Climate tech companies can fund development and deployment with grants, tax incentives, concessional or commercial loans, guarantees, leasing, customer contracts and strategic capital—not just venture capital. The right route depends on what needs funding: a company’s research and manufacturing scale-up, or a specific installation with assets, buyers and expected cash flows. These options have different eligibility rules, repayment obligations and proof requirements, and they are often combined.
First decide what you are financing
A hardware company raising money for research, product validation or a factory expansion has a different financing problem from a developer building a solar, storage, industrial heat, carbon management or efficiency project. The first may need patient capital before predictable revenue exists. The second may be able to borrow against equipment, contracted sales or operating income.

- Company financing supports ongoing business needs such as R&D, hiring and manufacturing scale-up. Grants, tax incentives, equity and strategic partnerships may fit, depending on the applicant and eligible costs.
- Project financing supports a defined deployment. Lenders and investors may assess the asset, construction and technology risks, expected savings or revenue, and the creditworthiness of buyers or other counterparties.
OECD’s Climate Club Financial Toolkit 2026 Update, published 4 June 2026, describes a broad menu of instruments and argues they can be combined around the risks of specific technologies. Its focus includes hard-to-abate industries such as cement, steel and petrochemicals.
Compare the main alternatives
| Route | When it may fit | What to check |
|---|---|---|
| Grants and subsidies | Research, demonstrations, first-of-a-kind deployments, public-benefit work or eligible capital expenditure. | Applicant and geography rules, readiness, matching funds, eligible costs, milestones, reporting and limits on combining support. |
| Tax credits and incentives | An eligible investment, production activity or other qualifying expense with a tax claim or transfer mechanism. | Current law, eligible claimant and property, timing, documentation, and whether the company can use or transfer the benefit. |
| Concessional loans | A project with a credible repayment path, or public benefits that justify below-market terms. | Cash flow, repayment schedule, currency, collateral, concessional terms and how to access the lender or intermediary. |
| Guarantees and risk-sharing | A lender or buyer is prepared to participate if a specified risk is covered. | Which risks are covered, guarantee percentage, fees, claims process, and sponsor and country eligibility. |
| Asset-backed debt, leasing and project finance | Equipment or infrastructure can generate contracted revenue or savings. | Asset ownership, performance, construction and technology risks, offtake, and counterparty credit. |
| Offtake, pull and results-based finance | A buyer, public payer or verified outcome can underpin future payments. | Purchase commitment, price and volume, delivery conditions, verification, payment timing and recourse. |
| Strategic or corporate finance | A customer, supplier, utility or industrial partner has a commercial reason to support deployment. | Exclusivity, intellectual-property rights, control, procurement terms and long-term obligations. |
| Philanthropic or prize support | Potentially relevant to early research, public goods or market-building work with an impact mandate. | Mission, geography, eligible organization type, restrictions and award schedule; fit depends on the specific funder. |
These labels do not determine the legal terms. A grant generally does not require repayment like a loan; equity gives an investor ownership; and a guarantee protects a covered party against specified losses rather than necessarily providing cash directly to the startup. #1 Best Overall
Match the instrument to the funding need
For early research and technical validation
Look first at grants, prizes, research partnerships and equity if the work has no near-term repayment source. A grant can reduce the amount of capital founders must raise or give up, but applications may require a defined technical case, eligible costs, milestones and evidence of impact. A prize or philanthropic award is only useful if its mission and applicant rules match the work.
For demonstration and first deployment
Grants may help bridge the gap between a promising technology and a financeable project. Expect scrutiny of emissions impact, maturity, replicability and cost efficiency, as well as delivery and reporting conditions. A grant ceiling is not a promise of an award, and reimbursement or milestone-based payment timing can leave a cash-flow gap that needs separate financing.
Rank #2
For manufacturing scale-up
Separate the cost of the company’s expansion from the cost of any customer installation. Tax incentives or grants may apply to defined investments; a strategic customer or supplier may provide commercial support; debt becomes more plausible where there is a credible repayment source. Check whether the financing limits control, constrains IP, requires matching funds or depends on orders that are not yet secured.
For an operating or contracted project
Asset-backed debt, leasing and project finance become more relevant when equipment or infrastructure can produce measurable savings or contracted revenue. An offtake agreement can help stabilize expected cash flow, while a guarantee may reduce a lender’s specified exposure. Neither removes technology, construction, delivery or counterparty risk, and neither is automatically available to a startup without a suitable project structure.
The Green Climate Fund (GCF) states that its loans are for revenue-generating activities that are intrinsically sound financially. Its policies also include grants, concessional lending, equity and guarantees. Access can involve accredited entities and country processes, so companies should not assume every facility accepts direct startup applications. See the GCF investment framework and check the criteria and access route for the relevant opportunity.

EU Innovation Fund
The European Commission describes the Innovation Fund as supporting innovative low-carbon energy and industrial projects in EU countries, Norway, Liechtenstein and Iceland. Relevant areas include energy-intensive industry, renewable energy, storage, carbon management, and mobility and buildings. Projects are expected to be sufficiently mature in planning, business model, and financial and legal structure. Regular calls assess emissions avoidance, innovation, maturity, replicability and cost efficiency; competitive bidding ranks offers by auctioned price after minimum qualification.
The Commission’s page, last updated 11 December 2025, estimates approximately €40 billion for 2020–2030 based on a carbon price of €75 per tonne of CO₂. This is an estimate tied to that assumption, not a fixed amount available to an individual applicant. The page states that regular grants can cover up to 60% of relevant costs and competitive bidding up to 100% under the applicable call methodology. For regular grants, up to 40% may be paid against predefined milestones before full operation. These are ceilings; call documents determine calculations, qualification and actual awards.
The Commission says regular grants may be combined with other support, including IPCEI, Connecting Europe Facility, Horizon Europe, InvestEU, Modernisation Fund, Just Transition Fund and private capital. Applicable state-aid rules can limit cumulative public subsidy. Check the relevant call for current availability, terms and stacking rules.

U.S. Department of Energy
The U.S. Department of Energy’s funding portal describes grant, loan and financing routes for energy startups, companies with proven technology seeking commercial scale, and state, local or tribal governments. Opportunities are announced with dated notices. The actual notice—not the portal’s general description—sets whether an opportunity is open, who may apply, cost share, application dates, domestic-content conditions and technical evidence requirements.
Other countries and regions
Public funding is jurisdiction-specific. If a program is outside your company’s eligible geography or entity type, look to national funding agencies, regional development banks and local clean-energy or industrial-transition programs. Confirm whether a company can apply directly or must work through an accredited institution, public body or financial intermediary.

Offtake, pull-financing and results-based structures can turn future sales or verified outcomes into a basis for funding. Their value depends on the strength of the buyer or payer and the contract: price, volume, delivery, verification, timing and remedies all affect how financeable the projected cash flow is. A guarantee can cover a defined risk for a lender or other party, but it is not the same as unrestricted startup funding.
A blended package may combine a grant for eligible development costs, tax incentives for qualifying investment, debt for an asset, a guarantee for a defined risk, and equity for company-level needs. Combining sources does not remove their individual conditions. Check additionality, matching capital, repayment, subsidy-stacking and state-aid limits, and whether one funder’s terms restrict the others.
Screen options before spending time on applications
- Define the use of proceeds. Separate company costs—such as R&D or factory expansion—from a project’s equipment, construction and operating costs.
- Identify the repayment or outcome case. For debt, map the cash flow, contracted buyer, savings or other repayment source. For grants or results-based funding, define the measurable impact and evidence needed.
- Check eligibility first. Confirm country, applicant type, technology, project maturity, eligible costs, application route and whether the call is currently open.
- Model the full terms. Include matching funds, collateral, fees, repayment schedule, currency exposure, milestone timing, reporting and any control, IP or exclusivity provisions.
- Test the combined financing plan. Make sure planned grants, incentives, debt and private capital can be combined under each program’s rules, and that award timing leaves no unfunded cash-flow gap.
No route is universally non-dilutive or easy: grants can be competitive and milestone-bound, loans must be repaid, and commercial partnerships can carry strategic obligations. The strongest shortlist follows the venture’s stage, geography, use of funds and evidence of future revenue or public benefit.
