Can automatic formats or responsive settings create more derivatives?
The one-chain/one-image rule is typical, not universal for every operation. Automatic delivery settings can produce distinct output variants, so one URL does not necessarily mean one transformation in every situation. Cloudinary identifies these cases in its counting documentation:

Cloudinary notes that console transformation previews do not affect quota, but downloading, opening in a new tab, or saving a generated result can create a counted derivative. Certain asset analysis operations through the Explicit API count as transformations, and an add-on triggered by transformation parameters can be counted in addition to the normal derivative. - List the outputs you need. For each source image, identify the distinct sizes, crops, formats, effects, and other parameter combinations that may create separate derivatives.
- Check automatic variants. Account for format negotiation, pixel density, and responsive width or breakpoint behavior where enabled.
- Separate first generation from reuse. A cached URL does not count again under the documented rule, while a new derivative may. Include incoming and eager processing in the estimate.
- Allow for the shared credit pool. Estimate storage and bandwidth use too; neither is separate from the free and self-service plans’ transformation credits.
- Verify account-specific terms. Review the current Cloudinary Console Billing view or contract, especially for custom plans, video operations, add-ons, and API-specific analysis.
