Cloud Backup vs. a Secondary Data Center for Disaster Recovery

Cloud backup preserves recovery points; a secondary site can restore service faster. Learn how to choose between backup-and-restore, pilot light, warm standby, and active-active—and why many plans use both.

Cloud backup and a secondary data center solve different parts of disaster recovery. Backup keeps recoverable copies of data; a prepared recovery site can bring applications and infrastructure back online faster. Many organizations need both: a failover environment for service continuity and isolated backups for recovering from deletion, corruption, or other damage.

Start with recovery time and data-loss limits

Set objectives for each important workload and failure scenario before choosing an architecture:

As an Amazon Associate I earn from qualifying purchases.

  • Recovery time objective (RTO): the target or maximum acceptable time to restore service after an interruption. Google Cloud explains it as how long after a disaster it can take to be up and running.
  • Recovery point objective (RPO): the acceptable amount of data loss, often expressed as the age of the recovery point. Google Cloud describes it as how much data an organization can afford to lose.

These limits need not be the same across an organization. A workload might tolerate hours of downtime but almost no lost transactions, while another can tolerate an older recovery point but must return to service quickly. Set objectives for scenarios such as a regional outage, accidental deletion, ransomware, and data corruption rather than relying on one company-wide target.

Smaller RPOs may require synchronous replication, which can add cost and latency; Google Cloud notes that synchronous replication across regions is available in only a few products. A smaller RTO usually calls for more ready infrastructure, automation, or both.

What the recovery patterns actually provide

“Secondary data center” is not a single recovery design. It might mean a cold facility, a partially provisioned cloud region, or a live site already serving traffic. Compare what is running before an incident and what teams must still do to restore service.

Pattern What is ready before an incident Practical trade-off
Backup and restore Recovery copies are retained; infrastructure and applications are deployed or restored after the incident. Lower ongoing readiness, generally longer recovery. AWS Well-Architected describes this pattern as having RPO in hours and RTO up to 24 hours or less; these are broad pattern-level expectations, not a promise for a particular workload. Automated or continuous backup can lower RPO in some cases.
Pilot light Core infrastructure and data replication exist in the recovery location; additional compute is started when needed. Faster than building the environment from scratch without maintaining a fully scaled duplicate. AWS gives pattern-level guidance of RPO in minutes and RTO in tens of minutes; actual results depend on the design and recovery work.
Warm standby A smaller but functional version of the service is running in the recovery location. Can restore service faster than pilot light, but requires standby capacity and ongoing operational care. AWS describes RPO in seconds and RTO in minutes as pattern-level guidance, not workload-specific guarantees.
Active-active or hot standby Multiple locations serve traffic, or a fully ready standby is maintained. Can target very low downtime and data loss, but increases synchronization, conflict-management, operational, and cost demands. AWS says multi-region active-active can target near-zero RPO and potentially zero RTO; those are design targets, not universal guarantees.

A cloud region can serve as a recovery location, but it is not automatically equivalent to an organization-owned data center in operational, regulatory, or dependency terms. The label matters less than the readiness level, recovery procedure, and failure domains involved.

Why replication does not replace backup

Replication and failover help keep a service available or restore it at another site. They do not necessarily preserve a clean earlier version of its data: a harmful update, deletion, or corruption may also reach the replica. A retained point-in-time backup can provide a way back to a last-known-good state.

Backup services can offer policy-based protection, granular or full-workload recovery, cross-region or cross-project copies, and immutable storage. For example, Google Cloud Backup and DR documents backup vaults with enforced retention and WORM immutability. The specific service configuration, permissions, retention period, and restore process still need to match the organization’s threat model.

Where the threat model calls for it, isolate backup copies from production failure and deletion paths. Replication for rapid recovery and isolated backup points for historical recovery are complementary controls, not competing substitutes.

Check geography, replication behavior, and dependencies

A copy in the same failure domain may be unavailable during the event it is meant to cover. Google Cloud deployment guidance recommends retaining backup images in a disaster-recovery region or using dual-region or multi-region storage, and notes that cross-region copies can incur network and storage charges.

“Cloud storage” does not by itself establish that data is in another region or immediately recoverable there. Google Cloud Storage behavior differs among regional, dual-region, and multi-region configurations. Remote replication is asynchronous, so data still within the replication window may not yet be geographically redundant when a regional outage occurs. Match storage location and replication behavior to the workload’s RPO.

A recovery environment also needs the pieces that make the application usable, not only its data. Inventory application images and code, identity and access, networking and DNS, secrets and keys, licenses, configuration, monitoring, and the people or automation able to invoke recovery. Google Cloud notes that RTO includes both product recovery time and the engineer or SRE actions needed to restart components.

Compare total recovery cost and operating effort

There is no universal rule that cloud backup or a secondary site is cheaper. The answer depends on workload size, provider, geography, recovery objectives, and the pricing basis in effect. Compare the cost of the recovery capability as a whole, including:

  • Standby compute, database, and appliance capacity kept running.
  • Backup storage, retention, immutability, and the throughput needed to restore.
  • Replication, inter-region transfer, and data-egress charges.
  • Engineering time to build, secure, and maintain the recovery environment.
  • Monitoring, dependency management, recovery exercises, and ongoing operational work.
  • The business impact of expected downtime and data loss.

Google Cloud guidance says tighter RTO and RPO values typically raise costs. A design that targets fast recovery may justify that added capacity and complexity when the business impact of an outage is high; it should not be selected on storage price alone.

Choose a design and prove it works

  1. Rank workloads by business impact. Record the consequences of lost transactions and downtime for each service.
  2. Set RTO and RPO by workload and scenario. Include regional outage, accidental deletion, ransomware, and corruption rather than assuming one objective covers every failure.
  3. Separate data recovery from service failover needs. Decide which incidents require only restoration of data and which require a ready application environment or traffic failover.
  4. Select the readiness pattern. Backup-and-restore suits longer recovery tolerance; pilot light or warm standby support tighter recovery needs; active-active is appropriate only when the business case justifies its synchronization and operating complexity.
  5. Preserve recoverable backup points even when replicating. Verify cross-region placement, retention, immutability, access separation, and restore paths against the organization’s requirements.
  6. Exercise restores and failovers. Measure elapsed recovery time and the age of recovered data, check that dependencies and procedures work, and revise the design if it misses its objectives.

A recovery plan is credible only when exercises demonstrate that the intended recovery path works in practice. AWS Well-Architected recommends regularly assessing and testing the strategy; its guidance warns that objectives are unlikely to be met without a planned, implemented, and tested approach.
