Every ANAF e-Factura rejection, explained: a rejection can happen before your XML enters the system or later, after it receives an upload index and is processed. The first step in answering “Why was my RO e-Factura rejected?” is to check whether you received that index. It tells you where to look for the full error—not whether the invoice ultimately passed validation.
What an e-Factura rejection can mean
RO e-Factura requires a structured XML invoice. ANAF’s 2023 RO e-Factura guide says a PDF is not an electronic invoice under these requirements; sending a PDF alone does not meet the described XML requirement. The guide refers to the European standard EN 16931 and Romania’s RO-CIUS specifications.

“Rejected” can describe two different stages. A syntax-invalid XML file may fail at intake, before it is taken into the system. If the file passes the initial syntax check, the system returns an upload index and processes it. Later, the invoice can still receive a rejected response because it did not pass validation. ANAF’s 2024 information material describes the intake sequence; the 2023 guide explains the subsequent response.

| What you see | Likely stage | What to check next |
|---|---|---|
| No upload index; a syntax error is reported | File intake | Investigate the XML’s structure and syntax. |
| An upload index was returned | Accepted for processing, not necessarily validated | Check the index’s status, then retrieve the associated response in SPV. |
| A rejected response is available | Post-upload validation | Read the returned validation errors and identify the affected data or rule. |
| A validated response is available | Processing completed as validated | Keep the response with the invoice record. |
ANAF’s guide describes a rejected response as containing validation errors and the system’s signature. A validated response contains the invoice and the system’s signature. An upload index means the submission proceeded to processing; it is not proof of final acceptance.

Where to find the e-Factura error message
After receiving an upload index, use it to check the processing status. To retrieve the response, ANAF’s guide directs users to the invoice-response area in SPV: select the relevant tax identifier and date range, obtain the responses, and download the response associated with the invoice. A rejected response contains the validation errors needed to diagnose the problem.
- Locate the submission. Use the upload index and check its processing status. If no index was returned, investigate the intake error instead.
- Open the invoice-response area in SPV. Select the relevant tax identifier and date range, then obtain the responses.
- Download the matching response. Keep the response file and read its actual error text and context. Use any field, line, or rule identified there to focus your correction.
The guide says XML files and error messages are available to download for 60 days from publication, after which they are archived electronically and released on request. This retention detail comes from ANAF’s 2023 guide; check ANAF’s current instructions if the timing matters for a particular case.

How to troubleshoot a rejected invoice
- Determine whether the file entered processing. No index plus a reported XML syntax error points to an intake problem. An index means you should check the processing result before editing the file.
- Read the complete returned error. Preserve the response and use its precise text to find the affected field or validation rule. Do not infer a specific correction from the generic status “rejected.”
- Check the relevant XML and invoice data against current requirements. ANAF identifies syntax, operational rules, integrity constraints, and VAT-category conditions among its validation areas. Its guide refers to EN 16931 and RO-CIUS. The ANAF XML-UBL invoice-completion application currently displays invoice number (BT-1), issue date (BT-2), and currency code (BT-5) as required fields. That form is a useful check for those fields, not a complete replacement for current technical specifications.
- Consult current ANAF technical resources where the error is unclear. The ANAF e-Factura resource index lists official guides, including material on invoice-type codes, VAT categories, and other rules. Match the response to the applicable current guidance rather than relying on an assumed error-code mapping.
- Correct and resubmit through your usual submission route. Keep the new upload index, check the final status, and save the resulting response.
Common validation areas to investigate
ANAF’s guide identifies broad validation categories, not a verified public catalogue mapping every current rejection code to a specific fix. Use the actual response to decide which category applies; the examples below are areas to investigate, not claims about particular error labels.
- XML syntax: relevant when the file fails before an upload index is issued. Start with the file’s structure and syntax.
- Operational rules: check whether the invoice data follows the applicable system requirements identified by ANAF.
- Integrity constraints: examine the relationships or consistency conditions implicated by the response.
- VAT-category conditions: consult the applicable VAT-category guidance and compare it with the invoice details flagged in the response.
Do not assume that a particular field or VAT category caused a rejection unless the response or current technical documentation supports that conclusion. The available official materials explain validation layers and how to retrieve results, but do not establish a complete, current code-to-remedy catalogue.
