density, and the electrical distance between a switch ASIC and its optical engines. Pluggable optics remain the more operationally flexible choice because each transceiver can be removed and replaced at the front panel. Neither approach is a universal winner. The right decision depends on link speed, the exact power boundary used for comparison, thermal design, deployment scale, and whether your service model prioritizes module-level swaps or tightly integrated hardware.
What the two architectures actually change
The distinction is physical as well as operational. In a CPO design, optical engines are placed close to the switch application-specific integrated circuit (ASIC), often on the same package or a tightly integrated substrate. The high-speed electrical connection between the ASIC and optical conversion is therefore short. Fibers still leave the system, but the electrical portion of the path is no longer routed all the way to a removable front-panel transceiver.

With pluggable optics, the optical transceiver is a separate module installed in a cage at the front of the switch, router, or other platform. The switch ASIC sends high-speed electrical signals across the board and through the connector to that module, where they are converted to and from optical signals. The module can be removed without replacing the entire switching board.
That location difference drives most of the trade-offs discussed in this comparison:

- Density: CPO can support dense optical I/O without dedicating a removable cage and connector to every engine.
- Service: Pluggables are designed as replaceable modules; CPO integrates the optical engines more deeply into the system.
- Manufacturing and thermal design: CPO moves more optical, package, and cooling decisions into the core hardware design.
“Pluggable optics” is also a broad category. The 2026 IEEE Journal of Lightwave Technology analysis cited for this comparison separates low-power linear pluggable optics (LPO) from conventional digital-signal-processor (DSP) pluggables. They should not be treated as one identical baseline when discussing energy.
Power efficiency: why the measurement boundary matters
The most concrete quantitative result in the available material comes from a 2026 analysis in the IEEE Journal of Lightwave Technology. It reports that current CPO transceivers improve energy efficiency by 23% versus LPO and 67% versus DSP-based pluggables. When the switch ASIC host serializer/deserializer (SERDES) is included in the accounting, the reported improvements rise to 44% versus LPO and 69% versus DSP pluggables.
Those are study-specific findings, not a guarantee for every CPO product. The change between the first and second set of percentages illustrates why a power number is meaningless without its boundary. A measurement limited to the transceiver can produce a different ranking or magnitude from one that also counts the ASIC-side SERDES that drives the electrical link to a front-panel module.

The practical lesson is to request a like-for-like power model before approving an architecture. At minimum, record:
- the link rate and signaling generation being compared;
- whether the figure covers only the optical engine or the complete transceiver path;
- whether switch ASIC host SERDES power is included;
- the number of optical ports and the expected traffic or utilization assumptions;
- temperature, cooling, and airflow assumptions; and
- whether the result is a measured value, a modeled value, or a vendor estimate.
CPO’s physical advantage is straightforward: the electrical path between the ASIC and optical conversion is shorter, so the design has less high-speed board routing and connector infrastructure in that portion of the system. That can improve the energy and signal-integrity budget. It does not mean every CPO implementation will consume less total system power than every pluggable implementation; the ASIC, optical engines, retimers or linear drivers, cooling system, and control electronics all remain part of the platform.

LPO deserves separate treatment from DSP pluggables. An LPO module removes or reduces some signal-processing work compared with a DSP-based module, so its power profile can be closer to CPO than a conventional DSP pluggable. The IEEE analysis still found a CPO advantage under its stated assumptions, but the size of that advantage changes when the host SERDES boundary changes.
Cost: what can and cannot be concluded
There is no defensible universal answer that CPO is cheaper, or that pluggables are cheaper, based on the evidence available here. The cited technical reviews discuss integration, packaging, reliability, and operational flexibility, but they do not provide comparable purchase prices or lifecycle-cost totals for complete systems.

CPO can introduce costs that are concentrated earlier in the product lifecycle. The switch, optical engines, package, substrate, thermal solution, manufacturing process, and qualification plan must be designed as a coordinated assembly. Engineering and validation effort may therefore be substantial, especially for a new platform or a high-volume design that has to meet tight thermal and signal-integrity limits.
Pluggables preserve a modular purchasing model. A system builder can select compatible modules, stock spares, and replace an individual transceiver. That flexibility can have operational value even when the price of a single module is not the only cost that matters. The platform still requires cages, connectors, board routing, and the ASIC-side electrical interface, so a lower module price would not by itself establish a lower system cost.
For a credible cost comparison, build two bills of material and two operating models. Include the switch and optical hardware, cages or package technology, cooling, installation, spare inventory, expected replacement labor, downtime exposure, and any qualification or redesign work. If a supplier provides only a transceiver price, label it as a component price rather than a system or total-cost figure.

Serviceability and replacement workflow
Why pluggables are operationally flexible
The IEEE review of LPO describes pluggable modules as hot-swappable and emphasizes their flexibility. In a compatible platform, an operator can remove a failed or suspect module from the front panel and install a replacement without replacing the entire switch board. That supports staged upgrades, spare-parts pooling, and troubleshooting by substitution.

A technician may need to verify the module type, fiber polarity, link coding, firmware or host compatibility, and connector condition. Cleaning a detachable fiber connector is a connector-maintenance task; it is not evidence that an integrated CPO engine can be repaired the same way.
What changes with CPO
CPO’s tighter integration makes serviceability more challenging because the optical engine is part of the core assembly rather than an independent front-panel cartridge. Access, replacement, and qualification depend on the particular mechanical and electrical design. A failure may require a board- or assembly-level replacement, but the available sources do not establish one universal CPO service procedure or repair time.
That does not mean CPO cannot be serviced. It means the service boundary must be defined by the system manufacturer. Some designs may provide replaceable subassemblies or a field-replaceable chassis unit; others may be serviced through complete board exchange or depot repair. Ask for the actual field-replacement unit, allowable maintenance actions, diagnostic coverage, and expected turnaround instead of assuming that all CPO systems behave alike.
Serviceability questions to put in a procurement document
- Which component is the field-replaceable unit: an optical module, a board, a sled, or the complete system?
- Can a failed optical engine be isolated without removing a functioning switch from service?
- Is replacement permitted in a live system, and what traffic or redundancy is required?
- What diagnostic indicators distinguish an optical-engine fault from an ASIC, SERDES, fiber, or connector fault?
- Are spare integrated assemblies available, and what is the promised replacement lead time?
- What training, tools, and packaging controls are required for a field exchange?
Thermal design, packaging, and reliability
CPO concentrates optical engines next to a high-power switch ASIC. That proximity can help the electrical budget while making thermal engineering more tightly coupled to the package and cooling path. The CPO overview and the 2026 review identify thermal management, packaging, manufacturing, and reliability as important design challenges.

In a pluggable system, heat is distributed between the ASIC, board path, connector and cage, and the front-panel module. The module remains a serviceable unit, but its thermal behavior still depends on the cage, airflow direction, heat sink or cold plate, and the number of active ports. A pluggable architecture is therefore not automatically easier to cool; it simply places the optical conversion in a removable enclosure.
Reliability should be treated as an evidence question rather than an architectural assumption. The sources do not establish a universal field-failure-rate advantage for either CPO or pluggables. CPO’s integrated package can reduce some interconnects while increasing the consequences of package, thermal, or manufacturing defects. Pluggables introduce removable connectors and modules but allow a failed unit to be exchanged independently. Only a vendor’s reliability data, environmental qualification, and service records for the specific platform can resolve that trade-off.
When reviewing a design, request thermal maps at the intended ambient range, airflow and cooling requirements, optical-engine temperature limits, derating behavior, and the manufacturer’s qualification scope. Make sure the numbers describe the same port count and traffic state as the deployment you are planning.

1. Define the system and link target
Start with the exact switch generation, port count, link speed, reach, and optical topology. A decision made for one speed or chassis density should not be generalized to another. Record whether links are inside a single facility, between rows, or across a longer optical path; the internal electrical path and external fiber reach are separate design questions.
2. Set a common power boundary
Create one worksheet that counts only the transceiver path and a second that counts the switch ASIC host SERDES and any other explicitly included interface electronics. Present both results. This prevents the common mistake of comparing a CPO engine number with a pluggable number that includes a larger portion of the host interface.
Best Value
3. Quantify density and cooling limits
Determine whether the platform is limited by front-panel space, board routing, total rack power, or cooling capacity. CPO is most compelling when the electrical path and optical I/O density are central constraints. If the chassis has ample panel space and cooling headroom, the integration benefits may not offset the operational value of removable modules.
4. Map the service model
Decide whether technicians are expected to swap individual optics at the rack, exchange complete boards, or return assemblies to a depot. Compare the required spares, maintenance windows, diagnostic tools, and replacement lead times. A design that is efficient in the laboratory can be a poor operational fit if its field-replacement unit does not match your maintenance process.
5. Build a deployment-specific cost model
Use supplier quotations for the complete platform and include installation, spare inventory, cooling, training, expected replacement work, and downtime exposure. Keep one-time engineering and qualification costs separate from recurring hardware and service costs. Do not fill missing values with assumptions presented as facts; mark them as unknown and test how sensitive the decision is to each one.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches6. Validate with a representative pilot
Before a broad rollout, test the proposed architecture at the intended port count and cooling condition. Check power at the agreed boundaries, link stability, alarms, replacement procedure, and recovery from a deliberately removed or failed component where the platform permits that test. A pilot cannot establish a universal industry verdict, but it can reveal whether the specific system meets your limits.
Where each approach fits best
CPO is a stronger candidate when:
- optical I/O power is a dominant constraint;
- the platform requires very high bandwidth density and a short ASIC-to-optics path;
- the organization can support integrated-package qualification and thermal analysis;
- service is organized around board, sled, or chassis replacement rather than individual optics; and
- the supplier can document the field-replaceable unit and provide adequate spares.
Pluggables are a stronger candidate when:
- hot-swappable, front-panel replacement is a primary operational requirement;
- the deployment needs to mix, upgrade, or replace optical modules independently of the switch board;
- existing technicians and spare inventories are built around removable transceivers; or
- the platform has enough electrical, thermal, and panel capacity that CPO’s integration advantage is not decisive.
These are fit criteria, not universal performance claims. A high-density deployment may still choose pluggables for service reasons, and a CPO platform may still be appropriate in an environment that demands strict field modularity if its manufacturer provides a suitable replacement architecture.
A practical comparison checklist
| Decision axis | CPO | Pluggable optics | What to verify |
|---|---|---|---|
| Electrical path | Optical engines sit close to the switch ASIC. | Modules remain at the front panel, with a longer electrical path. | Link rate, signaling, board reach, and host-interface design. |
| Power | Can reduce interface energy; the magnitude depends on accounting. | Power includes the removable module and the host-side path. | Whether host SERDES and other interface electronics are counted. |
| Service | Integrated access and replacement are implementation-dependent. | Modules are removable and described as hot-swappable in the IEEE LPO review. | Field-replaceable unit, live-service rules, diagnostics, and lead time. |
| Thermals | ASIC and optical-engine cooling are tightly coupled. | Module, cage, board, and airflow must be managed together. | Thermal maps, ambient range, derating, and cooling capacity. |
| Reliability | Packaging and integration create specific qualification challenges. | Removable modules support replacement but add connector and module interfaces. | Platform-specific qualification and field-failure evidence. |
| Cost | Integration and packaging complexity may shift cost into design and manufacturing. | Modularity can simplify replacement and inventory decisions. | Complete system price, lifecycle cost, spares, labor, and downtime. |
Common mistakes to avoid
- Quoting one power percentage without its boundary: Always state whether host SERDES is included and identify the LPO or DSP baseline.
- Calling all pluggables equivalent: LPO and DSP pluggables are separate baselines in the cited IEEE analysis.
- Assuming CPO means unserviceable: Serviceability is implementation-specific; obtain the manufacturer’s replacement workflow.
- Assuming hot-swappable means risk-free: Module replacement still requires compatibility checks, fiber discipline, and appropriate diagnostics.
- Declaring a cost winner from component prices: Compare complete systems and operating models, not an isolated optical-engine or module quote.
- Using a connector-cleaning procedure as a CPO repair plan: Cleaning a detachable connector does not address an integrated optical-engine or package fault.
- Generalizing one deployment’s result: Link speed, port count, cooling, utilization, and service assumptions can change the outcome.
Bottom line for an architecture review
CPO offers a credible path to lower interface energy and higher optical density by placing optical engines near the switch ASIC. The 2026 IEEE analysis reports 23% and 67% energy-efficiency improvements versus LPO and DSP pluggables, respectively, in its transceiver comparison, rising to 44% and 69% when host SERDES is included. Those figures are useful only when your own measurement boundary matches the study’s assumptions.
Pluggable optics retain the clearest serviceability advantage: a removable, hot-swappable module can be replaced independently of the switch board. CPO can be serviceable too, but the field-replacement unit, diagnostics, and turnaround are design-specific. The available evidence does not establish a universal purchase-cost or reliability winner. Choose CPO when integrated power and density constraints justify the packaging and service model; choose pluggables when modular replacement and deployment flexibility carry more value.
