Claude Code vs Cursor vs Codex: Which Coding Workflow Fits Your Team?

Claude Code, Cursor, and Codex offer different workflows, and published acceptance results vary by task. Compare their setup, access, and evidence before choosing.

There is no substantiated same-task test here that can name Claude Code, Cursor, or Codex the winner. The useful distinction is how you want to work: Claude Code is documented as a tool run from your development machine, Codex spans desktop, terminal, IDE, and cloud workflows, and Cursor is relevant if you want to use its local Chat or Agent with a supported OpenAI API key. Choose based on the workflow you need, then compare the products under identical conditions rather than treating one result as a universal ranking.

What this comparison can—and cannot—tell you

A claim that all three products were tested on the same task needs a reproducible record: the exact prompt, repository state, product and model versions, settings, permissions, outputs, test results, elapsed time, and human corrections. Without those details, a “winner” is not verifiable. This article compares documented workflows and published observational evidence; it does not report a hands-on test or claim that the products were run on one shared task.

That distinction matters because a coding agent can perform differently on a bug fix, a refactor, a test-writing task, documentation, or a new feature. A result from one task should answer “which worked better on this task under these conditions?”—not “which is always best?”

How the three workflows differ

Product Documented ways to work Setup and controls described in official documentation
Claude Code Installed and run from a development machine. Authentication options include Anthropic Console, a Claude Pro or Max subscription, and enterprise platforms including Amazon Bedrock and Google Vertex AI. The CLI reference documents interactive and print modes, resuming sessions, model selection, permission modes, and allowed or disallowed tools.
Codex ChatGPT desktop app, terminal, compatible IDE extension, and Codex Cloud. Codex Cloud can continue tasks on OpenAI-managed computers while your computer is asleep. Plan access and limits vary; usage can depend on model, task complexity, context, reasoning, speed, and tools.
Cursor OpenAI’s guidance describes using an API key for supported local Cursor Chat and Agent use, using the Codex IDE extension inside Cursor, or using a compatible gateway. The cited OpenAI guidance describes a provisional transition for its model access in Cursor. It does not extend the API-key or gateway options to Cursor Tab, Auto, Cloud or Background Agents, Automations, CLI, or API/SDK.

Claude Code setup and CLI details are in Anthropic’s setup guide and CLI reference. Codex surfaces and plan terms are described in OpenAI’s pages on ChatGPT Work and Codex and using Codex with a ChatGPT plan. Cursor’s OpenAI model-access details are in OpenAI’s Cursor guidance.

Claude Code: a machine-local starting point with explicit CLI controls

Claude Code is the documented fit if you want to install and run the tool from your development machine and work through a command-line interface. Its documented options include choosing a model and permission mode, restricting tools, and resuming sessions. Which authentication route is available depends on whether you use an individual subscription, Anthropic Console, or an enterprise platform; consult Anthropic’s setup guide for the current requirements.

Codex: several surfaces, including cloud task execution

Codex offers the broadest set of documented access surfaces in this comparison: desktop, terminal, a compatible IDE extension, and Codex Cloud. The cloud option is distinct if you want a task to continue on an OpenAI-managed computer while your own device is asleep. OpenAI says Codex is included across ChatGPT plans, including Free and Go, but limits vary by plan. Some plans use shared allowances or credits, and actual usage can vary with the model and task. Check current plan terms rather than relying on a fixed price or assuming an identical quota.

Cursor: check the specific model path you intend to use

If your decision depends on OpenAI models inside Cursor, verify the current access terms for the exact feature. As described in OpenAI’s guidance updated October 7, 2026, OpenAI was planning to wind down its contract providing models to Cursor and proposed a transition period of November 12, 2026. The guidance says Cursor may end access sooner and that an official termination date would be shared once confirmed. It describes an API key for supported local Chat and Agent use, the Codex IDE extension inside Cursor, or a compatible gateway; those options do not cover the other listed Cursor services. This is a provisional, time-sensitive policy, not a settled end date or a statement about every model provider Cursor supports.

What published acceptance data says about choosing a winner

A 2026 peer-reviewed MSR ’26 study analyzed 7,156 pull requests across five coding agents and found a 29-percentage-point difference between task types. Its detailed results report different leaders in different categories:

Task category Reported result in the MSR ’26 study
Fix Codex had an 83.0% pull-request acceptance rate.
Refactor Codex had a 74.3% pull-request acceptance rate.
Documentation Claude Code had a 92.3% acceptance rate; the study notes few samples.
Feature Claude Code had a 72.6% acceptance rate.
Test Cursor had a 77.8% acceptance rate; the study notes few samples.

These are study-specific observational rates, not results from a controlled comparison of today’s product versions or a verdict for your codebase. The authors caution that repository-level and user-related confounders were not controlled, and that acceptance rate does not measure code quality in full. Different observation windows, task distributions, and sparse category samples also limit direct comparisons. The study supports separating results by task type, not declaring one product the overall winner. See the MSR ’26 paper for its methods and detailed results.

How to run a fair same-task comparison

For a result you can reproduce and act on, hold the task and starting conditions constant. Use the same repository state and success criteria; record differences in the tools and setup each product actually requires.

  1. Freeze the starting point. Use the same repository commit, relevant files, dependencies, and initial instructions for every run.
  2. Write acceptance criteria before prompting. State the expected behavior, edge cases, and which tests or checks must pass. Avoid judging only by whether the agent produced a plausible-looking diff.
  3. Keep the task prompt equivalent. Give each product the same goal and relevant context. Record any follow-up prompts or clarifications rather than quietly helping one agent more.
  4. Log the configuration. Record product and model versions, settings, context supplied, permission mode, allowed tools, and whether network access is available. Use the setup you would realistically choose, but disclose it.
  5. Run the same verification. Apply the same relevant tests and checks to each result. Note which checks the agent ran, whether it reported them accurately, and what you ran independently.
  6. Inspect the changes, not just the outcome. Compare correctness, diff size, relevance, maintainability, and unintended edits. Record the human corrections needed to reach an acceptable result.
  7. Measure the full cost of completion. Track elapsed time to a verified result and usage under the recorded account conditions. Subscription access and limits can change, so include the plan and date rather than presenting a cost as universal.
  8. Repeat across task types if you need a general decision. Separate fixes, refactors, tests, documentation, and feature work in your results. Report category-level outcomes instead of averaging away meaningful differences.

Which one should you choose?

  • Choose Claude Code if running from your development machine and using documented CLI options for sessions, model selection, and tool permissions fit your routine.
  • Choose Codex if you want to switch among desktop, terminal, compatible IDE, and cloud task execution, and its account-specific limits fit your usage.
  • Consider Cursor if its workflow suits you and the model access you rely on is confirmed for the specific feature and account you plan to use.
  • Run your own comparison if correctness on a particular codebase matters more than workflow preference. A small, repeatable set of representative tasks is more useful than one task presented as a universal benchmark.
