During a March 23, 2023 House hearing, Rep. Richard Hudson asked TikTok CEO Shou Chew about both. Chew explained the first and said he would follow up on the second. TikTok later told the committee that it does not directly access other devices on local networks.
What happened at the hearing
The exchange occurred during the House Committee on Energy and Commerce hearing titled “TikTok: How Congress Can Safeguard American Data Privacy and Protect Children from Online Harms.” Hudson first asked Chew, “Mr. Chew, does TikTok access the home WiFi network?”

Chew answered that TikTok would use the network when the user turned on Wi‑Fi. Hudson then made the scenario explicit: if TikTok is installed on a phone connected to home Wi‑Fi, does the app access that network? Chew replied, “It will have to access the network to get connections to the Internet, if that is the question.”
Hudson’s next question changed the technical issue: could TikTok access other devices on that home Wi‑Fi network? Chew said he believed the answer was no, added that it could be technical, and said he would get back to the committee.
#1 Best Overall
- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
The committee’s preliminary transcript is explicitly unedited and warns that statements may be inaccurate, incomplete or misattributed. It records what was said, but it cannot establish what either person privately understood or intended.
Why the two Wi‑Fi questions are different
| Question | What it means technically | Evidence in this case |
|---|---|---|
| Does TikTok use my Wi‑Fi? | The phone sends TikTok’s internet traffic through the Wi‑Fi router instead of a cellular connection. | Chew acknowledged this ordinary internet connection at the hearing. |
| Can TikTok access other devices on my Wi‑Fi? | The app discovers or communicates with nearby devices such as televisions, speakers or computers on the same local network. | Chew said he believed the answer was no and promised a follow-up; TikTok later made a written statement on the issue. |
Being connected to a router does not automatically give an app the ability to inspect or control every device behind it. Internet access and local-network interaction are separate capabilities, with different operating-system controls and permissions.

What TikTok said in its written response
In a May 4, 2023 response for the record, TikTok stated: “TikTok does not directly access other devices on local networks.” The company said it uses standard protocols to communicate with devices when users take actions, citing Bluetooth audio and casting content to a television on Android as examples.

- WORKS WITH YOUR EXISTING INTERNET SERVICE: Pairs with your existing modem or gateway via ethernet. Compatible with most cable, fiber, DSL, and satellite providers. Some gateways and modem router combos may require bridge mode. No coax needed.
- SET UP AND MANAGE YOUR NETWORK WITH THE NIGHTHAWK APP: Download the free Nighthawk app on iOS or Android for guided setup. Manage WiFi, run speed tests, pause devices, and set up guest networks from anywhere. Active internet required.
- READY FOR THE DEVICES YOU ALREADY OWN: Your phones, laptops, and TVs work right out of the box. WiFi 6 delivers speeds up to 1.8 Gbps across 2.4 GHz and 5 GHz bands. Backward compatible with WiFi 5 and earlier.
- COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.
How Apple’s permission model fits
Apple’s guidance for iOS 14 or later and iPadOS 14 or later separates ordinary internet use from local-network access. An app that wants to interact with devices on the local network must ask for permission the first time it tries to browse that network. Users can deny or later revoke that permission.
Apple says denying local-network permission does not prevent an app from using the internet. In practical terms, an app can still load online content over Wi‑Fi while being refused permission to look for nearby devices. Apple also warns that local-network access can reveal information about devices in the vicinity. This permission system explains the distinction; it does not, by itself, prove what TikTok does on every operating system.

Why the exchange became a meme
The meme paraphrased the hearing as “Does TikTok connect to the WiFi in my house?” That wording turns a technical distinction into a punch line: an app obviously needs some internet connection, while the privacy question concerns what else it can do on the local network.
Know Your Meme’s entry for “Does TikTok Connect To The WiFi In My House?” describes the series as a parody based on Hudson’s question. The page, updated September 10, 2026, also describes a later funk remix and meme videos, but marks its history as still being researched and evaluated. Those details are therefore best treated as documented meme context rather than a definitive account of how every version spread.

Was Hudson literally confused about Wi‑Fi?
The transcript supports a narrower conclusion than the headline’s “clueless” wording. Hudson asked first about TikTok using the home network for internet access and then about access to other devices on that network. Chew’s answer recognized the first meaning and was uncertain about the second.
That sequence can reasonably be criticized as imprecise questioning, and it made an easy parody. It does not prove what Hudson knew about networking or what he intended beyond the words recorded in an unedited transcript.
The plain-English takeaway
- A phone running TikTok over home Wi‑Fi necessarily uses that connection to reach TikTok’s internet services.
- That fact alone does not mean TikTok can browse, read or control every device connected to the router.
- Local-device discovery and interaction are separate functions. On modern Apple operating systems, applicable apps must request local-network permission.
- TikTok told the House committee in May 2023 that it did not directly access other devices on local networks and described device communication as user-directed.
Frequently Asked Questions
Does turning off local-network permission stop TikTok from using Wi‑Fi internet?
On iOS 14 or later and iPadOS 14 or later, Apple says denying local-network permission does not stop an app from using the internet. It blocks the separate permission-controlled ability to interact with devices on the local network.
Did the hearing prove TikTok accessed devices in people’s homes?
No. The exchange raised the question, and TikTok later said it did not directly access other devices on local networks. That company response is not an independent audit.
The Bottom Line
The joke came from conflating internet access over Wi‑Fi with access to other devices on the same network. The hearing captured that confusion; it did not establish that Hudson literally failed to understand how Wi‑Fi works, nor did it prove that TikTok accessed household devices.
