Claro is expanding fiber to shift customers and revenue toward broadband, but “reversing decline” is not yet a region-wide conclusion. The clearest evidence is Claro Ecuador: in the first quarter of 2026, it added 38,000 fixed-line revenue-generating units (RGUs), reached 809,000 accesses—up 30.4% year over year—and increased fixed-line service revenue 13.2%. At the same time, a prepaid-base cleanup produced 54,000 net wireless disconnections. Fiber is therefore helping offset weakness in selected products, rather than proving that every Claro operation has returned to sustained growth.
Which Claro operation is expanding?
Claro is América Móvil’s consumer brand across Brazil, Ecuador, Colombia, Mexico, Central America and other Latin American markets. Its financial reports are organized by country or operating region, so figures cannot be combined as if they describe one national network.
The strongest current example is Claro Ecuador. América Móvil’s first-quarter 2026 report links fiber-footprint expansion with faster fixed-line growth. A separate regional story appears in América Móvil’s fourth-quarter 2025 report, which describes broadband growth and expanding fiber coverage in the relevant operation. Brazil is a major capital-allocation market, but the reported investment plan covers more than fiber alone.
What “decline” means in this case
Wireless subscribers in Ecuador
Claro Ecuador recorded 54,000 net wireless disconnections in Q1 2026 after cleaning up its prepaid base, while adding 18,000 postpaid subscribers. A cleanup is not the same as customers organically defecting to competitors, so the figure should not be presented as proof of broad network-driven churn.

Legacy fixed products
Across the fixed-line business discussed in Q4 2025, fixed voice and pay-TV revenue continued to decline. Broadband revenue grew quickly enough to offset those categories, making the issue a product-mix transition rather than a simple collapse of all fixed services.
Slower operating momentum
“Decline” can also refer to slowing service-revenue growth, weaker customer quality or competitive pressure from fiber-first providers. The evidence supports a defensive modernization strategy, but it does not establish a universal decline in América Móvil’s total revenue or profitability.

- Fiber backhaul: fiber carries traffic between mobile sites, exchanges and core facilities without reaching each household.
- Fixed-line RGUs: a reporting count that can include broadband, voice and pay-TV, not only FTTH customers.
Consequently, the group’s 1.4 million-kilometer figure cannot be converted into household coverage, and 809,000 Ecuador fixed-line accesses cannot be assumed to be 809,000 fiber homes.
Why Claro is making the shift
Replace shrinking products with a household broadband relationship
Fast, reliable broadband can become the anchor for mobile, television, voice and enterprise services. A household that buys several services is generally more valuable and harder to lose than a standalone prepaid mobile line.
Improve the economics of dense areas
Fiber deployment is most attractive where many homes are close together. Once a route is built, higher take-up and premium speed tiers can spread construction costs across more subscribers.
Defend against fiber-first competitors
Incumbent telephone operators, mobile rivals, cable companies migrating from HFC, municipal networks and smaller regional ISPs are all competing for the same broadband household. S&P Global’s 2025 Americas Broadband Roundup notes that optical fiber is displacing other broadband technologies and that smaller ISPs remain active in laying routes.

Support business connectivity
The same metro and backhaul investment can support dedicated internet, cloud connections and other enterprise services. That creates a second source of demand beyond residential subscriptions.
What the financial evidence does—and does not—show
In Ecuador, fixed-line service revenue rose 13.2% year over year while total revenue rose 2.2% in Q1 2026. The gap matters: broadband and fixed services were growing faster than the operation as a whole, so fiber helped but did not eliminate weakness elsewhere.
For the broader fixed-line operation reported in Q4 2025, broadband revenue increased 16.1% and total fixed-line service revenue 2.2%, despite declines in voice and pay-TV. The report also associated fiber-footprint expansion with acceleration in fixed-line service-revenue growth from 7.2% to 8.5% between the third and fourth quarters. That is evidence of contribution, not proof that fiber was the only cause; pricing, bundles, customer mix, enterprise demand and currency can also affect revenue.
For Brazil, América Móvil has described an investment plan of up to 40 billion Brazilian reais for 2024–2029, as reported by América Economía. The announced amount is a Claro Brasil investment program, not a verified fiber-only budget; it may include spectrum, mobile capacity, fixed broadband, enterprise networks and other infrastructure.

The capital trade-off
Fiber can produce durable assets, but returns arrive only after construction and customer acquisition. Management and investors need to track:
- homes passed versus homes connected;
- take-up rate and installation time;
- customer-acquisition and equipment costs;
- broadband average revenue per user and churn;
- the cost of upgrading HFC or using wholesale routes;
- the pace at which voice and pay-TV losses are replaced;
- EBITDA, free cash flow and the lag between spending and revenue.
A rise in fixed-line RGUs alone is insufficient because the metric can combine several products. Broadband growth can also coexist with weak profitability if construction costs, subsidies, price competition or low take-up remain high.
Where fiber will not be the only answer

What customers, competitors and investors should watch
For customers
Fiber availability is address-specific. Before ordering, verify whether the connection is FTTH or HFC, the upload speed, installation and equipment fees, promotional expiry, minimum term, data policy, relocation rules and the price after any bundle discount.
For competitors
Claro’s scale can accelerate route construction and bundling, but smaller fiber specialists may still win on symmetrical speeds, local support or neighborhood-level execution. Fixed wireless and satellite can remain credible alternatives where fiber deployment is uneconomic.
For América Móvil investors
The decisive evidence is sustained conversion of capital into connected premises and cash generation. Watch take-up, broadband ARPU, churn, legacy-product replacement, installation backlogs, local-currency performance and consolidated currency effects rather than fiber kilometers alone.
How to judge whether the strategy is working
- Measure homes passed and homes connected separately.
- Check whether broadband net additions persist for several quarters.
- Compare ARPU and churn for fiber customers with the legacy base.
- Test whether fixed-line revenue growth exceeds the decline in voice and pay-TV.
- Look for improving EBITDA or free cash flow after deployment spending.
- Separate country results from América Móvil’s consolidated figures and distinguish organic growth from cleanup, acquisitions or currency movements.
Bottom line
Claro’s fiber expansion is a credible defense against declining fixed voice, pay-TV and weaker mobile momentum. Claro Ecuador provides the clearest result so far: strong fixed-line additions and revenue growth arrived alongside a prepaid subscriber cleanup. Across the broader América Móvil footprint, broadband is offsetting legacy declines, but the available figures do not prove that every Claro market has reversed its broader decline. The strategy succeeds only if fiber homes become paying customers at rates high enough to cover construction and operating costs.
