Cloudflare Images has two distinct pricing models: remote-image transformations can use the Free plan, while storing images in Cloudflare Images requires Paid. Free includes 5,000 unique transformations per month; Paid adds $0.50 per 1,000 unique transformations beyond that allowance, plus separate charges for hosted images stored and delivered. The right upgrade depends on which meter applies to your workload—not just how many image requests your site receives.

What counts as a unique transformation?
A transformation is a request to alter an original image using a particular set of supported parameters. Each distinct parameter set for an original counts once per calendar month; repeating the same transformation does not add another unique transformation. Changing a size creates a different one: transforming one original to 100×100 and 200×200 counts as two. Cloudflare says format=auto counts as one transformation even when browsers receive different output formats, and calls to the Images binding’s .info() method are not billed.

Cloudflare’s example: serving 2,000 remote originals in five sizes creates 10,000 unique transformations. With the first 5,000 included, the remaining 5,000 cost $2.50 on Paid at the listed rate. This is an illustration, not a forecast for other workloads.

Does Cloudflare charge for image delivery?
For images stored in Cloudflare Images, each browser image request counts as one delivered image. Cloudflare illustrates this with a retail page containing 10 hosted images viewed 10,000 times: that produces 100,000 deliveries, or $1 at its listed delivery rate. The stored-image meter is separate: uploaded originals count as stored images, while predefined variants do not increase that count.
Remote images transformed from an outside source incur transformation charges, not Images Stored or Images Delivered charges. Conversely, a request for a Cloudflare Images-hosted file through its delivery URL counts as an Images Delivered request, not an Images Transformed request. When should you upgrade from Free?
Stay on Free if the transformation limit is sufficient
Free includes up to 5,000 unique transformations per month for remote images. Exceeding that limit does not trigger a charge: cached existing transformations continue to serve, but requests for new transformations return error 9422. Cloudflare also documents using the onerror parameter to redirect to the original image when the source and transformed image are on the same domain.

Paid is the documented route for requesting more than 5,000 unique transformations per month. It is also required to store images in Cloudflare Images, where stored-image and delivery meters apply independently. Estimate both before moving originals: count uploaded files for storage and browser requests for delivery, rather than assuming one measure stands in for the other. Cloudflare describes the separate measures on its Images pricing page.

Cloudflare Images storage and format limits
Cloudflare’s limits documentation, last updated June 16, 2026, distinguishes remote images from uploads stored in Images:

Hosted images also have a 1,024-byte metadata limit. For animated GIF and WebP, Cloudflare measures the total area across frames: delivery is limited to 100 megapixels, but animations exceeding 50 megapixels are delivered without transformations. Cloudflare suggests considering MP4 or WebM for animation because GIF compression is inefficient. Enterprise customers can contact their account team about aligning limits to their needs.

Formats and special cases
- Listed input formats are PNG, JPEG, GIF, WebP, SVG, and HEIC; AVIF input is marked Enterprise-only. Supported output formats include PNG, JPEG, GIF, WebP, SVG, and AVIF.
- AVIF encoding can be much slower and may fall back to WebP or JPEG if an image is too large to encode quickly.
- SVG files are not resized, and optimization parameters are ignored; delivered SVGs are sanitized.

Cloudflare Images storage or R2 plus transformations?
The choice is partly about operations, not only rate cards. Cloudflare presents Images-hosted storage as the lower-configuration managed path, with shared image delivery, predefined variants, and automatic cache invalidation when a stored original changes. R2 plus Images transformations may fit teams that want a custom pipeline or more storage control, such as bucket-level access management or object lifecycle rules. Cloudflare calls the R2-plus-transformations approach “typically the most cost-effective” for image optimization; that is Cloudflare’s product guidance, not an independent cost study. Cloudflare’s pricing page gives one R2 example: 5,000 images averaging 5 MB each, with 2,000 served in five sizes, totals $2.72 across R2 storage and Images transformations under the example’s assumptions and included allowances. It is not a general quote or a universal break-even point. The official rate card does not establish a single threshold at which R2 is cheaper for every site.
Compare these workload inputs
- Number of original images stored, and average file size or total R2 storage volume if using R2.
- Distinct transformation parameter sets per original during a month.
- Browser delivery requests for Images-hosted assets.
- Whether managed variants, shared delivery, and automatic cache invalidation reduce enough operational work to justify hosted storage.
Use Cloudflare’s pricing examples with your own counts; the published examples do not replace a workload-specific estimate.
How to estimate your bill
- Separate remote originals from Images-hosted uploads. Remote transformations use the transformation meter; hosted originals also use the storage and delivery meters.
- Count distinct transformations. For each original, count different supported parameter combinations used in the month, not repeated requests for an identical combination.
- Apply the Free allowance and Paid rate. For remote images, the first 5,000 unique transformations per month are included; on Paid, additional transformations are $0.50 per 1,000. Free does not bill overages, but new transformations fail after its limit.
- Estimate hosted-image storage and delivery separately. Apply the listed $5 per 100,000 stored images per month and $1 per 100,000 delivered images per month to Images-hosted files.
- Check limits before migrating or uploading. Hosted uploads are subject to the 10 MB limit and the documented dimension, area, metadata, and format rules.
