They solve different problems, and none guarantees an application will be fast, secure or always online.
What is cloud scaling?
Cloud scaling means changing computing resources to handle workload demand. A web application facing a traffic spike may need more capacity; when demand falls, it may be able to use less. Scalability is the ability to add or remove resources. Elasticity describes how quickly capacity can adjust as requirements change. Microsoft Learn describes elastic scaling as using capacity as needed, scaling out as load rises and scaling in when extra capacity is no longer needed (Design to scale out).

Scale out, scale in, and scale up
- Scale out adds instances, such as additional application servers, to share work. Scale in removes instances when demand declines.
- Scale up increases the capacity of an existing resource, for example by assigning it more compute or memory. The right approach depends on the service and workload.
- Fixed capacity keeps resources at a planned level. Autoscaling changes capacity in response to configured conditions or demand patterns; its speed and behavior depend on the service and configuration.
Adding instances does not necessarily increase throughput in proportion to their number. A database bottleneck, shared state, or coordination requirement can limit the benefit. Scaling decisions should account for workload patterns, bottlenecks, provisioning delay, operational effort and cost exposure—not just the number of servers.

Serverless does not mean there are no servers. It means the provider manages more of the underlying infrastructure and capacity provisioning, so the application team can focus more on code or service configuration. Azure Functions is one example: Microsoft documents that it can dynamically provision instances. That does not establish identical behavior for every serverless service; scaling limits and configuration remain service-specific.

Serverless and managed instances are choices about operational responsibility and workload fit, not a simple choice between infrastructure and no infrastructure. Consider how much control and observability the workload needs, its duration and demand pattern, the service’s scaling behavior and limits, and the applicable pricing model. The available Azure example does not support a current cross-provider feature or price comparison.
What is high availability in cloud computing?
High availability is the design of a workload to keep serving its business needs through routine faults and transient failures. Microsoft Learn defines it as designing a solution to be resilient to day-to-day issues and meet business availability needs (What are Business Continuity, High Availability, and Disaster Recovery?). It is an outcome of architecture and operations, not a synonym for “hosted in the cloud.”

Redundancy helps only when the whole path is considered
Multiple instances or other redundant components can reduce dependence on a single point of failure. To be useful, the design must also consider dependencies, data replication and consistency, failover behavior, and the failure scope it intends to tolerate. A second application instance cannot preserve service if a shared dependency fails and has no recovery plan.

Availability zones and regions are distinct deployment choices, and a multi-zone or regional design brings workload-specific tradeoffs and complexity. The service capabilities, configuration and applicable service-tier SLA matter. Microsoft’s Azure guidance discusses these choices in its Design Principles for Azure Applications and Using Availability Zones and Regions documentation. Features and guarantees should not be assumed to match across providers, regions or services.

HA is not disaster recovery
HA addresses routine issues; disaster recovery (DR) plans for uncommon, larger-scale events that may disrupt a broader environment. A design may need both. The recovery approach should follow the business impact of interruption and data loss, rather than assuming that redundancy for day-to-day faults is enough.
Read Azure’s VM connectivity figure narrowly
Microsoft’s Azure virtual-machine overview states a 99.99% VM connectivity guarantee when two or more instances are deployed across two or more Availability Zones in the same Azure region (Overview of virtual machines in Azure). This is a condition-specific Azure VM connectivity figure, not a general application uptime promise and not a guarantee for every provider or configuration. Microsoft also documents three Availability Zones in supported Azure regions; regional and service support varies (Availability options for Azure Virtual Machines).

What is a VPC?
A VPC is a logical private network space for cloud resources. It typically uses a private IP address range divided into subnets, which organize resources and their communication. The network boundary is not an automatic security guarantee: access rules, routing and connectivity need deliberate configuration. Microsoft Azure uses the term virtual network for its corresponding construct; its documentation describes address spaces, subnets and design considerations in Azure Virtual Network Concepts and Best Practices.

How the four concepts fit in one application
Consider an illustrative web application with a sudden increase in visitors. Scaling addresses whether the application has enough capacity; autoscaling can adjust instances as demand changes. A serverless request handler may let the provider manage more of the capacity provisioning for that part of the application. Redundant instances across failure domains can support HA, subject to the behavior of dependencies and the applicable service capabilities. A VPC—or, in Azure, a virtual network—provides the private network space and subnets through which application components communicate under configured rules.
These are complementary design choices, not interchangeable features. Scaling addresses capacity, serverless changes infrastructure responsibility, HA targets continuity through routine faults, and network design organizes connectivity and boundaries. A sound design checks each against the workload, bottlenecks, failure scope, recovery expectations and operational requirements.
