There is no single “Claude vs. ChatGPT” authorization comparison. Anthropic describes Claude for Government as a FedRAMP High-authorized service delivered through Palantir FedStart on Google FedRAMP High infrastructure. OpenAI offers distinct government deployments: managed ChatGPT and API services at FedRAMP Moderate, ChatGPT Gov deployed and managed by an agency in Azure, and an API option on AWS GovCloud that OpenAI lists at FedRAMP High and DoD IL5. The right choice depends on the exact service boundary, workload, features, and the agency’s own authorization—not on the model name or a vendor’s general security label.
What “Claude for Government vs. ChatGPT for government work” actually compares
These are not simply two models competing for the same government workload. The decision is between service offerings and deployment arrangements: who operates each part, where it runs, what authorization applies to that boundary, which features are available there, and what the agency must operate or approve.

FedRAMP authorization attaches to a defined cloud service offering, not to a model in isolation. Anthropic says Claude itself is not FedRAMP-authorized; its Claude for Government service is the offering described as FedRAMP High. Similarly, OpenAI’s authorization distinctions apply to specific ChatGPT or API deployments, not automatically to every OpenAI product. A model name appearing in one government environment does not transfer that environment’s authorization to another.
How the government offerings differ
| Decision point | Claude for Government | OpenAI government options |
|---|---|---|
| Service boundary and hosting | Anthropic describes Claude for Government as SaaS provided through Palantir FedStart and Palantir Federal Cloud Service, running on Google FedRAMP High infrastructure. Anthropic says it implements SaaS controls in this arrangement. | ChatGPT FedRAMP is OpenAI-owned and managed SaaS. ChatGPT Gov is a containerized application installed and managed by the customer in its Azure environment. OpenAI also lists an API deployment on AWS GovCloud. |
| Authorization listed by the provider | Anthropic describes Claude for Government as FedRAMP High, with NIST SP 800-53 High baseline controls. | OpenAI lists managed ChatGPT and API FedRAMP at Moderate. It lists the AWS GovCloud API at FedRAMP High and DoD IL5. These are separate service entries, not interchangeable approvals. |
| Who operates the deployment | The arrangement involves Anthropic’s SaaS, Palantir’s managed service/platform role, and Google infrastructure. The agency must understand how the responsibilities map to its authorization and shared-responsibility model. | Responsibility depends on the selected option: OpenAI operates the managed FedRAMP SaaS; the agency installs and manages ChatGPT Gov in its Azure environment; or the agency integrates the API deployed on AWS GovCloud. |
| Feature and model details | Public descriptions do not establish a complete, current feature-by-feature inventory for Claude for Government. Obtain the authorized-customer documentation for the specific boundary. | OpenAI’s FedRAMP documentation describes additional restrictions and feature controls compared with standard Enterprise, with some commercial features not initially included. It lists supported features and API methods/models; confirm the current inventory for the selected deployment. |
OpenAI’s government page also distinguishes deployment routes: customers can ask OpenAI about available packages and access, and procurement may be direct or through a reseller. Its listed routes include government-focused ChatGPT and API services. Anthropic’s August 2025 announcement described access to Claude for Government and Claude for Enterprise through eligible department or agency leadership. Those descriptions are not a substitute for confirming current eligibility, contracting route, support, and terms.

Can government agencies use Claude or ChatGPT with sensitive data?
Not on the basis of a vendor authorization label alone. OpenAI states that the answer depends on the specific product, deployment, agency authorization, policies, and data type. The same practical principle applies to Claude for Government: the agency must determine whether the relevant service boundary and its controls are approved for the intended information and use.
An authorization can be important evidence about a defined service, but it is not a blanket approval for every agency, dataset, feature, or workflow. The agency’s authorizing official (AO), security and privacy requirements, records obligations, and applicable policy determine whether a proposed use is permitted. Do not assume that a feature available in a commercial product is enabled—or approved—in a government environment.
Is Claude for Government FedRAMP High?
Anthropic describes Claude for Government as FedRAMP High authorized. The described arrangement uses Palantir FedStart and Palantir Federal Cloud Service on Google FedRAMP High infrastructure, with Anthropic implementing SaaS controls. Confirm the authorization package, system boundary, and agency ATO context applicable to the service you would procure; “Claude” as a standalone model is not the authorization boundary.

Is ChatGPT Gov the same as ChatGPT FedRAMP?
No. ChatGPT FedRAMP is described as OpenAI-managed SaaS, while ChatGPT Gov is an application the customer installs and manages in its Azure environment. OpenAI separately lists managed ChatGPT and API FedRAMP at Moderate. An AWS GovCloud API option is another distinct deployment, listed by OpenAI at High and IL5. Do not carry an authorization from one of these arrangements over to another.
Which is approved for CUI?
There is no categorical answer established by these public descriptions. Whether a specific CUI workload may use a service depends on the selected deployment and its authorization boundary, the agency’s policies, and the AO’s determination. Ask each provider for the current service-specific documentation and have the agency validate the exact workflow and data classification.
Controls and operational details to verify
The authorization level is only one part of an operational assessment. The agency should compare evidence and responsibilities for the service it would actually use, not infer them from the provider’s general statements.

- Boundary and shared responsibility: Identify the cloud service provider, managed service provider, infrastructure provider, and agency responsibilities. For Claude for Government, clarify how Anthropic SaaS, Palantir’s service, and Google infrastructure fit together. For OpenAI, distinguish OpenAI-managed SaaS, agency-managed Azure, and the AWS GovCloud API.
- Identity and administration: Confirm how users are provisioned, what administrative roles and controls are available, and how those controls fit agency identity and access requirements.
- Logging, audit, and records: Verify what events are logged, what audit interfaces are available, how long records are retained, and whether the configuration supports the agency’s oversight and records obligations.
- Data handling: Confirm retention, training use, incident handling, and any data-location or processing requirements for the exact service and configuration. OpenAI says its FedRAMP environment does not train on customer data, uses Enterprise-equivalent retention policies, and makes a Compliance API available; validate the current terms and implementation for the chosen deployment.
- Search and integrations: Check whether required browsing, search, connectors, API methods, and integrations operate inside the authorized boundary. OpenAI’s FedRAMP help information describes supported web search as offline search over indexed or cached content rather than live web search.
- Current model and feature access: Obtain the live government-environment feature and model list before designing a workflow. OpenAI’s designated government API endpoint and available models differ by deployment; model availability changes. Anthropic’s public material does not supply a complete current feature inventory for Claude for Government.
- Implementation and support: Compare deployment work, agency staffing, provider support, contracting, and the effort to connect the service to existing systems.
OpenAI says its CLI uses only models available in its FedRAMP environment and the designated government endpoint. Its help information also describes limited rollout for desktop experiences. Treat desktop, CLI, endpoint, and model availability as details to confirm at procurement time, not as permanent product guarantees.

ChatGPT government use cases described by OpenAI
OpenAI describes drafting, translation, research, analysis, software development, summarizing complex information, public-health analysis, and permitting. It also describes using APIs to integrate AI features into copilots, case-management systems, and citizen-service workflows. Whether these uses are available and authorized depends on the specific ChatGPT or API deployment and the agency’s design and approvals.
OpenAI reported in January 2025 that more than 90,000 users, more than 3,500 U.S. federal, state, and local agencies, and over 18 million ChatGPT messages had been recorded since 2024. Those were provider-reported adoption figures at that time, not current counts or evidence of suitability for a particular mission. OpenAI also reported that participants in a Commonwealth of Pennsylvania pilot saved approximately 105 minutes per day on days they used ChatGPT. That vendor-reported pilot result should not be treated as a typical productivity gain or a forecast for another agency.

- Define the workload and information: Specify the task, users, data types and impact level, consequences of error, and whether outputs will affect individuals or agency decisions.
- Choose the deployment shape: Decide whether the requirement is for managed SaaS, an application installed and operated in the agency’s cloud environment, or an API integrated into existing systems.
- Validate the exact service boundary: Obtain current authorization documentation and identify the provider, infrastructure, managed-service roles, and agency duties for the specific option under consideration.
- Map features to the workflow: Confirm the needed model, search, integrations, administrative controls, audit mechanisms, and API methods exist within that authorized environment.
- Review data and operational terms: Resolve retention, training, logging, incident handling, records, identity, support, and procurement requirements for the selected configuration.
- Obtain agency approval: Have the AO and relevant policy owners decide whether the proposed data and use are acceptable; do not treat a provider’s public label as the agency’s approval.
- Pilot the actual tasks: Test representative work with appropriate human review, measure quality and operational burden, and define escalation paths for uncertain or consequential outputs.
Public vendor materials do not establish a neutral government-wide head-to-head study showing that Claude or ChatGPT is categorically more secure, accurate, or cost-effective. A defensible choice therefore comes from workload-specific testing and the agency’s evaluation of the authorized deployment, not from adoption counts or product-level slogans.
Access, pricing, and procurement are time-sensitive
Anthropic’s August 2025 announcement described a federal $1 offer lasting one year. It is historical information, not a current price; verify availability and terms directly before budgeting. OpenAI’s government materials describe direct and reseller procurement routes and refer to time-bounded offers, so current packaging, eligibility, and pricing also require confirmation. No public figure here supports a reliable cost comparison between the deployment choices.
