Cloud migration outages often happen even when the new servers are running: an application may lack a dependency, have unsynchronized data, or receive traffic before its workflows are ready. Preventing those failures means treating migration as an end-to-end change to data, connectivity, routing, and recovery—not simply moving compute. The five mistakes below are distinct failure modes, not a ranking by frequency; provider guidance does not establish how often each causes an outage.
1. Moving workloads without mapping their dependencies
A workload can start successfully in the cloud and still fail when it tries to reach a database, identity provider, DNS resolver, external service, or another application tier. A server inventory alone will not reveal whether those connections work from the target environment.

Prevent it
Map application and system dependencies for each workload, including how users connect and which network paths and name-resolution services it requires. Plan and test communication between on-premises and cloud networks, and account for bandwidth used by both the workload and its replication traffic. AWS calls out these checks in its pre-cutover guidance and Migration Lens networking practices.
Verify it
From the target environment, test the actual required paths: resolve the relevant DNS names, authenticate through the expected identity service, and exercise connections to dependent systems. Include network performance and failure testing rather than treating a successful inventory or server start as proof of connectivity.

It also automatically finds and deletes similar or duplicate photo, backs up live photos and allows you to share them with your friends or family with just one tap. Everything stays effortlessly organized, powered by intelligent tagging and recognition.
2. Treating replication as proof that the data is ready
A configured replication task may be unhealthy, behind, or unable to demonstrate that the target data is usable. If cutover proceeds with unsynchronized or invalid data, the service can be unavailable or return incorrect results even though the target infrastructure is up.
Prevent it
Track replication health and lag, define an acceptable lag for the workload, and decide how data integrity and critical functionality will be checked. In the near-zero-downtime workflow described by Microsoft, teams confirm synchronization and health, monitor lag, and wait for lag to reach zero before proceeding. That is guidance for that workflow—not a universal threshold for every migration design. See Microsoft’s migration execution guidance.
Verify it
Before routing users, confirm the replication process is healthy and meets the workload’s agreed lag threshold. Validate the target data using a method suited to the system, such as checksums or hashes where appropriate, and confirm that critical workload functions operate against the target data. Microsoft’s migration planning guidance describes downtime and near-zero-downtime approaches; the acceptable tradeoff depends on the service’s consistency and availability requirements.

3. Treating cutover as one DNS edit
Cutover can involve multiple endpoints, tiers, and integration points. A routing change may send users to a target that is provisioned but not functionally ready, or leave an application and its database pointing to mismatched environments. Two-tier applications may need coordinated application and database cutover, not just a single traffic change.
Prevent it
Write down the order of operations for traffic changes and dependencies, and identify the checks and decision roles for each step. Plan the cutover window around business requirements, architecture, and risk tolerance: AWS notes that shorter windows generally increase cutover complexity, while the precise risk depends on those workload-specific factors. Its overview of the cutover phase explains why cutover can span multiple integration points.
Verify it
Test connectivity and DNS, then confirm that load-balancer targets or DNS records direct users to the intended environment and that connected tiers agree on which environment is active. Microsoft’s execution guidance includes connectivity and DNS validation as well as changing DNS or load-balancer targets to send users to the new environment.

4. Declaring success before end-to-end verification and monitoring
Healthy infrastructure does not prove that users can authenticate, complete business transactions, or get accurate data at an acceptable performance level. A migration can appear successful at the server level while errors or access problems remain visible to customers.

Prevent it
Set acceptance checks around user-critical workflows, data accuracy, performance, errors, and user access. Assign workload owners to confirm that the service works from the user’s perspective, and define what will be monitored after traffic moves. Microsoft’s execution guidance recommends end-to-end functional testing and post-cutover monitoring; for the workflow on that page, it suggests monitoring during the first 24–48 hours. That window is provider-specific guidance, not a universal monitoring standard.
Verify it
Run the agreed business workflows against the live target, review data checks and application errors, and monitor performance and user access. Ask the responsible application owners to confirm the critical functions they own, rather than using instance status as the acceptance signal.

5. Calling rollback a traffic switch without planning for new writes
Changing traffic back may be straightforward before the target accepts new transactions. After users write to the target, the old database may be stale; routing traffic back alone can lose updates or split data between environments.
Prevent it
Define rollback checkpoints, name the person empowered to decide, set a maximum execution time for the migration step, and choose in advance whether the response is rollback or fix-forward. Specify how transactions written after cutover will be handled. Depending on architecture, possible strategies include fail-forward replication, dual writes, or tested backup and restore; none is safe to assume without validating it for the workload. AWS discusses ingestion freeze, backup, synchronization, routing, and post-write data handling in its cutover-stage guidance. Google Cloud recommends a rollback strategy for each migration step and periodic review and testing in its migration-plan validation guidance.

Rehearse the chosen recovery method, including what happens to writes made after traffic moves and how the recovered service will be checked. Make sure the team can execute the data strategy within the defined decision window; a rollback plan that only changes routing does not address data consistency.

Choose the migration approach around the workload
There is no universally best downtime target. A simpler migration that interrupts service may fit a workload with a tolerable maintenance window; a near-zero-downtime approach can reduce disruption but depends on continuous replication and testing. Microsoft’s planning guidance describes that tradeoff. Compare plans against the workload’s actual constraints:
| Planning factor | Question to answer | Why it matters |
|---|---|---|
| Acceptable downtime | Can users tolerate a planned interruption, and for how long? | Determines whether an interruption-based approach is viable. |
| Criticality and data consistency | What is the impact of lost, delayed, or inconsistent transactions? | Shapes the required synchronization and recovery design. |
| Dependency complexity | How many tiers, integrations, and user paths must move together? | Influences the sequence and complexity of cutover. |
| Network capacity and replication readiness | Can the available network sustain both workload traffic and replication, and is replication healthy? | Constrains whether data can be synchronized in the intended window. |
| Recovery design | What happens to writes after cutover if the target must be abandoned? | Determines whether recovery is a safe rollback or a fix-forward decision. |
As AWS migration guidance authors Damien Renner, Ernest Asare, Martin Fluck, Khurram Mahmood, and Mark Willis put it: “The ultimate goal of this guide is to help you minimize the disruptions and mitigate the risks associated with the cutover phase of a cloud migration.” The point is operational: plan for how traffic, data, dependencies, and recovery interact, then verify the service at the level users experience it.
